Result of ServiceThis consultancy focuses mainly on the development of studies and activities aimed at sustainable mobility in Latin American Cities, in its component of taking advantage of the benefits and the economic and financial advantages generated by original or incremental investments in sustainable mobility ( Axes 1-2-3 ) within Phase II of the project “Inclusive, sustainable and intelligent cities within the framework of the 2030 Agenda for sustainable development in Latin America and the Caribbean “, of the ECLAC-BMZ / GIZ Program 2022-2024.

Duties andResponsibilities

This activity aims to: a ) Develop studies in three cities in the region ( potentially Bogotá, São Paulo and San José de Costa Rica ) on the subject of taking advantage of economic opportunities generated by public transport systems and their discussion with cases of Asian cities ( provided by IDOS ); b ) Participate in regional / interregional dialogue events with IDOS / GIZ; c ) Present and discuss study results; d ) Make public policy recommendations; and e ) Provide guidance to study support consultants in each selected city. The studies will be carried out in conjunction with support consultants in each selected city. The previous actions are aimed at developing Indicator R3.1 on Public Policy Recommendations on Institutionality,mechanisms and regulation aimed at taking advantage of the economic and financial advantages generated by original or incremental investments in sustainable mobility / electromobility. Studies should address aspects such as institutional conditions, existing mechanisms and regulatory framework for taking advantage of the economic and financial advantages generated by investments in sustainable mobility projects and the governance necessary for the management of co-benefits associated with mobility sustainable. The specific themes and priorities will be defined specifically for each city in agreement with the Supervisor of this contract. Depending on the objectives of each case, the studies may contain aspects such as: 1 ) Review of literature and institutional and public policy documents, 2 ) Methodology,3 ) Identification of mobility projects in a predefined period of time in agreement with the contract supervisor, 4 ) Mapping of institutional conditions, regulatory and management with specific emphasis on each city, 5 ) Existence and use of instruments for the use of co-benefits generated by investments in sustainable mobility projects, 6 ) Information gathering and analysis, 7 ) Preparation of individual report and 8 ) Public policy recommendations. Expected Products and Activities: o Work plan and initial index with activities and schedule to be developed or Development of 6 reports related to studies ( 2 reports per study ), consisting of the following contents: o 1 ) Partial report of the study containing elements such as: Literature Review; Methodology,Identification of mobility projects; Progress in institutional, regulatory mapping, management; Progress in Information gathering or 2 ) Final report of the study containing the complete development and reporting of results or Document completion/memorandum on Public Policy Recommendations based on the comparative analysis of studies oriented to the institutional framework, reduction of financial gaps and strengthening investment in sustainable mobility or Preparation of activities assigned to each support consultant by city; participation in the selection process; and,orientation of activities and deliveries or Carrying out activities through articulation and dialogue with IDOS/GIZ for the fulfillment of the objective of Comparative Discussion Latin America – Asia or Participation in activities in order to Dialogue with the IDOS / GIZ for the fulfillment of the objective of Comparative Discussion: Regional events/interregional

Qualifications / special skillsPreferably PhD studies in Public Administration or Government, necessary master’s degree in the area of urban planning, urban planning, transport engineering, public policy, urban development, law or related. Demonstrate at least seven ( 7 ) years of professional experience in issues related to urban planning, co-benefits associated with public investment decisions and / or urban planning; being two ( 2 ) years in issues related to mobility. Demonstrate experience in Brazil and Colombia. Specific experience with the preparation of academic and public policy documents and / or publications is required. Work experience is required in projects implemented by the United Nations system. Specific knowledge in one of the following areas: human settlements, urban planning, urban financing, law,sustainable development, land use, mobility, sustainable transport.

LanguagesFluent Spanish, English and Portuguese are required.
