  3. Nature of the consultancy: Professional services for the review, validation and socialization of the national reintegration strategic plan.
  4. Project Context and Scope:

The United Nations Migration Agency (IOM), created in 1951, is the leading intergovernmental organization in the field of migration and works closely with government partners, intergovernmental and non-governmental. IOM’s work is to ensure orderly and humane management of migration; promote international cooperation on migration issues; help find practical solutions to migration problems; and offer humanitarian assistance to migrants in need, be they refugees, displaced or unraveled people. In 1983, IOM began operations in El Salvador and since then has worked closely with the government of El Salvador implementing socioeconomic development programs in the country.

Furthermore, one of IOM’s fundamental actions is to contribute to creating the conditions for the sustainable reintegration of returned migrants. The organization believes that reintegration is sustainable, when returnees have reached a level of economic self-sufficiency, social stability within their community and psychosocial well-being that allows them to face the factors that incite them to migrate irregularly.

This process began with consultation with different civil society organizations, United Nations agencies and government institutions that are currently working on actions related to the reintegration issue, with different populations (women, childhood, adolescence, adults and older adults, among other vulnerable groups), and with all the information collected, an initial document of the National Strategic Reintegration Plan was made.

In this sense, the Trinational Response project for a Dignified, Peaceful and Inclusive Mobility in the North of Central America, financed by the United Nations Peacebuilding Fund and the Comprehensive Responses on Migration in Central America (IRM) program, funded by the United States Agency for International Development (USAID), in collaboration with the Vice Ministry of Diaspora and Human Mobility of the Ministry of Foreign Affairs, They will implement an articulated process for the review, validation and socialization of the national reintegration strategic plan, including in this a peace and gender approach.

  2. Category B Consultants: Tangible and measurable outputs of the work assignment General objective:
    • Strengthen the national reintegration strategic plan with the integration of the integrated approach to sustainable reintegration, the peace and gender approach, including its validation and socialization.

Specific objectives:

  • Include in the national reintegration strategic plan, the approach of sustainable reintegration and peace and gender.
  • Define the methodology for the validation of the national strategic reintegration plan with government counterparts, international agencies, and civil society organizations working on the issue of return migration.
  • Create and implement a socialization plan, the national reintegration strategic plan with the partners involved and with key institutions.

The products delivered are expected to be as follows:

Product one. Consulting work plan to develop, with a detailed schedule for the scope of the products and the methodology to be used for the validation process of the national reintegration strategic plan document with counterparts.

  • Validation methodology of the national reintegration plan document containing: general objective, specific objectives, methodology to be implemented, activity schedules.

First payment of 20% with the approval of IOM and the Ministry of Foreign Affairs. The delivery of product one will be during the first month after the consultancy has started.

Product two.

  • Document delivery of a national reintegration strategic plan containing the sustainable reintegration approach, the peace and gender approach.
  • Design and logistics organization of the validation workshops of the national strategic reintegration plan.
  • Development of in-depth consultations for the validation of the national reintegration plan with different State authorities, civil society organizations and United Nations agencies, in accordance with what the contracted person and IOM consider appropriate.
  • Development of validation workshops of the national strategic reintegration plan with different State authorities, civil society organizations and United Nations agencies.
  • Presentation of minutes or aids, memories, photographs and attendance lists of meetings and workshops held as annexes.

This product will be presented to IOM and Ministry of Foreign Affairs staff during the fourth month after starting the consultancy. When approved, 40% of the consultancy will be paid.

Product three.

Delivery of the document with the national strategic reintegration plan incorporating the observations made in the workshops and validation interviews. This product will be presented to IOM and personnel from the Ministry of Foreign Affairs in the fifth month of the consultancy. When approved, 20% of the consultancy will be paid.

Product four.

This product includes two components:

  1. Delivery of the final document of the strategic plan for national reintegration.
  2. Socialization workshops are held with key actors who will implement the strategic plan for national reintegration. Attendance lists, photographs and methodological letters will be received to support the process.

Payment of 20% against delivery of product four in eighth month, validated by IOM and the Ministry of Foreign Affairs.

  1. Performance indicators for the evaluation of results
    • Ensure that the deliverable is completed on time and as agreed with IOM.
    • Ensure that the findings, recommendations and actions to be addressed are closely aligned with IOM standards.
    • The consulting person must adhere to the Data Protection Principles of the International Organization for Migration (IOM) (IN / 138) and maintain confidentiality.
  2. Education, Experience and / or skills required
  • IOM is looking for a consultant with a presence in El Salvador, a professional from social areas, a graduate of careers such as Social Work, anthropology, psychology, or the social and humanitarian sciences is expected. Preferably with training or postgraduate studies on gender, LGTBIQA + people, human rights, peace and / or migration studies.
  • Methodologist with the capacity to design instruments and develop techniques to organize, systematize and validate information.
  • Minimum five years in research and systematizations on human rights issues related to migration, gender, childhood; on issues of non-discrimination, equality, rights of the LGTBI population, with implementation of qualitative methodology.
  • The experience of working with the LGTBIQA population + (protection services, political advocacy, education services, among others), research experience in human rights issues is essential.
  • I work with government institutions, United Nations Agencies and / or civil society organizations.
  • Experience in facilitation, training and workshops.

The selection of the consultant will be made with the evaluation of the technical and economic proposal presented to the IOM. Additionally, the consultant must present:

a) Portfolio documentation or description of experience and services and technical proposal

b) Economic proposal must include a detailed budget for time and activity, together with its unit cost and the total cost of the service.
