Cesvi in Venezuela

Since 2019, Cesvi has been working in Venezuela with initiatives in the field of protection of children and women in high vulnerability, including survivors of sexual abuse and exploitation. Starting in 2021, Cesvi began to implement projects financed by the Country Humanitarian Fund in communities in Caracas.

During 2022-24, Cesvi will implement the “ Multisectoral Humanitarian Assistance project to meet the urgent needs of the most vulnerable people in Venezuela ”, which aims to strengthen the availability of protection services, primary health and humanitarian assistance to the most vulnerable people and communities affected by the crisis. Cesvi will carry out its activities in the State of Amazonas, based in Puerto Ayacucho, and trips to other municipalities.

To meet these objectives, the formation of a high-level technical team capable of giving effective responses to the populations served during case management is required; for that purpose, Cesvi is looking for a case manager to guide and implement the process and design of action plans aimed at providing a timely and effective response to women survivors of GBV, VSBG and children and adolescents at risk of protection, including human trafficking for both populations.

Description of functions

VBG Case Management

  • Coordinate the access of the surviving person to specialized and available services, establishing an action and monitoring plan.
  • Guide and empower the surviving person in the decision-making process when dealing with the incident of violence.
  • Provide psychological first aid to survivors.
  • Explain the routes of care at the legal, medical and psychosocial levels so that the survivor decides if she wants to access them.
  • Request the informed consent of the surviving person to make referrals to other services.
  • Carry out an individual action plan with each survivor.
  • Keep constant monitoring of the actions established in the individual plan.
  • Make use of all the necessary formats according to the Case Management model
  • Continuously review the route of care in coordination with the Protection officer and the project director.
  • Carry out institutional alliances for case care, as well as institutions that work in prevention / care for VSG.
  • Support the identification of service provider organizations in coordination with the Protection Officer.
  • Apply confidentiality protocols to reflect the limits of case information management.
  • Process and share statistical information under confidentiality about monthly managed cases.
  • Support monitoring and management of gaps in relation to available services, as well as barriers that users have to access services, periodically share information with the VBG Liability Area.

At the community level and case management of people at risk

  • Ensure effective and inclusive participation of NNA at risk, women and adolescents victims and / or survivors of VBG and sexual exploitation.
  • Contribute to the diagnosis of protection risks, as well as access to services; in close collaboration with the other members of the protection team.
  • Identify focus areas for activities, according to the protection needs of NNA and women (includes information gaps, limitation of access to services, rights vulnerabilities).
  • Provide information and guide beneficiaries and beneficiaries of the project on access to basic and specialized protection services and offer of VBG care services, protection routes to prevent and respond to VBG incidents.
  • Facilitate workshops and processes of training and capacity building, aimed at communities, community leaders and population groups that identify themselves during the development of the project.
  • Conduct interviews to identify protection risks in the project intervention areas.
  • Identify and refer cases of people at risk or VBG to the institutions of the local protection network as appropriate and/or the competent body and according to the decision of the surviving victim –, for VBG cases.
  • Ensure timely referrals and appropriate follow-up of individual cases and continue to monitor and provide support in accordance with the case plan. This could include providing guidance, counseling and emotional support, community mediation, and additional referrals.

Others

  • Ensure the timely presentation of work plans.
  • Ensuring documentation of project activities assigned to it at the local level includes means of verification, registration of beneficiaries, attendance lists, methodologies and reports.
  • Communicate in a timely manner to the Area Coordinator, any matter related to the safety of personnel and beneficiaries.
  • Continuously monitor needs and changes in the community and share relevant information continuously with local coordination.
  • Implement needs assessments in the area, supporting the identification of opportunities and risk factors related to the area of its competence.
  • Support, in coordination with the rest of the project team, in logistics and administration activities.
  • Prepare statistical and / or management reports according to requirements.
  • Write and send weekly, monthly, quarterly and annual reports.
  • Support in the monitoring and monitoring of activities to meet the program’s indicator goals.
  • Participate in team and supervision meetings.
  • Participate in the processes of formation and exchange of experiences to which they are summoned

Required Attributes

Essential attributes

Training: Professional in Social Work, Psychology or Social Sciences with specialization or experience in Human Rights, gender, care for victims of trafficking and survivors of sexual exploitation, protection of children, girls and adolescents.

Knowledge and experience**:**

  • Minimum three years of experience working in activities to care for vulnerable people. Work in state institutions or experience with voluntary organizations is valued.
  • Experience in caring for survivors of VBG, VSBG and victims of trafficking is positively valued.
  • Knowledge on gender focus, survivor-centered and differential approach, VBG survivor case management, VBG care path and, the regulatory framework and institutional structure to fully support VSBG, VBG and trafficking routes.
  • Experience in development and conducting training sessions on issues related to prevention and response for the protection of women, GBV and / or vulnerable people.
  • Experience with the development and implementation of group and community activities within the framework of projects aimed at vulnerable populations.
  • Knowledge in the use of case management tools (forms for admission and evaluation and referral, monitoring reports, among others).
  • Knowledge in the protection of children, adolescents and women.

Knowledge and experience:

  • Minimum 2 years of verifiable experience in Venezuela in similar functions working in the community sphere and strengthening the capacities of professionals exercising in the social protection sector, with an emphasis on NNA at risk.
  • Knowledge on issues of gender violence, NNA protection, and human rights.

Conditions

  • Location: Puerto Ayacucho, Venezuela, with trips to other municipalities in Falcon state.
  • Contract duration: until 05/31/2024
