Additional Information: UN-Habitat is the United Nations Human Settlements Program, which is responsible for promoting socially and environmentally sustainable towns and cities in order to provide adequate housing for all. Currently, the program has its headquarters in Nairobi, Kenya, and finds its support in the Regional Office for Latin America and the Caribbean – ROLAC, located in Rio de Janeiro, Brazil. The program is governed by the principles defined through: the Vancouver Declaration on Human Settlements, the Istanbul Declaration on Human Settlements, the Habitat Agenda, the Quito Declaration on Sustainable Cities and Human Settlements for All, the New Urban Agenda and Resolution 56/206 of the United Nations General Assembly. With his work,UN-Habitat seeks to mitigate the negative effects that result from accelerated and unsustainable urbanization processes, becoming guarantor of the benefits offered by sustainable urbanization, and contributing to the reduction of urban poverty and the improvement of the quality of life of the population. Mexican cities face great challenges derived from accelerated urban growth and the expected impacts of climate change. Phenomena such as social inequality, unsustainable management of natural resources, gaps in the development of territories and insecurity in urban settings plague a number of challenges for cities, that they will have to face under more complex conditions linked to climate change and seeking capacity building for adaptation and climate resilience.As of January 2022, UN-Habitat provides substantive support to the municipality of Juárez, Chihuahua, with the aim of contributing to their efforts to territorialize the Sustainable Development Goals ( ODS ) and the New Urban Agenda ( NAU ) at the local level, from the definition of a City Vision to the year 2040, shared by the different local actors, that makes it possible to advance towards a future of shared prosperity and reach its maximum development potential as a generator of well-being for the population. In addition, the generation of this vision will aim to reinforce the Municipality’s urban and territorial planning system and guide it towards a common objective. •  The consultant ( a ) will work under the coordination of the Program Officer and the Project Manager in achieving the objectives of the consultancy. Maintain close interaction with the team of consultants from the office, the regional office, headquarters, and external project consultants, as well as with officials of the United Nations System to maximize synergies and ensure coordination.
•  The consultant ( a ) is responsible for keeping the Project Manager and project team fully informed of all agreements, activities, actions, relevant challenges or omissions that impact the achievement of the project’s objectives, through the institutional mechanisms or instruments agreed and / or indicated.
•  The consultant ( a ) will be responsible for generating, formulating and carrying out those necessary technical inputs, within the framework of their responsibilities to carry out their activities and deliverables.
•  The consultant ( a ) will be responsible for preparing products and supplies for progress reports and reports, as necessary and requested for the proper verification of their activities.
•  The consultant ( a ) will be responsible for ensuring compliance with their activities, as well as processes that impact their performance.

•  The consultant ( a ) during the development of the consultancy must ensure that the information generated is easily accessible by the team. For the above, the consultant must share the information in the online repository of the office.
•  In order to share learning and accelerate the learning curves of the office, the consultant ( a ) should keep track and socialize the achievements with the team, good experiences and aspects of project improvement.
•  The consultant ( a ) must take into account the documents or progress, which already exist regarding the object of this contract. The consultant ( a ) will be responsible for fulfilling the following activities: a. Participate when requested, in follow-up meetings with the project team or with the counterpart. b. Carry out research, analyze bibliography and write relevant technical contents on sustainable urban development within the framework of the project. These inputs must guarantee coherence, quality and alignment to the cross-cutting themes promoted by the United Nations. c.Prepare a document for systematizing the implementation and results of the participation and linking strategy developed within the framework of the project and its different products. d. Assist in the logistics management of an Expert Group Meeting in Ciudad Juárez about integration centers for equipment and social services for the comprehensive improvement of neighborhoods in Latin America. and. Provide technical support in the Expert Group Meeing sessions as well as prepare a report on the session. F. Prepare a document about integration centers for social facilities and services for the comprehensive improvement of neighborhoods, identifying and systematizing good international practices as well as lessons and recommendations for its implementation in Ciudad Juárez. g.Work in connection with the communication team for the development of inputs for the socialization of the progress and results of the project. h. Contribute to the formulation of documents or reports of activities, progress, as well as those designated by the Director, by the Program Officer and / or the Project Manager i. Qualifications / special skillsCheck with a simple copy of a university degree, in fields related to urban planning, architecture, territorial planning, urban development, or related. Demonstrate 4 years of professional experience in development and / or implementation of urban and / or territorial projects at the municipal level from participatory approaches. Demonstrate experience in organizing participatory workshops, training and technical forums. Have relevant experience in the Mexican context. Experience in preparing, reviewing and integrating technical content, diagnoses and / or plans related to urban issues for public institutions. Demonstrate knowledge of Agenda 2030, the New Urban Agenda and language of UN-Habitat.

LanguagesExcellent oral and written skills in Spanish and having the capacity to write written technical reports.
