BACKGROUND

Line 102 is a service of attention specialized in listening, containment and orientation for the promotion, protection and dissemination of the rights of children and adolescents. It is a federal, identifiable and visible device of the Comprehensive Protection System that promotes and sensitizes the rights of childhoods and adolescents.

In situations of violation of rights, the local body for the application of Law 26,061 at the provincial level is given intervention to seek restitution. That is why Lines 102 are integrated into the organic structures of childhood areas, to streamline inter-institutional interventions and comprehensive care and protection for the girl child, the child or adolescent. This operating decision, in the specific areas, facilitates the restitution in the shortest possible time and with the least impact for those who suffer from it and their environment. From practice, it contributes to giving visibility and helps the referral or intervention processes to be streamlined and articulated work promotion strategies are generated.

It is a free and confidential telecommunications service, which can be accessed by – from mobile or landline telephony – children and adolescents if they need advice, speak to a person who can listen to them or appeal in a crisis or threat of violation of their rights. It is also available to anyone who wants to consult for issues that could affect children or teens.

In order to strengthen comprehensive protection, Line 102 constitutes an articulating space between childhoods and adolescents and the existing resources to provide care, guidance and containment; and to promote the strengthening of community networks, thus having the possibility of acting from a comprehensive approach, from a preventive and promotional perspective.

Likewise, Line 102 is a tool that provides a space for participation for boys, girls and adolescents to express their experiences, receive guidance and request support and information in situations that involve the violation of your rights. The promotion of the right to be heard and to have their opinions taken into account according to their degree of maturity and development is part of the principles that guide the interventions produced from communications with the Line.

Challenges. Although important steps have been taken to guarantee the existence of the service in the 24 jurisdictions of the country, there are still degrees of heterogeneity in terms of its implementation according to the guiding principles and the specialization of the personnel. On the other hand, progress is being made in the generation of call and consultation records, which allows us to recognize that the main consultants continue to be adults ( in the period October 2020 to September 2021, only 1% of the consultations were made by girls, boys or adolescents ).

As an essential service for children and adolescents, it is important that each Line 102 operates under minimum norms and standards and that they generate an impact on the target population and the population in general. The focus will be on evaluating the knowledge and opinions of Line 102 in the target populations and the survey of the ways in which the service is implemented in each province.

OBJECTIVES, FUNCTIONS AND RESPONSIBILITIES

The contracting is aimed at supporting the consolidation and quality evaluation of the services provided by Lines 102 in all jurisdictions of the country, with a focus on the perception of the service by girls, boys and adolescents, for the purposes of identifying and analyzing strengths, weaknesses and challenges presented by the devices.

The generation of inputs for making improvement decisions is expected, as well as proposals for technological innovation that are required in order to advance communication with girls, boys and adolescents.

Specific objectives:

  •  Carry out an update of information on the operating characteristics of the 24 Lines 102 and its analysis based on the principles that should guide the interventions.
  •  Reconstruct the route that lawsuits take when it comes to situations of violation of rights ( post-call critical route ).
  •  Accompany the consultation of girls, boys and adolescents that will be carried out by a civil society organization.
  •  Propose a technological innovation -based on NNA proposals- to be implemented as a pilot test in a province to be determined.

DURATION and SCOPE

The consultancy is initially planned for a period of 8 months, with an expected start on October 1, 2023. Field work will be carried out in the 24 Argentine jurisdictions.

You must also be immediately available and maintain permanent communication with UNICEF Argentina. The consultant must have his / her own workspace and the necessary resources to fully fulfill his / her duties. By virtue of the activities described, availability is required to travel under his / her responsibility to the provinces where related activities are generated.

POSTULATION

The offeror must send:

  • Abbreviated CV with focus on the background related to the evaluation criteria
  • Technical proposal that contains the work methodology to meet the expected objectives and products. The technical proposal must include the following sections: -an introduction to the topic and knowledge of Line 102; -a methodological proposal to carry out the survey. This proposal can combine remote and in-person strategies, for certain provinces. This selection must be well justified. -a work schedule that describes activities and achievement of objectives / realization of products
  •  Economic proposal

Important Clarifications:

The economic proposal must be in Argentine pesos (ARS ). By default, the application form includes a daily and total fee request in USD in which you must indicate “1” and it will not be valid in the evaluation. The value that will be taken into account is the one you present as an attachment in your financial proposal.

The system does not allow attacking excel files ( .xlsx ) so the economic proposal must be in a word or PDF file.

Payment of professional fees will be based on the presentation of the agreed deliverables. UNICEF reserves the right to withhold payment in the event that the deliverables submitted do not meet the required standard or in the event of delays in delivery of the deliverables by the consultant.

The conditions of service will be governed by your contract and the General Conditions of Contract for Consultant Services. Consultants are responsible for determining their tax obligations and paying any taxes and / or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible for ensuring the health insurance necessary to perform the duties of the contract is valid throughout the contract period.

Selected candidates are subject to confirmation of full SARS-CoV-2 ( Covid-19 ) vaccination status with a World Health Organization ( WHO ) -endorsed vaccine, which must be met prior to assuming assignment.

The selected candidate is solely responsible to ensure that the visa ( applicable ) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
