Job Description

BACKGROUND

One of the key benchmarks of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) signed in 2018 is the conduct of elections. These will be South Sudan’s first elections as a sovereign state. The Government of South Sudan has formally requested the United Nations to provide electoral assistance recognizing the need to begin planning and preparations for the elections, including establishing the legal framework, reconstitution of the National Elections Commission (NEC), and working with political parties, civil society and the media in raising public awareness and creating conditions for inclusive participation of citizens.

UN electoral assistance in South Sudan is led by the United Nations Mission in South Sudan (UNMISS) in collaboration with UNDP and other UN agencies. An integrated electoral assistance team has been established within which UNDP has set up the South Sudan Electoral Support Project. The Project seeks to strengthen national institutions, platforms and processes for credible, transparent, peaceful and inclusive electoral processes with the following outcomes:

  •  Establishment of an enabling legal framework for free, fair and inclusive elections supported
  •  Strengthened institutional capacities for professional, transparent and accountable election management
  •  Inclusive participation fostered through enhanced rights and access to information
  •  Enhanced environment for maintaining security and mitigating violence during elections
  •  Strengthened effectiveness in planning and implementing electoral processes for all citizens

The Project will provide support to several institutions including the reconstituted National Elections Commission (NEC) and Political Parties Council (PPC) and work closely with relevant Ministries, UNMISS, UN agencies and Civil Society Organizations including women, youth and persons with disability organizations among others.

The UNDP Chief Technical Advisor (CTA) leads the Project and acts as Deputy of the UN integrated electoral assistance team. Against this background, UNDP is recruiting a Civic Engagement and Inclusion Specialist (P3). S/he will report directly to the UNDP Chief Technical Advisor and also substantively to the UNMISS Voter Education Advisor.

DUTIES & RESPONSIBILITIES

The Civic Engagement and Inclusion Specialist will implement civic/voter education and civic engagement and inclusion programs in support of the elections.

Summary of key functions:

  •  Implements civic engagement and inclusion programs in line with the agreed workplan
  •  Implements civic and voter education programs in line with the agreed workplan
  •  Develops and maintains collaborative working relationships
  •  Ensures facilitation of knowledge building and knowledge sharing

Implements civic engagement and inclusion programs in line with agreed workplan:

  •  Develop and implement strategies to support CSO networks and civic groups to strengthen their collective role in electoral processes.
  •  Design, plan and implement civic engagement and inclusion activities in close collaboration with other team members.
  •  Develop and oversee a small-grants mechanism for civil society organizations and other groups.
  •  Prepare and conduct training for grantees when required.
  •  Facilitate co-ordination and information-sharing amongst partners and other implementers, building synergies where appropriate.
  •  Support the monitoring of activities in the field.
  •  Provide reports on activities to feed into the team’s progress updates, donor updates and newsletters.

Implements civic and voter education programs in line with agreed workplan:

  •  Undertake an assessment that informs development of a strategy for inclusive civic and voter education.
  •  Provide technical support to the NEC and others on the planning and delivery of inclusive civic and voter education campaigns.
  •  Support the design and delivery of civic and voter education campaigns taking into consideration different target audiences utilizing a range of different mediums such as print, face to face, audio-visual, radio and TV, the Internet and social media.
  •  Conduct civic and voter education information sessions/workshops and training as required.
  •  Facilitate co-ordination and information-sharing amongst partners and other implementers, building synergies where appropriate.
  •  Supervise the work of sub-contractors engaged to produce civic and voter education content and programs including graphic designers and private companies.
  •  Work closely with team members to prepare specifications for procurement/contracting, participate in evaluations and obtain the necessary approvals.
  •  Provide reports on activities to feed into the team’s progress updates, donor updates and newsletters.

  •  Review evaluations of activities and feed back to the team for continued improvement.

QUALIFICATIONS

Education

  •  Master’s Degree or equivalent in Communications, Education, Political Science, International Relations, Public Administration, or related field.

Experience, Knowledge, and Skills

  •  Minimum 5 years of experience in communications, public outreach and/or civic engagement.
  •  Experience in the development and delivery of civic and voter education and/or public outreach programs required.
  •  Experience in developing outreach programs utilizing print, face-to-face, audio-visual and social media required.
  •  Experience working with civil society organizations on outreach required.
  •  Experience in the usage of computers and Microsoft Office software package (Excel, PowerPoint, Word)
  •  Experience working in electoral administration or electoral assistance is an advantage.
  •  Experience with small-grants mechanisms is an advantage.
  •  Experience working in conflict, post-conflict, or transitional state environments is an advantage.

Language

  •  Fluency in oral and written English language.
  •  A second UN language is an added advantage.
