Call for Expression of Interest- County TB Strategic Plan Operations Frameworks Consultant (CHS/HR/TBARCII/SPOFC/01/2024) At Centre for Health Solutions – Kenya


Centre for Health Solutions – Kenya (CHS) is an indigenous not-for-profit organization that utilizes
local expertise and strategic partnerships to ensure the implementation of evidence-informed
solutions and interventions to existing and emerging public health concerns.

CHS works in partnership with various stakeholders including the Ministry of Health’s National
Tuberculosis, Leprosy and Lung Disease Program (NTLD-Program) towards the implementation of TB care and control activities across the country. This is part of the US Government initiative against TB in Kenya, funded through the USAID-funded Kenya Tuberculosis Accelerated Response and Care II (TB ARC II) program.

BACKGROUND
Kenya recently launched the National Strategic Plan for Tuberculosis, Leprosy and Lung Health
2024-2028 (NSP) that will provide national guidance towards TB response and control during the
said period. This was led by the Ministry of Health, through the Division of National Tuberculosis,
Leprosy and Lung Disease program working, alongside key technical partners, civil society, and
communities in line with the new WHO TB NSP development guidance released in July 2022.

Acknowledging the fact that health is a devolved function, and recognizing the critical role that
counties play in service delivery; including TB control and prevention, there is need to cascade
the NSP to the sub-national level. Indeed, one of the priority areas of the NSP is to strengthen the
coordination of TB services at county level for impact.

We are seeking to engage a consultant to support the TB program and counties to develop
county strategic plan operation frameworks(CSOFs). This will be in line with the global vision, the
National Strategic Plan for Tuberculosis, Leprosy, and Lung Health 2024-2028 (NSP), the regional
and county TB epidemiological context, health system dynamics in the devolved context, primary
health care and Social Health Insurance Fund (SHIF).

This will contribute to the achievement of global commitments and targets made by the state
during high-level meetings and forums towards the Global Vision of Ending TB by 2030. Further,
we envision fully onboarding all 47 counties into the implementation of the NSP and in addition,
come up with an elaborate monitoring and evaluation framework to monitor their performance.
The consultant will therefore work with the NTP and counties to develop Costed county
monitoring and operational frameworks with key performance indicators and targets.

OBJECTIVE
The primary objective of the consultancy is to support counties to develop a County TB Strategic Operational framework aligned with the tuberculosis program’s national strategic plan taking into consideration, the county-specific local context of the TB burden. Further, the framework will include key performance indicators and targets and will be costed.

These frameworks will act as implementation guides for the NSP at the sub-national level.

TERMS OF REFERENCE
This assignment will be carried out through discussions with NTP, counties and implementing
partners and collaborators. Some travel is anticipated. The consultant is expected to undertake
these main tasks:
• Conduct a comprehensive review of the national strategic plan in view of identifying
interventions and activities best suited for the subnational level.
• Conduct consultations with relevant stakeholders including the national TB program, counties, implementing partners, and other stakeholders.
• Develop comprehensive county operational frameworks including; Target setting resource allocation and identification (Costing), and monitoring and evaluation framework.

OUTPUT
• Output 1: Inception Report
• Output 2: Costed, County specific TB Operational Framework 2024-2028, with monitoring
and evaluation frameworks
• Output 3: Documentation on the lessons learnt on the process

TIME REQUIREMENTS AND DURATION
The process will be output-based rather than time-based and is expected to be completed within
3 months. By the end of the process, the consultant will be reimbursed based on each county
framework, for each of the following counties selected, based on the burden of TB and
geographical consideration.
1. Nairobi
2. Laikipia
3. Mombasa
4. Turkana
5. Homabay
6. Vihiga
7. Kisii
8. Nakuru
9. Kericho
10. Muranga

Mode of Working
The consultant will be stationed at the NTP working closely with the NSP secretariat and steering
committee for the number of days envisaged. The consultant must have a working email and be accessible
on mobile phone.

QUALIFICATION AND EXPERIENCE
• A Master’s degree in economics, business administration, finance or any other related
field
• PhD is an added advantage
• 7-10 years of demonstrable experience in the implementation of TB or TB HIV programs
at the national level.
• Demonstrate experience in the development of national strategic plans, or county-based
operational frameworks for TB and TB/HIV strategic plans.
• Work experience in health policy and planning.
• Proven experience working with National Programs in Ministries of Health in developing
countries.
• Demonstrable experience working with multiple stakeholders in health policy and
planning.

Desirable
• Fluency in spoken and written English.
• Strong communication, Reporting & Presentation skills
• Appropriate IT/computer skills
• Desk review, evidence synthesis and analytical skills
• Demonstrable negotiation skills with stakeholders
• Clear understanding of M&E mechanisms and action plans for major health projects
• Must be a Kenyan national.
