Purpose of consultancy

To contribute to the development and publication of systematic reviews of epidemiological and health economic evidence and of estimates of occupational burden of disease, as well as costs of burden of disease attributable to exposure to environmental and occupational risk factors, and costs and cost-benefits of environmental health interventions.

Background

The mission of WHO’s UHC/Healthier Populations Division is to contribute to reducing health inequalities and reducing preventable disease and injury caused by environmental, social, and economic determinants of health. This is achieved through a coordinated inter-sectoral approach aimed at enabling all people to enjoy better health and well-being, in line with the Organization’s 13th General Programme of Work (GPW13) and the Sustainable Development Goals.

ECH has an active stream of work that produces health economic estimates of economic costs of diseases and of the costs and cost-benefit of environmental health interventions, as well as estimates of occupational burden of disease. The environmental health economic work includes the Investment Case for Health, Environment, Climate Change (hereafter ECH Investment Case). The occupational burden of disease estimates produced by WHO comprise the WHO/ILO Joint Estimates of the Work-related Burden of Disease and Injury (hereafter WHO/ILO Joint Estimates). Within this stream of work, the consultant will assist with the systematic review and meta-analysis of evidence on epidemiological and cost parameters, including the effectiveness of environmental health intervention, as input data for the production of WHO estimates; establishment of, development of, consultation on and dissemination of these estimates of burden of disease, economic costs and cost-benefits; development, technical writing and editing of corporate and external publications; and development of communications materials, including infographics and websites.

Deliverables:

