BACKGROUND
Purpose of Activity/Assignment:
This assignment will be to contribute to strengthening the inclusion of organizations of persons with disabilities (OPDs) in broader efforts to improve localization of aid.
One component of this assignment will be to support implementation the project, ‘Capacity building of OPDs- strengthening disability inclusive humanitarian action’, implemented by the Reference Group on Inclusion of Persons with Disabilities in Humanitarian Action (DRG), which is chaired by UNICEF together with the International Disability Alliance (IDA) and CBM-Global Disability Inclusion (CBM Global). The project will contribute to ensuring the active participation, coordination with and meaningful consultation of organizations of persons with disabilities (OPDs) in humanitarian action. Specifically:
- To have a set of core capacity development introductory resources developed and rolled out with OPDs, in multiple accessible formats and languages to support capacity of their members to engage in key humanitarian process at global, regional and country levels
- To have an active core cadre of OPDs whose staff and members have capacity to effectively engage with humanitarian actors to influence policy, programming and implementation to ensure humanitarian action is inclusive of and accountable to all persons with disabilities, especially under-represented groups.
- To capture the perspectives and experiences of OPDs on how to strengthen inclusive humanitarian action and localization efforts
The other component of this assignment will be to strengthen UNICEF’s capacity at Headquarters (HQ), Regional Office (RO) and Country Office (CO) to engage effectively with national and local OPDs in humanitarian action. This will involve gathering, documenting and sharing good practice and learning across the organization to build a more systematic approach to equitable partnership with OPDs.
Scope of Work:
50% time – Support effective implementation of the DRG project, ‘capacity building of OPDs’, with a particular focus on accountability to the donor (USAID/BHA) and supporting partnership arrangements between UNICEF and IDA/ CBM Global. This will require working closely with colleagues in the Disability Section and Partnerships Division in NYHQ:
- Keep track of the project implementation plan and flag any delays or other issues
- Prepare project reports and other donor requirements, based on inputs from UNICEF and partners involved in project implementation
- Provide support to the effective functioning of Project Coordination Group, including compiling the agenda, preparing background materials, documenting agreements and action points and updating shared folders to be accessible to all members
- Provide close support to partnership arrangements between UNICEF and IDA/CBM Global, including working with relevant administrative focal points to ensure that all requirements are met, and monitoring budget expenditure
- Support coordination of feedback on project outputs, including training materials, ensuring that all inputs are noted and addressed
50% time – Support UNICEF and partners to strengthen equitable partnerships with local and national OPDs, as part of a broader localization agenda:
- Work closely with UNICEF Partnerships colleagues in NYHQ to identify feasible modalities for COs to partner with OPDs
- Work with the Disability Section in NYHQ and with regional offices to document good practices in partnership with OPDs in humanitarian contexts
- Develop and deliver capacity building for UNICEF staff and partners on building equitable partnerships with OPDs in humanitarian action
Work closely with EMOPS colleagues in NYHQ to integrate a disability lens into UNICEF guidance, policy and training on localization

- 6 read-outs (max 1 page) to the PCG on progress against agreed workplan and any upcoming milestones, deliverables etc.
- Prepare project reports and other donor requirements for the DRG project
- 1 progress report + 1 final report
- Provide support to the effective functioning of the Project Coordination Group of the DRG project
- 6 PCG meetings agendas and notes
- Provide close support to partnership arrangements for the DRG project
- Closure of 2 partnership agreements
- Guidance to OPDs on engaging with UNICEF-led clusters
- 2-3- page tip sheet for OPDs on engaging in cluster coordination
- Capacity building of UNICEF and partners on engagement with OPDs
- 3 webinars on strengthening partnership between UNICEF and OPDs in humanitarian contexts. PowerPoint and accompanying notes as training materials on disability inclusive preparedness, with a focus on OPD engagement.
- Identify modalities for partnership with OPDs, through consultation with NYHQ and RO colleagues
- Internal technical guidance note for UNICEF ROs and COs
- Document good practices in OPDs partnerships
- A learning brief on partnerships between UNICEF and local/ national OPDs
Qualifications
1) Education
- Advanced degree in Project Management, Humanitarian Assistance, International Development, Disability Studies, Social Science, or related fields
- Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
2) Work experience
- A minimum of five (5) years of progressively professional experience in supporting project management and implementation in international organizations
- Understanding of and commitment to the rights of persons with disabilities is a requirement
- Strong organization and writing skills are essential
- Experience engaging with national and local organizations, especially with organizations of persons with disabilities, in humanitarian action is a strong asset
- Experience with multi-partner projects is highly desirable
- Familiarity with humanitarian action systems and processes is an asset
3) Competencies
- Strong skills in collaboration with diverse organizations and partners
- Excellent communication and writing skills
- Very good organization and time management, including ability to manage competing demands
Requirements:
- Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
- Financial proposal that will include:
- Cost per deliverable or lumpsum for the whole deliverables as indicated in the terms of reference
- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
