The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the Procurement Unit, within Central Service at the United Nations Global Service Centre (UNGSC) in Brindisi, Italy. The incumbent will report to the Chief Central Service.

Responsibilities

Within delegated authority, the Chief of Unit, Procurement will be responsible for the following duties: • Plans, develops and manages the procurement activities of mission involving multi-million dollar expenditures for procurement of a broad range of commodities and services. • Advises the senior officials; provides technical and policy advice on all aspects of procurement; develops and disseminates best practices. • Leads and directs a procurement work team. • Plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs. • Analyzes unusually complex and/or critical procurement proposals of financial or operational impact; determines appropriate strategy/approach to best serve institutional interests, and ensures implementation, including the authorization of exceptions to established rules, practices and procedures, as necessary, following consultation with specialist procurement expert. • Directs, manages and conducts planning, solicitation, negotiation, and, if necessary, termination of contractual and procurement action. • Approves up to authorized limit within delegated authority, or, in cases where the amount exceeds the authorized limit, recommends approval of procurement contracts/purchase orders through submissions to the Contracts Committee for review and subsequent approval by the authorized official. • Develops proposals on revisions to procurement policies and procedures. • Develops and recommends strategy for the effective implementation of procurement policies and reforms. • Represents the organization in key meetings with senior officials internally and government officials, and in negotiations with senior executives of various commercial organizations for the purpose of concluding major contracts. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Provides direction and guidance to more junior staff.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, commerce, engineering, law or a related field is required. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of an advanced degree.

Job – Specific Qualification

Professional certification in supply chain such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or equivalent is required. Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 Foundation Project Management certification or Practitioner level) or equivalent is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven years of progressively responsible and professional experience in procurement, contract management, administration or related area is required. Experience in global procurement and support is desirable. Experience in centralized global procurement exercises on behalf of field entities or multiple global entities/clients is desirable. Experience in procurement in/for field missions or similar multi-lateral or non-governmental organization is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
