DRC PRESENTATION.

DRC established an operational presence in Colombia in 2011 with a focus on the Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in the south of the country. With the start of large mixed migratory flows to Colombia due to the Venezuelan crisis, DRC began an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the areas most vulnerable in Colombia, such as the coastal areas of the Caribbean (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and Northern Colombia in Norte de Santander.

GENERAL DESCRIPTION OF THE CHARGE: The Case Management Officer will be responsible for receiving, managing, providing psychosocial support, and referring cases with specific protection needs. The OG-NdS will develop and maintain good relationships with people of interest, relevant stakeholders and other humanitarian actors, to support the proper implementation and coordination of DRC-NdS project activities and to ensure the quality of planning, implementation and monitoring of protection activities.

Main Responsibilities:

Implementation of the Protection Project:

  • Receive external and internal referrals of cases from people with specific protection needs and proceed with case management once the protection profiles are analyzed according to the criteria set by DRC.
  • Coordinate with other DRC units, external actors and humanitarian organizations for case management.
  • Identify opportunities for articulation with humanitarian institutions and organizations in order to facilitate the referral of cases, and access to services / rights of the PoC.
  • Ensure the informed consent of the beneficiary the humanitarian assistance necessary to address the identified protection needs.
  • Ensure active listening to beneficiaries in order to identify the most appropriate humanitarian assistance service to address identified protection needs.
  • Ensure the ideal registration of cases received and in management in the project database.
  • Ensure the obtaining, compilation and adequate organization of the physical and digital means of verification of the project.
  • Keep the information contained in the case management database constantly updated.
  • Manage confidential information correctly, managing protection files accurately, correctly and completely.
  • Develop individual care plans to address identified protection needs by delivering humanitarian assistance, including medical, emergency shelter, transportation, and delivery of items in kind.
  • Ensure the delivery of identified humanitarian assistance by managing direct purchasing processes and, therefore, establishing articulation with service providers
  • Ensure the correct legalization of the expenses incurred for the provision of humanitarian assistance services.
  • Ensure the monitoring of cases by finding out the satisfaction of the beneficiaries in receiving services.
  • Ensure the closure of cases in a time appropriate to the emergency framework in which it is implemented.
  • Provide information for weekly, monthly, quarterly and annual reports as required by the Case Management Leader and / or protection manager.
  • Ensure the highest quality of case management interventions and consistency across all ongoing and proposed projects in accordance with the overall strategy.
  • Follow the work plans and guidelines.
  • Support the protection team in carrying out the activities of the same team.

Experience and Technical Competences:

  • Minimum 2-3 years of relevant experience in humanitarian protection, social work, human rights or other similar field work. Related to an NGO or other non-profit organization.
  • Field and work experience with refugees, migrants and internally displaced persons;
  • Demonstrated experience and skills in humanitarian protection and a differential approach in protection responses;
  • Experience in psychological first aid
  • Experience in person-centered approach.
  • Experience in budget monitoring and purchasing activities and relationship with service providers.
  • Optimal skills to work with tablets and computers
  • Optimal skills in MS Word and Excel
  • Will and ability to learn.
  • Experience with standard procedures and guidelines.

  • Having worked in the intervention region or knowing the territorial context

Educational level:

Relevant diploma or professional degree in political science, law, social work, international development, psychology, human rights or related areas
