For thirty years,’ONG International Acted has been working on the last kilometre of’action humanitariane to save lives. Acted currently supports 20 million people in 43 countries to meet their needs in hard-to-reach areas, and pursues a triple humanitarian, environmental and’acteur du development mandate. Acted Central african republic
Since 2013, the Central African Republic has faced regular episodes of violence due to clashes between many armed groups that pit communities against each other.
The Central African Republic currently oscillates between the needs of’urgency and development. Although some regions and some of the main cities, including Bangui, the capital, are now engaged in a stabilization process, new cycles of violence have forced many people to move: thus, more than one in five people was displaced or refugee in the Central African Republic at the end of 2017. These mass displacements have weakened the resilience of populations and generated very important needs in terms of’ access to essential services, such as’eau, sanitation,’education,’alimentation and health, as well as’in terms of’access to’employment. Besidesthe administrative and institutional capacities of the government to intervene or even establish a presence on the’ throughout the territory have been undermined by the many years of conflict and its repercussions.
Positioning /’Acted Strategy in the country
Since its establishment in the country in 2007, Acted has been one of the major players in support of the Central African population and is one of the most important NGOs in the country by its financial volume, its geographical coverage, and its central role in the humanitarian coordination system. The’organisation implements nearly 25 projects annually thanks to the work of’a team of nearly 400 people including more than 30 expatriates, spread over 12 bases covering the majority of the territory. Acted is one of the 10 NGOs elected to the Executive Committee of the’ body for coordinating international NGOs (CCO) and participates in this capacity in the’Equipe Humanitaire Pays.
The activities of’Acted in CAR cover the entire humanitarian spectrum, ranging from mobile’emergency interventions within the framework of Rapid Response Mechanism to ambitious development projects through economic recovery or’ support to civil society and governance. Despite a context of reduced funding, the’Acted mission in CAR is currently growing rapidly thanks to its ability to provide innovative and ambitious solutions to humanitarian needs and to the current crisis. In particular, the activities of’Acted RCA cover the following sectors:
- Support to communities through the construction of’infrastructures (markets, bridges, community spaces..).
- Vocational training for ex-combatants for reintegration
- Water and Sanitation support, following the’ approach « Wash and Nut » (consisting of coupling the’ nutritional support with WASH assistance : construction and rehabilitation of wells, rehabilitation of’ Nutritional Therapeutic Units, hygiene training, training of caregivers)
- Rapid emergency response programme (RRM) for shock support in Essential Household Articles (NFI), Water and Sanitation and Food Security
- Emergency education for displaced children
- Cross-border responses to population movements
- Support vulnerable populations through monetary approaches
- Reconstruction of housing to allow displaced persons to return to their original’ area
- Economic recovery and support for the private sector
- Reconstruction of’ road infrastructures (bridges and roads)
Main role and responsibilities
Le.a responsable finances pays est un membre clef de l’équipe de management pays. Il/elle sera responsable pour Acted de la gestion financière dans le pays sous l’autorité du directeur pays et du directeur administration et finances du siège. Le.la CFM s’assure qu’il est tenu compte de la législation nationale, et que les standards financiers d’Acted sont appliqués en termes de comptabilité, de systèmes de contrôle financier, de process de reporting interne/externe en sorte d’assurer une utilisation efficiente des ressources. Le.la responsable finances pays senior apporte un soutien technique et une montée en compétences au staff administration et finances pays. Le.the senior country finance manager will alert the Country Director and the HQ finance director in the event of major problems that may have a potential financial impact on the mission.
Main Responsibilities
1. Accounting and treasury management
- Accounting management – overseeing the accounting cycle for the mission
- Cash management –to ensure a smooth control and management of the cash flow
2. Commitment of expenditure, budget control, & financial management
- Commitment of expenditure
- Monitoring of the project budget, control of the costs of the mission, internal and external audits
3. Management of the project financial cycle
- Elaborate project budgets and reports
4. Management of’teams and other tasks
Qualifications and skills required
- Master in Finance, Audit, Business Management or equivalent;
- At least 3 years of’ experience in financial and budgetary management ;
- Excellent financial and analytical skills ;
- Excellent communication and writing skills to effectively report on the financial performance of programs ;
- Ability to manage teams and demonstrate leadership ;
- Ability to assess and train teams’ finance skills ;
- Ability to take responsibility and manage stress;
- Ability to work in an intercultural environment and demonstrate flexibility;
- Knowledge of the’assignment area is a plus ;
Conditions
- Salary defined by the Acted salary grid according to the level of’studies, the’expertise, the level of security and the level of experience : between 3600 and 3800€ net monthly (before income taxes)
- Monthly living expenses allowance 300$
- Guesthouse accommodation and food supported by Acted
- Social security, mutual insurance (MSH) and repatriation assistance (SOS International) supported by Acted
- Transport to the mission and return ticket fully supported every 6 months (to the’address specified on the employment contract)
- Visa fees supported by Acted
- R&R every 3 months (aircraft ticket’ supported up to’ 500$ + additional allowance of 200$)
- One week of preparation for departure including 4 days of immersion safety training
- Possibility of’having a call of 30 minutes with a consultant in taxation
- Psychological support (meet with a professional.le)
