BACKGROUND

Purpose of Activity/Assignment:

Facilitate the global meeting on the nutrition of school-age children

Provide coordination and communication support to advance the work on improving diets, practices, and services of school-age children and adolescents.

Scope of Work:

The consultant will support the Senior Adviser and Nutrition Specialist to accelerate efforts to improve diets, services, and practices among school-age children and adolescents (SACA), as well conduct an assessment on Large Scale Food Fortification (LSFF)momentum across four Regions. In this regard the work will focus on the following key tasks:

  •  Coordinate and organize meetings on school and adolescent nutrition: This will include managing all preparations (logistics) for a technical meeting on the nutrition of school-age children and adolescents with UNICEF staff members from regions and countries.
  •  Support the development of resources and database SACA countries: This will focus on mapping resources that have been developed to support programs and advocacy on the prevention of malnutrition among school-age children and adolescents.
  •  Develop knowledge dissemination platform and resources: The consultant is expected to prepare a plan for supporting the dissemination of knowledge products and tools on improving diets, services, and practices of school-age children and adolescents.
  •  Develop tools to assess LSFF work in four regions: Large Scale Food Fortification is a key strategy to improve the diets of children and adolescents. The consultant is expected to identify the key regional economic commissions (RECs) in four regions (ESARO, WCARO, ROSA, and EAPRO) carry out an assessment of LSFF initiatives and interact with partners; identify and summarize the coordination mechanisms, gather information on regional legislations and frameworks adopted by RECs, and consolidate the list and findings.
  •  Support meeting logistics, desk review, and collection of resources on nutrition metrics: The consultant will extend communication and coordination support to the nutrition metrics Technical Advisory Group, the Secretariat, and the Working Group, as well as maintain the resource bank for the nutrition metrics.

Terms of Reference / Deliverables

– Coordinate and organize meetings on school and adolescent nutrition

    •  SACA meeting plan logistics management for participating countries: This will include coordinating with country offices on travel/preparing and drafting the invites and follow-up with countries and related colleagues for the SACA meeting in October (9-10 October)
    •  Develop a quarter 2 report on programs and database under Health Promoting School and Integrated School Health and Nutrition initiative: This will include a progress report on HPS initiatives in collaboration with other agencies
    •  Develop a quarter 3 report on programs and database under Health Promoting School and Integrated School Health and Nutrition initiative: This will include a progress report on HPS initiatives in collaboration with other agencies

– Support the development of resources and database SACA countries

    •  Prepare a resource pack to support SACA meeting: This will include, an agenda, tools, and case studies collected from various countries
    •  Map and report on UN agencies (WHO, UNESCO, WFP) school-age and adolescent nutrition progress: This will be based on the synthesis of various meetings organized on the Health Promoting School and the Integrated School Health and Nutrition Initiative
    •  Prepare two case studies to share at the SACA meeting in October

– Develop knowledge bank and a dissemination platform for all resources

    •  Support the logistics and preparation of the webinar on school nutrition priorities and tools (School Food and Nutrition Education, Physical Activity, Food Environments): This will include organizing and planning the whole webinar, the preparations before the webinar, and follow-up with the participants, and resource persons.
    •  Develop Yammer forum annual plan on SACA: This will include setting up a plan for a discussion forum, a plan for the Yammer discussion on the latest tools on – school nutrition or related work
    •  Organize Yammer’s NSACA discussion forum: This will include creating a Yammer school and adolescent nutrition group on Yammer and organizing discussion forums (2) with countries on priorities

– Develop tools to assess LSFF work in four regions

    •  Develop outline and methodology for assessment and report structure for LSFF report; Desk review and fact gathering exercise on LSFF report
    •  Field visits plan to gather further missing information and coordination with regional office plans
    •  Prepare LSFF assessment tools and plan for the regions
    •  Synthesis and summary of report on LSFF: This will include an analysis of findings from the field visits and regional interactions
    •  Prepare a brief for each of the 4 regions aligned to RISING 2.0 objectives and strategy

– Support meeting logistics, desk review and collection of resources on nutrition metrics

  •  The deliverable focuses on a resource bank and a database on the Nutrition Metrics-TAG establishment
    •  The Metrics Secretariat meeting is facilitated, and a report prepared.
    •  The Working Group meeting is planned, and facilitated, and a report prepared.
    •  Desk review of existing indicators and evidence for the knowledge paper on SACA metrics
    •  A background document is prepared based on the TAG members discussion to aid the finalization of knowledge paper

Qualifications

1) Education

  •  Advance University Degree in Public Health Nutrition, Public Policy, Nutrition and Dietetics
  •  Knowledge and proficiency in other UN languages will be an asset

2) Work experience

  •  Excellent written and oral communication skills, including scientific analysis
  •  At least 3 years of professional experience in public health nutrition
  •  Ability to monitor progress with projects and reporting
  •  Familiarity with legal language, terminologies, and implications of policy frameworks on children’s nutrition and well-being

Requirements:

  •  Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  •  At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  •  Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
