SENIOR EVALUATION OF THE CAPACITY OF SOCIAL SERVICES IN RESPECT OF THE MANAGEMENT OF VOLENCE CASES BASED ON GENDER

Purpose of consultancy

Madagascar has a high prevalence of gender-based violence that hinders the full enjoyment of human rights, especially by women, girls and children. According to recent results from the 2021 Demographic and Health Survey, 35% of women aged 15 to 49 have experienced physical or sexual violence from their husbands/partner or someone else. Madagascar is among the 20 countries in the world where the frequency of child marriages is higher. More than one in ten women aged 25 – 49 ( 12% ) already lived in union before reaching 15, and 37% were already in union before their 18th birthday. Women and girls with disabilities who represent 46% of people with disabilities are more likely to be exposed to all forms of discrimination,stigma and VBG with limited access to services. Humanitarian crises linked to climate change ( cyclones, floods, drought ) and the COVID-19 pandemic have exacerbated violence based on the gender ( VBG ).

In order to improve the management of VBG ( psycho-social and health and justice ) cases it is important to carry out an assessment of the current situation of access and the quality of the services offered and identify gaps. This includes identifying needs to ensure better care for VBG survivors and existing capacities to meet these needs.

It is in this sense that the « women at the center » project executed by UNFPA in partnership with the Ministry of Population, the Higher Institute of Social Workers, the NGO ASOS, the Ministry of Public Health intends to work in collaboration with state institutions and civil society organizations involved in human rights, and to use the expertise of national consultants to carry out the evaluation of services in charge of VBG case management at the level of the 6 intervention districts of the project.

Scope of work

  •  Make a documentary analysis on the availability, accessibility and quality of VBG case management and management services in Madagascar
  •  Develop methodology and research questions in accordance with guides on essential actions for surviving women and girls of VBG
  •  Supervision and coordination of the work of consultants assigned to the field level and the quality of the data collected
  •  Compile results and verify consistency of information
  •  Facilitate validation meetings of the results of consultations at each district and national level
  •  Prepare the compiled evaluation report

2 months from the date of signature of the contract

Place where services are to be delivered

Delivery dates and how work will be delivered

Monitoring and progress control, including reporting requirements, periodicity format and deadline

  •  A methodological note clearly specifying the steps necessary to achieve the objectives and detailed questionnaires – within 5 days of the start of the consultation.
  •  Detailed questions for focus groups and key informants within 7 days of the start of the consultation. Questions must be reviewed by UNFPA.
  •  A compiled report on the mapping of actors, existing case management protocols, analysis of demographic characteristics and gaps in the management of VBG cases in the 6 districts
  •  Presentations of the evaluation results of the support services for VBG survivors by district

A first draft of a compiled report must be submitted after 5 weeks, a second draft after 7 weeks and the final narrative report must be submitted in electronic form.

The final compiled narrative report must be submitted electronically to the national office of UNFPA Madagascar after 8 weeks ( after submitting the first two versions ).

Supervisory arrangements:

The consultant works under the authority of the UNFPA Representative and the direct supervision of the Gender Program Officer

Expected travel

Possibility of traveling at the level of the 6 intervention districts of the ( Miarinarivo project, Arivonimamo, Miandrivazo, Morondava, Amboasary Atsimo, Bekily )

Required expertise, qualifications and competencies, including language requirements

  •  Master in one of the following disciplines: social work, social sciences, humanities, anthropology, gender
  •  At least 5 years of professional experience in prevention and response to VBG both in development and humanitarian situations
  •  At least 2 years of practical experience in assessing gender equality and gender-based violence, including the design and conduct of baseline surveys and surveys final.
  •  Strong analytical and research skills, both quantitative and qualitative.
  •  Good team management capacity
  •  Good command of Windows IT tools, MS office
  •  Good written and oral communication capacity in French. English will be an asset.

Inputs / services to be provided by UNFPA or implementing partner, if applicable

Consultant will provide computer and accessories necessary for his work

UNFPA will cover travel and living expenses for travel outside the capital
