Call for Offers – Audit Academies Program At PLAY International

Background

1. Presentation of the signatory authority

PLAY International, formerly Sport without Borders, was created in 1999 on a conviction: sport is a powerful tool for mobilization, transmission and learning. Since that date, the association has developed and managed support programs through sport in fifteen countries for the benefit of more than half a million children. Internationally, the NGO implements education projects through its missions in Kosovo, Burundi, France, Comoros, Rwanda and Senegal.

2. Presentation of the Project / Program

Since 2017, the Lien Social division ( CLS ) of the French Development Agency ( AFD ) makes sport a strong lever for its cooperation action with the conviction that sport represents a vector of development important economic and social.
At the new Africa France summit ( NSAF ) on October 8, 2021, President Emmanuel Macron promised to continue investing in sport in Africa “as a vector for the emancipation of young people”. The President has pledged to allocate € 4 million, through AFD, to support existing or emerging sports academies in Africa. This initiative aims to support the structuring of academies for the following purposes: ( i ) facilitate access to education and employment for young people through sport, ( ii ) promote the access of young girls and women to academies and promote equality between women and men within these structures,( iii ) ensuring the proper application of the principles of child protection within structures and ( iv ) strengthening the economic model of academies in a logic of sustainability and sustainability.
In this dynamic, PLAY International and Diambars, with more than 25 years of experience in the sport and development ecosystem, have joined forces to ensure the implementation of this program. A complete description of the project is to be found in Annex 6.1.

Objectives of the audit

The search for the external auditor is the objective of the terms of reference here present.
The selected auditor must express a professional and independent opinion on the financial report drawn up by PLAY International for the expenses incurred for the implementation of the project :

• The financial statements of the Project / Program give a true and fair view, in all material respects, of the expenses actually incurred and the revenues actually received for the Project / Program during the audit period ;
• Les fonds alloués au Projet / Programme sont, dans tous leurs aspects significatifs, utilisés (conformément aux conditions contractuelles applicables ; les dépenses respectent les règles de bonne gestion financière, appréciées notamment au regard des critères d’éligibilité (cf. Annexe 6.3 – Nomenclature des constats et anomalies).
• Le système de contrôle interne mis en place et utilisé par l’Entité afin de gérer les risques liés à la réalisation des objectifs du Projet / Programme a été conçu de façon adéquate et a fonctionné efficacement au cours de la période couverte par l’audit ;
• Les marchés ont été passés conformément aux règles en vigueur et dans le respect des principes d’économie, d’efficacité, de transparence et d’équité ;

L’objet est de contrôler que tous les fonds versés sur le Compte de Projet ont été utilisés conformément aux fins stipulées dans la convention de financement signée avec l’AFD.

Périmètre (ou étendue) de l’audit

1. Conditions contractuelles

Les principaux documents encadrant la gestion du Projet/Programme :

• Convention de financement et/ou de délégation (de fonds ou de maîtrise d’ouvrage),
  conventions de rétrocession ;
• Directives pour l’établissement des budgets / programmes d’activités ayant fait l’objet d’un ANO de l’AFD ou d’une validation par le comité de pilotage du Projet / Programme ;
• Plan de passation des marchés dans sa dernière version telle qu’approuvée par l’AFD;
• Rapport financier du projet à la fin de chaque année ;
• Budget détaillé du projet dans sa dernière version ;
• Manuels de procédures de PLAY International
• Les pièces justificatives de tous les mouvements financiers effectués durant la période

2. Période(s) couverte(s)

Période à auditer : 12/11/2022 – 31/08/2023 (pluri annuel)
Le premier rapport d’audit portera sur la période du 12/11/2022 au 31/08/2023.
Le présent contrat concerne l’exercice 2022, 2023, 2024 et 2025. La dernière période
couverte par les présents termes de référence sera l’année 2025.

Budget

• La proposition financière devra indiquer :
  Les coûts détaillés de l’audit en euros TTC ;
• Les modalités de paiement (échéancier) sur la base suivante :
  o 20 % à la signature du contrat
  o 25% à la validation du 1er rapport
  o 25% à la validation du 2ème rapport
  o 30% à la validation du 3ème et dernier rapport

Préparation & Déroulement de l’audit

27/10/2023 1ère partie : réunion de cadrage de PLAY International avec l’auditeur sélectionné
en vue de l’élaboration de la note de cadrage. Envoi de la liste des documents et
informations souhaités

Octobre – 2023 2ème partie : démarrage de l’audit sur la base du compte rendu technique et
financier du projet fourni au cabinet. Production du rapport d’audit provisoire.
Novembre – 2023 : Remise du rapport final de l’audit
