Chief of Party, Haiti At International Republican Institute

The International Republican Institute (IRI) is seeking a Chief of Party (COP) for its programming in Port-au-Prince, Haiti. The COP will be responsible for providing overall vision, leadership and guidance for IRI’s projects in country. The COP will serve as IRI’s main representative in Haiti and the project’s main point of contact for USAID/Haiti, Haitian government institutions, and local implementing partners. The COP will manage the project team and will be responsible for overall project management and technical operations and ensure that project tasks are completed on time and the project objectives are successfully met.

IRI designates Haiti to be an unaccompanied post and in-country presence is required for this position. This is a project leadership role based in Port-au-Prince, Haiti.

Position Requirements

  • Bachelor’s Degree in Political Science, Public Administration, or other relevant field, with minimum fifteen (15) years of experience managing development activities (USAID-funded preferred) particularly related to democracy and governance, including donor funded grants and contracts; or Master’s Degree and/or a Ph.D. in Political Science, Public Administration, or other relevant field , and twelve (12) years of experience managing development activities (USAID-funded preferred) particularly related to democracy and governance, including donor funded grants and contracts.
  • Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects for elections, civil society strengthening and inclusion.
  • Deep understanding of the political and economic situation in the region and of the current local context and history of Haiti.
  • Excellent interpersonal skills, including relationship and stakeholder management and conflict management, and the ability to lead and work on a multi-partner, multi-cultural team, especially working in consortium with other chiefs of party.
  • At least 5 years of experience with personnel management including experience providing performance feedback, coaching, and motivating team members.
  • Experience handling sensitive information and leading with discretion
  • Strong collaboration and coordination skills with experience resolving conflicts, building consensus, and maintaining productive team relationships.
  • Ability to establish strong working relationships with senior officials in government, local government, civic leaders, businesspeople, and international donors.
  • Previous experience desired living, working and managing in conflict and post zones.
  • Must have professional level English and French ability, both written and oral; fluency in Haitian Creole is desirable.

Primary Functions & Responsibilities

Serve as the program’s key liaison with project stakeholders, including USAID and consortium counterparts, partners in the public and private sectors, and within IRI

Program Implementation and Management

  • Provide overall program leadership, management and technical direction.
  • Manage and supervise the work of program field personnel, including staffing plans and decisions, recruitment, onboarding and performance management. Coach and mentor staff on activity planning, budget projections, financial reconciliations, report drafting and office management. Manage processes for field personnel contracting, annual performance reviews, among other human resource related tasks.
  • Manage and supervise the work of all subcontractors and subawardees, including designing scopes of work, participating in procurement process, training local partners on proposal and budget writing and compliance requirements, and overseeing implementation and progress toward milestones.
  • Ensure that all assistance is technically sound, appropriate for the country context, and compliant with local and U.S. laws and regulations.
  • Oversee work planning, performance management, donor and internal reporting, and strategic communications, in close collaboration with headquarters-based Program Manager.
  • Prepare and implement activities as described in the award and annual workplan.
  • Guarantee all IRI staff comply with security plan to safeguard IRI and consortium personnel, work, and assets.
  • Maintain understanding of political and security developments in Haiti to inform IRI and consortium programmatic, operational and security decisions.

Financial Management and Oversight

  • Ensure that all donor funds are used appropriately according to IRI and corresponding US regulations and host country laws.
  • Oversee program spending and budgets in close coordination with headquarters-based Program Manager.
  • Establish and safeguard institutional bank accounts in country and/or manage institutional funds in the field for program implementation, including following IRI and funder policies and procedures.

Strategy, Business Development and Capture

  • Lead the creation and implementation of a strategic, long-term IRI’s programmatic vision
  • Track opportunities and competitive landscape.
  • Lead on proposal design and business development and capture strategy in alignment with LAC Division priorities and strategies, in close collaboration with headquarters-based Program Manager.
  • Develop and maintain relationships with key funding agencies and partners in country.

Internal and External Collaboration and Coordination

  • Effectively advocate and negotiate for IRI and the Haiti program’s interests.
  • Build and maintain productive relationships of trust with a wide range of individuals within and without IRI, including operational department heads and staff, headquarters-based program staff, and consortium program and operations counterparts, US Embassy and USAID and other international non-government organizations.
  • Exercise good judgement and discernment regarding security matters as they relate to IRI staff and partners.
  • Effectively communicate, collaborate and share knowledge with key project partners, both internal and external.
  • Effectively represent IRI and consortium members as a whole to external parties.
  • Other duties as assigned.

IRI Total Compensation

The anticipated compensation range for this position is $101,729.00 to $162,767.00 USD

The salary for this position is determined based on a wide variety of factors including but not limited to an individual’s professional experience, qualifications, education and other business needs along with internal equity considerations. Employees are not typically hired at the top of the range for their role and compensation decisions are made based on the aforementioned considerations.

Education

Required

Bachelors or better in Political Science or related field.

Preferred

PHD or better in Political Science.
