Chief of Party, Selaras At DAI Global


DAI seeks a Chief of Party (COP) to lead the USAID-funded Sustainable Municipal Solid Waste Management and Partnership (Selaras) activity, providing overall strategic direction, managerial and technical oversight of Selaras to ensure the program meets its performance targets in a timely and compliant manner. This a long-term position based in Jakarta, Indonesia.

Background

The five-year, USAID Selaras activity will address the limiting conditions for better solid waste management services in areas where USG investments can significantly reduce ocean plastic pollution while also partnering with private sector enterprises to scale interventions. Achieving this mutual goal will require a diverse approach to:

1) strengthen solid waste sector governance and financing,

2) improve and expand solid waste management services,

3) strengthen local markets and businesses,

4) improve social behaviors and practices, and

5) improve systems for tracking and reducing methane emission.

USAID Selaras will work at national, provincial, and local levels of government. Partnering with key institutions and stakeholders, the activity will provide timely, relevant, and foundational support to enable the GOI to make progress towards its development objectives of having 100 percent of solid waste managed by 2024 and reduction of marine plastic pollution by 70 percent by 2025.

Purpose:

The Chief of Party will provide the overall strategic direction, managerial, and technical leadership to ensure the achievement of the Performance Work Statement to ensure project success. Oversee all decisions on activities, partnerships, staffing, finances, and donor relations. Coordinate with DAI home office. Serve as primary liaison to USAID, Government of Indonesia (GOI) counterparts, donors, and other SELARAS stakeholders. Report to DAI home office Project Team Director.

Responsibilities:

  • The Chief of Party (COP) will provide overall strategic direction, managerial, and technical leadership to ensure the achievement of the Selaras Performance Work Statement to ensure project success.
  • S/He will oversee all decisions on activities, partnerships, staffing, finances, and donor relations.
  • S/He will develop and oversee implementation of work plans for project activities.
  • S/He will coordinate program activities with other donors, and create positive relationships with other projects and COPs/Project Directors, cooperating country officials, communities in which the project works and between the project and home office;
  • Through USAID, S/He will actively capture and share knowledge generated by the project with other donors, projects, and Government of Indonesia agencies;
  • S/He will serve as the primary liaison to USAID, the Government of Indonesia (GOI) counterparts, donors, and other SELARAS stakeholders.
  • S/He will ensure timely and accurate reporting and communication to USAID on all program areas and prepare and submit all technical deliverables to client.
  • S/He will present project findings, results, impacts, outcomes, lessons and successes in both written and oral presentations, as required;
  • S/He will report to the DAI home office Project Team Director.

Required Qualifications:

  • Master’s degree or higher in engineering, environmental science or policy, business, behavioral science, or other related fields.
  • Demonstrated progressive technical expertise in the municipal service delivery or urban planning, including significant experience in the solid waste sector, with substantial developing country context.
  • Demonstrated progressive experience in a management position in the international solid waste sector or other relevant development program context.
  • Demonstrated ability to work with a wide range of government, private sector, and civil society counterparts, multilateral development banks, other donors, other USG agencies, and UN partners.
  • Demonstrated ability to manage a project of this magnitude and complexity.

Preferred Qualifications:

  • 20 years of demonstrated technical expertise in solid waste management (SWM), with substantial developing country context.
  • 10 years of experience in a management position in SWM or other relevant development program context. Management experience with USAID programming strongly preferred.
  • Strong presentation skills; ability to synthesize management data in terms of activity progress and link with financial analysis.
  • 10 years of experience in Indonesia.
  • Strong working knowledge of USAID monitoring, evaluation, and learning (MEL), collaborating, learning, and adapting (CLA), and gender equality and social inclusion (GESI) approaches, priorities, reporting and implementation.
  • Indonesian language skills are strongly preferred.
