The 2021-2025 United Nations Secretariat Learning Strategy aims to foster a culture of continuous learning, guide entities in the formulation of learning plans aligned with organizational principles and strategic learning priorities as relevant to their work and mandate, connect learning across workstreams for cross-pillar capacity-building, create impactful learning solutions, and strengthen learning accountabilities. In line with the organizational strategy, and driven by its commitment to invest in professional development and create an innovative learning environment to strengthen internal effectiveness, the United Nations Office of Counter-Terrorism (UNOCT) has developed a draft learning plan which outlines the learning needs and approach of the Office with suggested training resources, taking into account UNOCT’s strategic objectives defined by its Strategic Plan and Results Framework 2022-2025, and the Organization’s strategic capabilities, including the UN 2.0 Quintet of Change focused on stronger capabilities for data, innovation, strategic foresight, behavioural science, and results. The draft learning plan will be further developed and updated to reflect evolving learning needs, trends and opportunities, to ensure that staff capacities are strengthened to better perform professional functions and enhance institutional effectiveness. A well-informed induction programme is crucial in this regard, as its development will help identify learning needs in roles and functions and tailor the learning plan and curriculum for the induction. The objective of this consultancy is to develop a comprehensive induction programme that will provide staff members with information on the structure, governance and work of UNOCT, its policies, processes and procedures, as well as knowledge, tools and materials, to assist them to integrate into the organization, better understand their roles, reinforce their administrative, substantive and technical abilities to better perform respective functions, and contribute effectively to the implementation of the mandate of the Office. As part of the induction programme, the consultancy is also expected to design and deliver an induction workshop for all UNOCT staff that will set out the objectives of the induction training and provide staff with information, tools and other resources to meet their professional development needs and requirements. The induction programme and materials will be complementary to the specific human resources induction provided by the Executive Office for new employees. The consultancy will be undertaken under the overall direction and supervision of the Chief of the Office of the Under-Secretary-General (OUSG) of UNOCT, and through the immediate supervision and guidance of the Head of the Evaluation and Compliance Unit (ECU) in the OUSG. The OUSG provides strategic and policy advice as well as substantive and administrative support to the Under-Secretary-General for the effective execution of UNOCT’s mandate, including on matters related to strategic communications, resource mobilization and donor relations, field coordination, and evaluation and compliance, and among other functions, supports the USG in ensuring optimal staff management and in promoting a mutually respectful and inclusive work environment. The ECU ensures accountability, promotes evidence-based learning and informed decision-making, and supports the development of a results-oriented culture in UNOCT, including by managing evaluation activities, monitoring the implementation of internal controls and delegation of authority, developing and updating internal guidance, supporting organizational governance and learning processes, and identifying challenges and proposing corrective actions. The consultancy will benefit from consultations with other UNOCT Divisions/Branches/Sections/Units, including insights and inputs from the Reference Group to be created to support the development of the induction programme and related package of materials. The consultant will be responsible for performing the following duties and responsibilities:

  •  Develop and present the methodology/workplan for the development of the UNOCT induction programme and the design and delivery of the induction workshop to all UNOCT staff;
  •  Undertake consultations, including interviews and meetings, with UNOCT senior leadership (USG, DUSG, Division and Branch Chiefs at D-level), senior management (Section Chiefs at P5 level), Heads of Units (P4 level) as may be needed, and members of the Reference Group to conduct learning needs assessment;
  •  Conduct analysis of survey results, including the UNOCT Staff Engagement Survey, UNOCT Learning Needs Survey, and the UNOCT Knowledge Management Needs Survey, as well as the summary of interviews held with field staff to identify learning needs and develop induction content;
  •  Review the draft UNOCT Learning Plan, UNOCT internal guidance, including the Strategic Plan and Results Framework 2022-2025, policies, standard operating procedures, and guidelines, the UNOCT Risk Register, available training resources, and other documents and materials, as relevant for the performance of the consultancy;
  •  Review the UN Secretariat Learning Strategy 2021-2025, including its Learning Guidance, the Secretary-General’s reports (One Common Agenda, Data Strategy, Strategy on New Technologies, etc.), and other organizational documents and materials, as relevant for the performance of the consultancy;
  •  Produce a learning needs assessment based on the consultations held and the review and analysis conducted (Output/Deliverable 1);
  •  Develop the UNOCT induction programme and package of induction materials based on the learning needs assessment, in alignment with the United Nations values, principles, standards and strategic learning priorities; finalize the induction programme and materials based on feedback from the OUSG (Output/Deliverable 2);
  •  Design and deliver an induction workshop for all UNOCT staff, including through the development of the workshop agenda and materials (exercises, quizzes, assessments, feedback survey, etc.), and the provision of facilitation and substantive support (Output/Deliverable 3);
  •  Prepare a consultancy report which outlines the work undertaken and the deliverables produced, provides the summary and outcomes of the induction workshop, and sets out recommendations to ensure the sustainability of the induction programme and guide the update of the learning plan (Output/Deliverable 4);
  •  Deliver a presentation to UNOCT Senior Management Team on key outcomes of the consultancy and proposed next steps (Output/Deliverable 5).

Qualifications/special skillsAdvanced university degree (Master’s or higher) in human resources management, organizational development, education, business administration, social sciences, or related area is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven years of experience in organizational development, knowledge management, change management, human resources management, operations management, administration, programme management or related area is required. Proven experience in developing and implementing learning plans and/or training programmes/courses/kits, and delivery of training contents, with a focus on institutional capacity development, is required. Experience in conducting research and analysis, with knowledge and understanding of literature in the area of innovation, governance, and capacity development is required. Excellent planning, communication, and report writing skills. Proficiency in the use of all Microsoft Office applications, including PowerPoint, and information management systems.
