Position objective

The community health funding specialist will be responsible for supporting and supporting the increase in investment levels by governments, including, donors and non-state actors in the community health sector in Burkina Faso. He or she will be responsible for supporting and accompanying the planning, « the development and implementation of a health financing and resource mobilization strategy » to accompany the promotion of strong and resilient community health in Burkina Faso with the support for’an approach to economic, social and cultural rights.

Main responsibilities/tasks/tasks :

This will involve :

  • Coordinate and guide the implementation of community health investments in Burkina Faso by the government and technical and financial partners to maximize impact and sustainability,
  • Monitor and inform stakeholders on the status of implementation of community health investments in Burkina Faso, including identifying gaps and opportunities, serving as a reference for information, and, the context and data at national level related to ASBC funding.
  • Support the’ development of a funding and resource mobilization plan for community health in order to guarantee the’evability and sustainability, and,
  • Supervise consultants responsible for carrying out cost analyses and preparing investment dossiers in the field of community health.
  • Annual review of community health investments against the national community health strategy by all stakeholders, including,
  • Assist in identifying advocacy initiatives to mobilize or release resources for community health and foster collaborative partnerships.
  • Work closely with the main departments of the « Living Heritage » program to facilitate the flow of relevant information on resource mobilization opportunities.
  • Participate in regular meetings with peers from Living Goods Kenya (LGK) and Living Goods Burkina Faso (LGBF) to encourage learning, sharing and exchange of experiences.
  • Support the Ministry of Health in organizing events and activities to mobilize resources for community health
  • Assist the Ministry of Health in engaging and facilitating the coordination of relevant stakeholders, including support for the coordination of CSA technical working groups for ASBCs.
  • Support the Ministry of Health in the establishment of a regulatory and legal framework for the effective institutionalization of the mobilization and monitoring of community health resources.
  • To support the mapping of stakeholders and potential funding niches for community health
  • Produce appropriate data collection tools and training materials for the Ministry of Health and civil society actors to mobilize and monitor resources dedicated to community health.
  • Provide technical support and strengthen the capacity of Ministry of Health teams to mobilize and control resources, including, in order to facilitate the transition and full positioning of the Ministry of Health in this area.
  • Monitor and report on the progress and impact of BIRCH 2 and SI, as well as community health investments, funding and resource mobilization, including reports required for major donors.
  • Document best practices and challenges during the implementation of BIRCH 2 and SI, and support the generation of knowledge related to community health.

Qualifications and experience required

Education and training :

  • Bachelor’s degree in economics, health economics, public health, health management, social sciences and development studies, political science, public finance management.
  • Experience in health economics and public policy : Proven expertise in economic analysis, health economics, public policy, public sector financing or public health.

Skills and abilities :

  • Strong analytical skills to assess community health funding needs, forecast budgets, and analyze financial data.
  • Experience in programming community health workers, knowledge of normative guidance on ASBCs, understanding of current policy status, and, strategies and support systems for ASBCs at national level. Ability to work as a team and collaborate with other health sector stakeholders to develop sustainable financial plans.
  • Ability to effectively manage budgets and identify alternative sources of funding.
  • Skills in negotiation to secure additional financial resources and to advocate for community health priorities.
  • Knowledge and practical experience of the technical components of health financing, including cost and cost-effectiveness analysis, resource mobilization, strategic procurement, national health accounts exercises and resource mapping.
  • Proven experience working with major donors, with a solid understanding of funding cycles and expertise in’ proposal development.
  • Experience in managing effective meetings and communications between a variety of project teams and stakeholders
  • Proficiency in quantitative cost modelling, quantitative analysis, including the use of standard costing tools, and costing exercises.
  • Proficiency in data collection and analysis, information production and information communication to inform decision making and generate consensus with key stakeholders.
  • Proven experience in capacity building and technical assistance.

Academic qualifications and experience

  • More than five years of experience at increasingly high levels of responsibility in relevant areas such as health financing, health economics, financial management, and, health systems, management consulting or health policy, whether in the public or private sector.
  • Specific experience in community health funding, particularly in managing funds for primary health care, disease prevention or health promotion programs.
  • Speak and write fluent English
  • Experience working in international contexts or in developing countries would be an asset.
