Organisational Setting and ReportingThis position is located in the Development Data and Outreach Branch (DDOB) of the Statistics Division (SD) in the Department of Economic and Social Affairs (DESA). The Chief leads the Division’s work programme on data for the implementation of the 2030 Agenda for Sustainable Development, including the methodological development of indicators, the research and consultations on application of new data sources and integration approaches for sustainable development data, and the integration of data and statistics with geospatial information. The incumbent reports to the Director. The Division compiles and disseminate global statistical information, develop standards and norms for statistical activities, and support countries’ efforts to strengthen their national statistical systems. Responsibilities

Under the direct supervision of the Director and within delegated authority, the Chief will be responsible for the following duties: – Formulates and implements the substantive work programme of the Branch. Oversees the management of activities undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and co-ordinates work on development data both within the Division and Department, and with other relevant organizations of the United Nations System and beyond, as appropriate. – Leads, supervises and carries out the work programme of the Branch under his/her responsibility. Co-ordinates the work carried out by different work units in the Branch, in the area of data for sustainable development and its dissemination, exchange and communication. – Provides leadership for technical cooperation activities of the Branch related to the improvement of development data at the national level and to support member states in strengthening their data and statistical systems to meet the data demands for sustainable development. – Co-ordinates and oversees the preparation of manuals, handbooks and technical reports in the area of development data and reports for presentation to the Statistical Commission and other policy-making organs, as appropriate. – Ensures that the outputs produced by the Branch maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. – Assists the Director in preparing the work programme of the Branch and the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. – Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. – Recruits staff, taking due account of geographical balance. – Manages, guides, develops and trains staff under his/her supervision. – Fosters teamwork and communication among staff in the Branch and across organizational boundaries. – Leads and supervises the organization of meetings, seminars, and global conferences such as the bi-annual UN World Data Forum. – Manages the substantive preparation and organization of such meetings, seminars and conferences. – Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. – Represents the Division at international, regional or national meetings.

EducationAdvanced university degree (Master’s degree or equivalent degree) in statistics, demography, data science or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work ExperienceA minimum of fifteen years of progressively responsible experience in the field of development data and in data and statistical compilation and dissemination or related fields is required. At least ten years of experience with development indicators, data sources and reporting processes is required. At least ten years of experience with complex analytical and statistical reports on development issues is required. Experience in policies, procedures and operations at the global/international level is desirable. Experience in information and data systems is desirable. Experience in leading and managing a diverse team is required.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
