The United Nations Migration Agency ( IOM ), created in 1951, is the leading intergovernmental organization in the field of migration and works closely with government partners, intergovernmental and non-governmental. IOM’s work is to ensure orderly and humane management of migration; promote international cooperation on migration issues; help find practical solutions to migration problems; and offer humanitarian assistance to migrants in need, be they refugees, displaced or unattracted people. In 1983, IOM began operations in El Salvador and since then has worked closely with the government of El Salvador implementing socioeconomic development programs in the country.
The project: “ Tri-National Response for Dignified, Peaceful and Inclusive Mobility in Northern Central America ”, is financed by the United Nations Peacebuilding Fund, and strengthens the capacities of governments and civil society in the three countries of North Central America to improve addressing the challenges for peace present in the dynamics of human mobility in the subregion. This second phase of the project focuses on improving mechanisms in the territory for the protection, care and reintegration of people in mobility.
People in mobility who are in transit through the Central American region face different risks to their physical integrity as they are prone to situations of violence, kidnappings, human trafficking in all its forms, sexual exploitation and violence, among others. Unaccompanied women, children and adolescents, and LGBTIQ + people may be in a more vulnerable condition in these situations.

That is why the project seeks to continue and strengthen different coordination actions to support work in care services, protection of people in mobility, with different government institutions, in the case of the Ministry of Foreign Affairs of El Salvador (MRREE), who provide direct care to returnees or people at risk to migrate irregularly, through thirteen Ventanillas of Comprehensive Care for People in Mobility being part of the (MRREE), These are found in the Directorate of Human Mobility and Attention to the Returned Person of the Vice Ministry of Diaspora and Human Mobility. Las Ventanillas articulate efforts with institutions, municipalities and organizations to provide comprehensive care and reintegration of the Salvadoran population that returns to the country,through programs for the prevention of irregular migration, and care for people in mobility.

The Comprehensive Care Windows for people in Mobility are distributed in different territories nationwide, in the departments of Santa Ana, San Salvador, La Libertad, Chalatenango, Usulután, San Miguel, Morazán and La Unión. During 2023, IOM made a diagnosis of the operation of the Comprehensive Care Windows, Among the findings, strategic objectives and actions aimed at strengthening the capacities of the technical teams were identified, therefore, this consultancy is expected to focus on the elaboration of a work plan and development of a training plan.
In addition, it is expected to train other institutions of the government of El Salvador who in their work provide attention and respond to people in situations of mobility, It also seeks to strengthen Civil Society Organizations, which work to promote care for various populations on reintegration issues in different communities, which develop participation projects, conflict prevention and migrants in vulnerable conditions. Some of the issues to be strengthened are related to the approach of peacebuilding, gender, protection and reintegration. Therefore, the contracted person must make a work and training plan for all prioritized institutions and Society Organizations.

3. Category consultants “ A ”: Tasks to be performed under this contract

•Coordinate with IOM focal points, the Ministry of Foreign Affairs, other Government Institutions and Civil Society Organizations for the definition of the work schedule, preparation of the work plan and training plan, as well as the training sessions.

•Responsible for administrative processes to carry out consulting activities.

•Plan and lead working meetings with partners and / or the IOM team.

•Plan and coordinate review, validation and socialization workshops.

•Prepare a Training Plan for the Comprehensive Windows for Attention to People in Mobility, personnel from government institutions and Civil Society Organizations that serve people in mobility.

•Lead operational processes for the fulfillment of its activities.

•Prepare meeting minutes of the agreements established in the work meetings.

•Prepare session plans, didactic letters, PPT or other didactic material that is required for the training sessions.

•Facilitate training sessions with the technical teams of the Ventanillas Integrales, with other government institutions and Civil Society Organizations.

•Prepare a monthly report containing a record of activities carried out, number of people reached, disaggregated by sex and institutions, photographic record of the actions implemented and other means of verification.

•Attend the office in person at least 16 hours per week (2 days), which will be agreed with the coordinator and the focal point of the project at IOM.

•And other supports that the framework of its functions are requested according to its capacity and experience.

•IOM will assume workshop and material expenses to carry out training with Ventanillas Integrales, CSOs and with different government institutions.

Performance indicators for evaluating results
•Updated and approved the documents described above.
•Preparation of the work plan of the Ventanillas Integrales, with government institutions and Civil Society Organizations and the training plan and didactic material used.
•Design and preparation of methodological letters
•Training carried out.
•Delivery of progress reports.

4.
Experience or required skills
•Professional in social sciences or related careers such as political sciences, international relations, legal sciences, communications.
•Knowledge in the preparation of work and training plans.
•Experience in training processes with the Government and Civil Society Organizations-
•Knowledge on migration issues and approaches to peace, social cohesion, human rights, PEAS, equity, masculinities, prevention of gender-based violence, disability.
•At least 2 years of experience in facilitation or training
•At least 1 year of professional experience in facilitating knowledge processes aimed at government institutions.
•At least 1 year of experience in facilitating workshops on migration, gender violence, human rights, human trafficking, among others.
•Proven studies on migration, human trafficking, gender will be an advantage.
•Good management of data processing programs: Excel, Word, Power Point, as well as other programs in the Office package or other systems.
•It will be considered an advantage if you have a vehicle and a valid driver’s license.
Languages
•Excellent command of the Spanish language, both oral and written.

•Basic knowledge of the English language will be considered an advantage.

If necessary, work trips must be made within the country.

Other requirements
•The consulting person will acquire their own insurance policy to support medical expenses and / or personal accidents that cover these eventualities for the duration of the consultancy. OIM does not assume responsibility for any accident that it may suffer, since the consulting contract does not imply an employer relationship of any kind.
•The consulting person must have a vaccination certificate against COVID 19, with the 3 corresponding doses.

The offer must contain
•A note with an expression of interest, explaining in detail information on: professional experience, academic training, knowledge and skills acquired relevant to consulting development (no more than two pages).
•Sheet of Life (no more than two pages) of the applicant.
•Detailed table of consultancy works carried out in the last 5 years (especially with government institutions) and on systematization processes, preparation of documents and training / socialization processes. This must include the name of the company / institution, name of the consultancy, date of implementation of this, duration, role of the applying consultant and objectives / goals achieved)
•At least 3 recommendations for work similar to that requested or for consulting processes carried out by the applicant.
•A technical proposal of the training and methodological plan for the performance of the assigned tasks.
•An economic proposal for the development of tasks within the framework of consultancies (values expressed in USD and without VAT).
