How can you make a difference?
UNICEF East Asia Pacific Regional Office (EAPRO) is seeking a qualified consultant to support its Early Childhood Development (ECD) agenda and support Country Offices in the region with focus on Financing on ECD.
Work Assignment, Expected deliverable and Delivery schedule:
1. Scoping of ECD Financing in EAP in collaboration with Social Policy team
Expected deliverable: One Regional Webinar on ECD funding and financing for countries in the EAP. Support the Community of practice to prepare and conduct one Webinar on presenting the experience of selected countries with public financed based evidence generation and advocacy for ECD, in line with the recommendations from the Deep Dive on Financing ECD in the Policymakers course.
ECD financing learning event. Plan, deliver and facilitate the launch of the Community of Practice of Financing for ECD in collaboration with Social Policy team, building on 2023’s ECD Financing Deep Dive for the ECD Policymakers Course.
Delivery schedule: September 2023
2. ECD Financing models documentation
Expected deliverable: Following the Regional COP webinar, to prepare a report on the existing engagement in public finance for ECD in the countries in the region (where applicable). Documentation of the results from the CoP event, further desk review and follow up with countries in the region to document experiences in the region as a knowledge product to enhance learning in the region.
Delivery schedule: September 2023 – February 2024
3. Preparation of guidelines for monitoring ECD budgets and investments in EAP Region
Expected deliverable 3.1: Guidelines: Adapt guidelines recently launched by ESARO for monitoring ECD investments in EAP region including best practices and cases from the region to contextualize them. These guidelines will be revised and validated by CO and other stakeholders in UNICEF.
Expected deliverable 3.2: Prepare a webinar (follow up session of the CoP) for validation of the guidelines and scope the need for assistance in the respective country offices.
Delivery schedule: November 2023 – February 2024
4. Summary narrative of the key findings on financing for ECD
Expected deliverable: Document that contains an analytic summary narrative for key findings on financing for ECD for each country and the regional office.

To qualify as an advocate for every child you will have…
- Professional in the areas of economics, social development, financing
- Knowledge of public expenditure, allocation and other aspects of public financing
- Expertise in social policies, including sectors such as education, nutrition, health, early childhood development experience is an asset
- Expertise in designing and running webinars
- Excellent writing skills
- Experience working in EAP countries is an asset
