Compliance manager

GENERAL OBJECTIVES:

Under the supervision of the Country Director/Deputy Country Director and in close collaboration with the Finance Department, the main objective of the Compliance Manager is to ensure that AAH’s projects in oPT are implemented in compliance with AAH internal rules and different donors’ regulations. The Compliance Manager will lead the mapping of such rules and will ensure dissemination and compliance by AAH and partners’ staff. The position liaises strongly with the Finance department, Technical Coordinators and Managers and HQ Compliance.

KEY ACTIVITIES

Objective 1: Ensure compliance with Action against Hunger and donor procedures and regulations.

  • Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures.
  • Ensure that upon the submission of new funding proposals, required waivers, derogations and adjustments are made on time and in view of new grants signature.
  • Raise awareness on the importance of complying with regulations and procedures and disseminate a culture of compliance in the mission.
  • Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions.
  • Take an active role in projects Kick-off meetings and present a summary of donor guidelines related to each project. Brief different departments respectively.
  • Review correct implementation of HR, LOG, FIN, TEC procedures throughout the implementation of projects.
  • Answer any question of the Program, HR, Log or Finance on compliance and make the necessary research in coordination with HQ and the network.
  • Ensure strong cooperation with IDRUs and maintain fluid exchange of information on new donors’ rules and regulations.

Objective 2: Manage and follow up external and internal audits.

  • Lead the audit process from contact with the audit firm or HQ department till receiving the final audit report.
  • Ensure that the Finance department has prepared timely all the supporting documents as per the request of external and internal auditors.
  • Organize the external auditors work on site (in AAH offices)
  • Support other departments by sharing and discussing internal compliance data and auditors’ findings and recommendations to improve the internal control.
  • Follow up and ensure that audits´ and spot-checks findings, as well as any donor’s recommendations are addressed to avoid compliance risks.
  • Upon completion of audits, ensure that lessons learned are capitalized and disseminated internally.
  • Ensure that complete, accurate, and timely audit information is reported to higher Mission Management and HQ compliance department.

Objective 3: Strengthen internal control mechanisms.

  • Map different donors´ rules on specific compliance aspects (eg. COTER) and follow up on their implementation.
  • Conduct regular informative sessions on compliance and internal control mechanisms to SMT members.
  • In collaboration with the Finance department, conduct regular and ad hoc transactions checks.
  • Verify that all relevant donor compliance documentation is uploaded correctly to AAH platforms (GESPRA), including any relevant communications.

Objective 4: Follow up with the local partners reporting and compliance

  • Lead partner’s due diligence process, in collaboration with relevant mission and HQ departments.
  • Ensure partners are well informed about donor and AAH regulations at the beginning of the project, as well as about reporting timeline.
  • Provide feedback and recommendations on missing or incorrect documents to the local partners.
  • Follow up related audit findings and recommendations with the local partners and related departments in the mission and ensure corrective action is taken timely.

Objective 5: Capacity building

  • Develop strategies and actionable plans to build the capacity of key AAH staff in compliance.
  • Ensure retention of knowledge and ability to apply learned concepts in practice.
  • Train key AAH and partners’ staff in AAH and donor regulations and processes to ensure independent and accurate compliance with internal and donor rules.
  • Support capacity building of mission staff in AAH digital archiving policy and in collaboration with Technical Coordinators and Program Managers ensure that archiving is completed correctly.

CANDIDATE DESCRIPTION:

  • University Graduate preferably in the area of Audit and Finance or any related field.
  • Good Knowledge of donor rules and regulations (ECHO, BHA, GAC, UN, AECID, CDCS); knowledge of internal audit methodologies, Reporting skills;
  • At least 3 years of professional experience in a similar role within a comparable setting. Experience from both private and INGO sectors is an advantage.
  • Knowledge of oPt context is highly desirable.
  • General humanitarian principles
  • Experience working with grants and providing compliance support to program and operations teams for a wide range of institutional donors.
  • Experience developing and delivering trainings on grants and compliance subjects is considered an asset.
  • Previous experience with Action Against Hunger Missions is an advantage.
  • Fluent English is required. Knowledge of Arabic is an advantage.
  • Knowledge of Microsoft Office
  • Based in Jerusalem with travels to the mission Base Offices.
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

REMUNERATION PACKAGE

We offer immediate Incorporation into a multicultural, professional and innovative organization with the possibility of participating in projects with high social impact.

  • Contract Length: 8 months with possibility of extension
  • Based: in Jerusalem, with possible travel to field offices.
  • A compensation package estimated at 60,476 EUR gross/year consisting:
  • Salary: 40676 € gross/year divided in 12 payments.
  • Benefits package * estimated at 15,000 euros / year paid directly by the organization that includes:
  • Life, accident, health and repatriation insurance for the expatriate.

  • Housing or similar accommodation.
  • Help with transfer or change of mission (depending on the duration of the contract).
  • Breaks: Displacements to the reference area, Per Diem of the break of 215 euros and travel allowance of 400 USD covered by the organization (depending on the number / year of breaks determined by the mission).
  • Refund of all costs related to departure on assignment: (visas, vaccinations,)
  • 25 days of paid vacation per year.
