Consultant/e for gender analysis for project PROTECT At Caritas Austria


Caritas Austria it is an international NGO that implements activities in the fields of emergency aid and rehabilitation, as well as development cooperation, in countries affected by conflicts or natural disasters.

Caritas Austria is currently looking for an international/e(s)/expert(e)s gender to perform a gender analysis for the project PROTECT, implemented in the country Burkina Faso (North Regions, Boucle du Mouhoun). The project is co-financed by the Austrian Development Cooperation Agency (ADA) and the own contributions of Caritas Austria.

Study objective on gender is to collect information in the project regions on the views, perspectives and living conditions of different members of the population from various backgrounds (age group, social class, disability, status (IDP, resident household (RM)), ethnicity, education), etc their roles and relationships within the different sectors involved in the project and the specific challenges they face. The study will also analyse processes of adaptation of households (and their individual members belonging to different social groups) to the security crisis and forced internal displacement of the population following terrorist attacks in the affected areas. ’analysis should make recommendations to address this.

The objectives of the’analysis genus are as follows:

  • This will include identifying ways to change perspectives, reduce or even eliminate gender inequalities/disadvantages of certain groups, and preventing GBV, taking into account the financial and personal resources available in the context of the project or the flexibility of other actors acting in the project region.
  • Part of the gender study will be to map the risks of gender-related sexual violence, abuse and exploitation and harassment in the two project intervention communities.
  • This will involve identifying and assessing the different types of GBV/EAH risks faced by the population in both communities.
  • The gender study also aims to provide recommendations for adapting the defined objectives of the project and identifying the resources needed for this.
  • It will also analyze the complaint mechanism.
  • It will also analyse and map government services and existing structures (such as women’s associations) for the psychological and psychosocial care and medical treatment of people affected by or survivors of GBV in the target communities. It is a question of finding appropriate structures with which agreements can be concluded for the care of the persons concerned or survivors of VBG.
  • It will also be a matter of defining mitigation strategies to avoid potential negative impacts of the implementation and strategies of the project and ensure alignment with the « do no harm » policy of the project.

Submission from the’offer:

For your request, please use the request for tender form (annex 2).

The file must include at least :

  • CVs of all consultants involved, including professional references
  • Completed application form (Annex 2) incl. profile, history, methodology, financial proposal (in EUR), signed declaration (requirement of legally valid signature of tenderers, including proof of the signatory’s power of representation, an electronic signature may be accepted)
  • At least one sample of a recently written gender analysis
  • Legal registration document

Criteria for selection :

  • Completeness and conformity of the offer with the requirements mentioned in this call for tenders and the ToRs;
  • Technical and professional capacity (tasks that may be covered by the tenderer) ;
  • Qualification and experience of the expert(e)s involved(e)s ;
  • Working according to international standards
