About MUZUN:

Muzun for Humanitarian & Development (MHD) is a civil society and Non-for -profit organization registered in Turkey, Gaziantep since 2015.

The NGO was founded by professional humanitarian workers engaged in the Syria response. We come from the communities affected by the conflict. We have set up this organization in order to support fellow Syrians with relief and non-relief assistance to maintain their under-pressured resilience and help them cope with the challenging conflict environment. In our work we focus on the most vulnerable including persons with special needs, children and women. As a grassroots organization, our work is community-led and therefore owned and sustainable. We have presence across Syria. MHD operates in Syria’s Northwest.

Providing humanitarian and developmental services and assistance to the most vulnerable communities of displaced people and residents inside Syria and neighboring countries, men, women, and children to reach a Syrian civil society capable of facing the circumstances and involving them in the decision-making process and influence in its.

About this position:

Muzun seeks a dynamic program implementor to fill the role of Cash Manager who will lead cash and basic needs programming assistance including Cash and Voucher Assistance (CVA)

RESPONSIBILITIES:

  1. Lead the Cash implementation program and ensure the quality and effectiveness
  2. Responsible for specific project coordination and quality control with partners and directly in line international priorities, frameworks, and policies.
  3. Lead design processes such as market assessments and provide technical oversight that ensures quality, new and adapted cash and basic needs programming in accordance with standard methods, Muzun policy, and context to achieve the greatest coverage and impact for possible beneficiaries.
  4. Collaborate with the Muzun Coordinator and senior members of other technical sectors to prepare strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation.
  5. Develop and adhere to detailed implementation plans with the Muzun Coordinator to ensure program implementation is on time with target goals and budget management, using effective monitoring & evaluation systems and adaptive management principles to reach desired impacts.
  6. Ensure the integration of cash and voucher assistance activities across outcomes, including protection (including activities provided by partners).
  7. Provide technical assistance to the key tool’s development in cash
  8. Ensure that the payment delivery options guarantee the maximum level of protection and inclusivity for beneficiaries.
  9. With the Muzun Coordinator, co-lead engagement with various interagency coordination forum including Cash Working Groups and identification of strategic partnerships aligned with Muzun approach.
  10. Leading the learning process from pilot phase and draft report to improve the quality of long-term designed program.
  11. Manage partner relations to ensure compliance with Muzun standards, meet project milestones, and troubleshoot issues as needed.
  12. Represent Muzun at events as identifie by the Muzun Program Manager
  13. Strengthen relationships with national bodies

Management

  1. Manage team members including working with HR on recruitment, performance management, and more.
  2. Deliver capacity-building sessions to the new team members and community mobilizers as needed.

Monitoring, Evaluation, Accountability, and Learning(MEAL)

  1. Ensure proper data collection and information management systems are used for projects in-line with MEAL support.
  2. Establish strong databases for Beneficiary data and other programmatic information.
  3. Support written program evaluations and reviews
  4. ensure documentation of lessons learned informing reporting and program development.
  5. Support the Muzun program in addressing feedback from beneficiaries and partners
  6. Highlight the main risks associated with MEAL while implementing the programs and document them along with the followed/recommended mitigation measures to enhance the quality of the program.

Business Development

  1. Support co-design sessions that involve potential partners and are responsive to beneficiaries needs
  2. Support the development of concept notes and proposals related to CVA programming expansion and continuation from emergency to long-term response, including budgets, logical frameworks, relevant indicators, and written narratives.

Reporting

  1. Write all project related narrative reports
  2. Support the provision of up-to-date information on success stories to Comms and Advocacy team

Other:

  1. ·Complete other duties as assigned by the supervisor to enable and develop Muzun programs
  2. Adhere to the Muzun Standards for Professional Conduct and the Muzun country employment policies.

QUALIFICATIONS:

  1. Minimum a university degree in, Business Administration, Economics, or Humanitarian Response.
  2. At least 3 years of relevant work experience in cash and voucher assistance, livelihoods, social protection, and/or other humanitarian and development programmes with demonstrated experience in both direct implementation and working with partners.
  3. Knowledge and experience in implementing humanitarian or development projects, especially in conflict contexts.
  4. Fluency in English and Arabic languages is required, Turkish is an asset.
  5. Proven ability to work well in and promote teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace.
  6. Willingness to travel to Northwest Syria.
  7. Proficiency in Microsoft Office, including Word, Excel and Outlook
  8. Demonstrated dedication to an anti-racist and Do No Harm approach, gender equality and inclusion
  9. Demonstrated time management and teamwork skills.
  10. Maintain high confidentiality
