Purpose of consultancy

To contribute to the implementation, coordination and monitoring of the GCM/NCD’s Engagement Strategy.

Background

The GCM/NCD plays a leadership role in promoting, enhancing, and enabling multisectoral and multistakeholder responses to accelerate progress towards global and national NCD targets as part of the efforts of WHO Member States to achieve SDG 3.4. As an integral part of the WHO NCD Programme, the GCM/NCD engages with the regional and country offices across WHO, and with relevant non-State actors to strengthen meaningful engagement of nongovernmental organizations (NGOs), relevant private sector entities, academia and people living with NCDs, and mental health and neurological conditions. The mechanism is led by Member States. Other collaborating partners include the United Nations funds, programmes and organizations and other relevant intergovernmental including those participating through the United Nations Interagency Task Force on NCDs, and non-State actors.

The GCM/NCD engagement strategy aims to:

  •  Promote and sustain effective engagement of GCM Participants to support advancing the mechanism’s work across its five priority areas;
  •  Leverage GCM/NCD Participants’ collective knowledge, expertise, experiences, networks and resources to advance WHO’s work on multisectoral and multistakeholder collaboration at national levels;
  •  Improve accountability and responsiveness of the GCM/NCD and its Participants in line with and informed by the needs of WHO Member States;
  •  Promote the GCM/NCD’s unique position as a WHO mechanism responsible for guiding, assisting and facilitating effective multisectoral and multistakeholder responses to accelerate progress towards global and national NCD targets;
  •  Enhance ownership and accountability of the GCM/NCD mandate among its Participants.

Deliverables:

  •  Deliverable 1: Contribute towards the development of standardized tools and processes for the implementation of the GCM’s engagement strategy.
    •  Revamp and update the membership of GCM Participants to be included in the Knowledge Action Portal on NCDs ( Knowledge Action Portal on NCDs | Knowledge Action Portal on NCDs (knowledge-action-portal.com), including developing a template for the registry, including contacting existing GCM Participants for necessary information, and enrolling new organizations as GCM participants among others.
    •  Coordinate the WHO Framework for Engagement with non-State Actors (FENSA).
    •  Monitor approval process for enrolling new organizations as GCM Participants (i.e.; requesting the necessary documents, contacting the corresponding WHO Unit; etc.)
    •  Facilitate the organization and coordination of the activities related to the GCM’s implementation plan, including webinars/consultations with GCM Participants; in-person or virtual meetings and side events at the World Health Assembly (WHA); preparation of communication briefs, for outreach, dissemination plan of GCM activities; development of background documents (e.g., terms of reference, concept notes, dissemination materials, etc.).
    •  Develop a concept note and related background documents and coordinate the implementation of outreach activities to identify and invite strategic organizations to be part of GCM/NCD.
    •  Develop a concept note and related documents/dissemination materials on engagement opportunities for GCM Participants to support current and future workplans based on the modalities of engagement described in the GCM engagement strategy.
    •  Develop indicators for monitoring the implementation and satisfaction of GCM Participants in relation to the engagement activities.
  •  Deliverable 2: Contribute to the organization and coordination of the Second General Meeting of the GCM/NCD.
    •  Facilitate preparatory meetings and produce background materials.
    •  Contribute to drafting of background materials including concept note, agenda, invitations, power point presentations and other related meeting materials.
    •  Collaborate towards the development and dissemination of the final meeting report.
  •  Deliverable 3: Collaborate in the development and dissemination of examples of the GCM Participants’ contributions to the NCD prevention and control agenda.
  •  Deliverable 4: Develop project proposal to assist with the identification and preparation of a joint project by GCM/NCD and its Participants including options for co-designing, co-implementing and co-funding projects.
  •  Deliverable 5: Contribute to the establishment of the GCM Participant-based Working Group.
    •  Prepare the terms of reference of the Working Group, concept note, agenda, and related products or activities that may emanate from the work of the groups.
    •  Prepare meeting report of Working Group.

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

  •  Advanced degree in public health, global health or international development, business administration.

Desirable:

  •  Degree in NCDs, social science, whole-of government approach, multisectoral collaboration or social determinants of health, or related field.

Experience

Essential:

  •  At least seven years’ experience at the national and/or international levels in public health policy or program, global health or related area.
  •  Proven experience on multisectoral and/or multi-stakeholder collaborations in health and, preferably on the prevention and control of NCDs.
  •  Experience working with civil society, individuals with living/lived experiences, and private sector entities in multi-stakeholder responses for the prevention and control of NCD and mental health.
  •  Experience working and building partnerships with diverse stakeholders across income settings.

Desirable:

  •  At least two years’ combined experience working in WHO or other international non-governmental organizations.

Skills/knowledge

Essential:

  •  Proven strong writing, communication and presentation skills.
  •  Sound technical knowledge of global public health.
  •  Ability to work under pressure, be flexible, meet short deadlines and maintain diplomacy.
  •  Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of professional conduct.

Languages required:

Essential:

  •  Expert knowledge of English.

Desirable:

  •  Knowledge of other UN languages.

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B-USD 7,000 – 9,980 per month.