  •  Deliverable 1
    •  1.1 Develop a protocol for a systematic review of costs of selected water, sanitation and hygiene interventions for registration in PROSPERO.
    •  1.2 Contribute epidemiological and cost parameters to the development of cost-benefit models for environmental health interventions 1 and 2.
    •  1.3 Contribute to the preparation and facilitation of the first meeting of the WHO Technical Advisory Group on Economics for Environment, Climate Change and Health.
    •  1.4 Contribute to the preparation and finalization of a manuscript on the effect of long working hours regulations on the burden of attributable cardiovascular diseases.
    •  1.5 Contribute to the resubmission of the supplementary analysis for WHO/ILO Systematic Review 15 – “The effect of occupational exposure to welding fumes on trachea, bronchus and lung cancer” (WHO/ILO SR15) following peer review.
    •  1.6 Contribute to the preparation of the resubmission of WHO/ILO Systematic Review 4a – “The effect of occupational exposure to silica on silicosis” (WHO/ILO SR4a) following peer review.
  •  Deliverable 2
    •  2.1 Contribute to the finalization of the manuscript reporting a systematic review of investment cases in the area of environmental health.
    •  2.2 Contribute epidemiological and cost parameters to the development of cost-benefit models for environmental health interventions 3 and 4.
    •  2.3 Contribute to the coordination of external experts in the WHO systematic review of costs of selected water, sanitation and hygiene interventions.
    •  2.4 Contribute to the preparation and launch of a country consultation for WHO/ILO Joint Estimates of burden of trachea, bronchus and lung cancer attributable to occupational exposure to welding fumes.
  •  Deliverable 3
    •  3.1 Contribute epidemiological and cost parameters to the development of the cost-benefit models for environmental health interventions 5 and 6.
    •  3.2 Contribute to the preparation and finalization of a manuscript on the health systems cost of stroke and ischemic heart disease attributable to exposure to long working hours.
    •  3.3 Contribute to the preparation of responses to reviewer comments on the manuscript on the effect of long working hours regulations on the burden of attributable cardiovascular diseases.
    •  3.4 Contribute to the preparation of responses to WHO Member States as part of the process of country consultation for the WHO/ILO Joint Estimates of the burden of trachea, bronchus and lung cancer attributable to occupational exposure to welding fumes.
  •  Deliverable 4
    •  4.1 Contribute to updates and the strengthening of epidemiological and cost parameters to the development of cost-benefit models for environmental health interventions 1 to 3.
    •  4.2 Contribute to the finalization and submission of a manuscript on the epidemiological analysis of the new indicator of mortality rate due to work-related diseases.
    •  4.3 Contribute to the finalization and submission of the manuscript on the comparative studies of the indicators of mortality rate due to work-related diseases and mortality rate due to work-related injuries.
  •  Deliverable 5
    •  5.1 Contribute to updates and the strengthening of epidemiological and cost parameters to the development of cost-benefit models for environmental health interventions 4 to 6.
    •  5.2 Contribute to the coordination of external experts in their contribution to the WHO systematic review of cost of selected water, sanitation and hygiene interventions.
    •  5.3 Contribute to the writing of the manuscript on cost-benefit analyses of environmental health intervention 1.
    •  5.4 Contribute to the update and submission of a manuscript presenting estimates of occupational exposure to welding fumes and the attributable burden of trachea, bronchus and lung cancer.
    •  5.5 Contribute to the preparation of a manuscript reflecting on management of large Working Groups to carry out systematic reviews of evidence.
  •  Deliverable 6
    •  6.1 Contribute to the writing and submission of a manuscript reporting the work of the systematic review of costs of selected water, sanitation and hygiene interventions.
    •  6.2 Contribute to the preparation of the manuscript on cost-benefit analyses of environmental health intervention 2, as part of the ECH Investment Case.
    •  6.3 Contribute to the preparation of responses to reviewer comments on the manuscript reflecting on management of large Working Groups to carry out systematic reviews of evidence.
  •  Deliverable 7
    •  7.1 Contribute to the coordination of external experts in their contribution to the WHO systematic review of cost of selected water, sanitation and hygiene interventions.
    •  7.2 Contribute to the preparation of the manuscript on cost-benefit analyses of environmental health intervention 3.
    •  7.3 Contribute to the prioritization of estimates of occupational exposures to environmental and climatic risk factors.
  •  Deliverable 8
    •  8.1 Contribute to the writing and submission of a manuscript reporting the systematic review of costs of selected water, sanitation and hygiene interventions.
    •  8.2 Contribute to the writing of the main report that presents the cost-benefit analyses and the broader investment case.
  •  Deliverable 9
    •  9.1 Contribute to the preparation of the manuscript on the cost-benefit analyses of the environmental health intervention 4 and 5
    •  9.2 Contribute to the planning of the global launch of the ECH Investment Case, including the preparation of communication products.
    •  9.3 Contribute to the preparation of a systemic review on prioritized topic 1 for estimates of occupational exposures to environmental and climatic risk factors.
  •  Deliverable 10
    •  10.1 Contribute to the preparation of the manuscript on the cost-benefit analyses of the environmental health intervention 6.
    •  10.2 Contribute to the finalization of the main report that presents the cost-benefit analyses and the broader investment case.
    •  10.3 Contribute to the preparation of an external publication on estimates of occupational exposures to environmental and climatic risk factors for prioritized topic 1.

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

  •  Minimum first university degree in economic evaluation and/or analysis, epidemiology, disease burden modelling, public health or a related discipline.

Desirable:

  •  Advanced university degree in economic evaluation and/or analysis, epidemiology, disease burden modelling, public health or a related discipline

Experience

Essential:

  •  A minimum of 5 years of relevant experience in economic evaluation or analysis, epidemiology, disease burden modelling or public health.
  •  Experience in the technical writing and editing of corporate and external publications in environmental or occupational health according to WHO Style Guide.
  •  Practical experience in modelling exposure to risk factors, burden of disease, costs and/or cost-benefits, including knowledge of the relevant modelling methods and data sources.
  •  Practical experience conducting systematic reviews and meta-analyses in health, environment and climate change.

Skills/knowledge

  •  Excellent organizational and analytical skills.
  •  Excellent knowledge of epidemiology and global health estimation.
  •  Understanding of environmental and/or occupational health and/or economics.
  •  Ability to move forward in a changing environment.
  •  Good writing and editing skills, with a track record of publication in academic journals.
  •  Good data management skills and ability to clean and manage large datasets.
  •  Excellent interpersonal and communication skills.

Languages required:

Essential:

  •  Expert knowledge of English.

Desirable:

  •  Intermediate knowledge of another official WHO language.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B-USD 350 – 499 per day.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
