WHAT WE DO …

SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to the vital needs of, drinking, eating, s’abriter. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’ sanitation and the promotion of’hygiene but also in that, essential, of, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…- intervene with professionalism and commitment in respect of cultures.

THE MISSION

The’ coordination team of the mission of Solidarity International (SI) in Chad and Cameroon is based in Yaounde. It consists of’a country director,’a coordination of programs (coordinator and SERA manager),’an administration, HR and finance department (coordinator, assistant, assistant),’a logistics department (coordinator, HR and finance, assistant and manager), d’une grant manager and a reporting and communication officer. SI Chad/Cameroon also has three field coordinators (CT). This notice of recruitment concerns the position of assistant to the programme coordinator, in order to strengthen coordination.

SI Chad/Cameroon is present in the Eastern Logone, Lake, Ouaddai and Sila regions of Chad, Cameroon’s Far North’ (EN), N’Djamena and Yaounde. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funding. It is currently carrying out projects of’sassistance d’urgence and reinforcement of the means of’existence and’access to’eau,’hygiene and sewerage. It incorporates a strong dimension of’autonomization and strengthening of civil society organizations and the resilience of the beneficiaries of its projects. In view of the needs identified, the mission is working to consolidate its positioning in the’Extreme-North of Cameroon and in the Lake, South and’est regions of Chad. In parallel, a watch is maintained on the two countries where humanitarian situations are multiple.

Bases and subbases 8 of which 6 operational, Makary, Maroua, Gore, Baga Sola, Adre and Goz Beida.

Number of international/national employees: 13.
Budget 2023: approximately 4.5 million’euros.

JOB DESCRIPTION

General objective :

The/the assistant program coordinator assists the program coordinator in the’ achievement of the objectives defined in the project proposals on all operational bases, and is the guarantor of the proper implementation of the operational strategy of the activities.

General objectives of the position :

• Participate in monitoring the quality of the programs implemented, through operational monitoring, reviewing tools for monitoring results and context and respecting defined national policies.
• Participate in improving the quality of internal and external reporting of projects / activities.
• Participate in coordination meetings and technical groups between ( NGO, UN, government, donors ) and, where appropriate, consortium meetings.
• Participate in the development of the IS programmatic strategy in Chad and Cameroon (analysis of the HUMANITARIAN ENVIRONMENT, conduct of targeted diagnostics and evaluations, capitalization on previous projects, etc, search for operational partnerships) and contribute to the drafting of project proposals for donors.

Main Challenges :

Ensure programmatic representation of the SI Chad/Cameroon mission in N’Djamena, increase participation and visibility in cluster meetings and technical working groups.
• participate in the technical strengthening of the mission, through the capitalization of information and support to project managers.
• To ensure accompanying visits by colleagues in charge of the activities in the six operational bases of the mission.

Priorities for the first 2/3 months :

Accompany the program coordinator in supporting project managers for better control of the project cycle and monitoring tools.
• 4 In N’Djamena, actively participate in coordination with other actors and partners, in the IS intervention sectors, mainly EHA and SAME ; project interventions in the continuum of the’emergency to development.

YOUR PROFILE

Training :

Master in International Development, project management, agronomy, EHA or equivalent

Technical experience and skills :

– Project management, ideally in SAME and/or EHA;

– Relationship, coordination and networking capabilities; and;

– Functional management, ability to federate.

Cross-cutting skills:

– Writing and writing, capitalization of data;

knowledge of cross-sectional protection;

– Autonomy and appetite for travel.

Languages : French spoken and written. Proficiency in English and/or Arabic is an asset.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An salaried position : According to experience, from EUR 2420 gross per month (2250 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 600.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

Single and comfortable room in the guest house, with electricity 24h/24 and 7/7.
Internet and telephone network available
Restaurants and international food available

The/the assistant program coordinator.e is based at N’Djamena where conditions are comfortable. The guest house is located in the same building as the office – solid building, secure, a little outdated-. This is’an apartment with hot water, air conditioning, Internet, electricity.
The city of N’Djamena offers leisure opportunities (sports halls, bars, restaurants, cultural institute, walk along the river) and the expatriate community is numerous.
One of the specificities of this assistant position is its remote location of the program coordinator, based in Yaounde. All of the members of the coordination are regularly moving to the different IS bases. It is expected from the/coordinator assistant programs.e that he/she moves frequently also.

Security constraints :

The context in IS intervention regions in Chad and Cameroon is characterized by the presence of organized armed groups, clashes with security forces, inter-communal conflicts and/or/or acts of predation. Humanitarian actors are not targeted by the attacks. For all movements in the field, in the localities of’ intervention, the checks secu must be precise and punctilious, the means of communication efficient.
• The town of N’Djamena is reputedly quiet in the’ ensemble. The political context, in transition, on the one hand, and urban crime in some neighborhoods, on the other hand, require to remain vigilant in displacement.
