Call for Consultancy: Organization Structuring of the CAFI Network in the MENA Region At Arab Women Organization of Jordan


Purpose: Supporting CAFI Members in organizing the structure of the CAFI network through:

● Defining their Vision Mission and values,
● Strategic Goals and Subgoals with activities based on the MENA regional roadmap CAFI Network,
● Identifying roles of member organizations for achieving the defined vision and mission,
● Developing a governance structure, clear communication channels, and cooperating mechanisms,

● Development of policies in line with CAFI key principles,
● Defining rights and responsibilities of CAFI Members and focal points on a regional and local (in-country) level,
● development of statutes.

Objective

To develop and implement a clear and effective institutional structure for the CAFI network, ensuring that it is transparent and accountable and that its members can participate fully in its activities. This objective can be broken down into the following specific goals:
● Establish a regional and national institutional structure that regulates the relationship between CAFI members and ensures the achievement of the basic principles of participation, partnership, accountability, and transparency.
● Develop an internal system that specifies all the details of CAFI’s operation, including membership conditions, members’ rights and duties, and the process for submitting commitments and reports.
● Establish a decision-making structure at the national, regional, and international levels, and define the roles and responsibilities of the different committees.
● Create a clear structure for CAFI’s governance, policies, and procedures.

Area of Focus: MENA (Jordan, Iraq, Lebanon, Libya).
Duration: 30 working days.

Background:
CAFI seeks to catalyze the Call to Action on Protection from Gender-Based Violence in Emergencies (CTA) on the ground. The project works with Women’s Led Organizations (WLOs) to drive change and foster Gender-Based Violence (GBV) prevention, risk mitigation, and response in humanitarian emergencies.

CAFI aims to contribute to WLO strengthening through capacity-sharing approaches between partners. WLOs are engaged from the beginning, allowing them to co-create and adapt the project according to their needs and contexts and ensuring accountability, women’s voice, and leadership throughout the project cycle. The regional and national structures enable CAFI to cascade learning and experiences.
A CAFI MENA Steering Committee, composed of Focal Points from Lebanon, Iraq, Jordan and Palestine, was formed during the “Focal Points Regional Meeting” in September 2023 articulating needs to define means of collaboration within the project. These ToR were developed jointly, with the Arab Women Organization of Jordan (AWO) in its role as regional lead being in charge of choosing a consultant and to lead on the process for building the CAFI MENA Organizational Structure.

The Arab Women Organization of Jordan (AWO) is a non-governmental and non-profit human rights organization dedicated to considering women’s rights as human rights. Since its foundation in 1970, AWO has adopted a vision to strongly support gender equality and the empowerment of women and girls.

Scope & Deliverables

● Interviews with AWO and CAFI Focal points on the history and background of CAFI processes
● Facilitate/support an inception Workshop to support the decision-making process vision, mission, organizational structure, etc,
● Analyze the existing information, identify gaps, and propose ways to bridge those,
● Draft the organizational structure etc,
● Workshop to present draft organizational structure etc,
● A finished draft provided by December 31, 2024.

Timing and Duration
The consultancy will commence on or around October 15, 2024, with a maximum of 30 consultancy days between October and December 2024 should be sufficient to conduct all activities.

Responsibilities

Responsibility of Consultant:
In consultation with the CAFI Network staff, the consultant is responsible for:
● Communication with AWO and CAFI’s focal points for updates and clarifications as necessary while highlighting challenges that CAFI Network’s Members may be able to assist in resolving,
● Facilitate a workshop, ensure clear communication on roles responsibilities, and timelines for required inputs, and arrange meetings with CAFI members,
● Draft the organizational structure,
● Circulate the first and second drafts to gather comments and integrate them into a consolidated final version.

Responsibility of AWO
● Administer the contract and issue payments based on the agreed schedule,
● Coordinate the organization of the workshops,
● Coordinate the involvement of and consultation with the MENA CAFI Steering Committee

Responsibility of the CAFI Steering Committee :
● Review the Draft Structure and provide comments after 4 (four) days of receipt,
● Participation in WS,
● Availability to provide information to the consultant.

Qualifications & Preferred Skills Education

Required: University degree and relevant work experience with NGOs in organizational development
Preferred: Master’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies) Professional qualifications required:
– Minimum 6 years of technical experience in organizational development,
– Previous proven experience with CAFI (preferable), working with Women-led organizations, and networks,
– Previous experience and familiarity with the MENA context are mandatory,
– Ability to work efficiently and effectively with MENA CAFI Steering Committee Members in various locations, including remotely,
– Ability to integrate different experiences, methodologies, and approaches from diverse organizations,
– Excellent knowledge of MS Office (especially Excel and Word) and Skype or MS Teams applications,
– Excellent speaking and writing skills in English and Arabic are a must,
– Outstanding communication skills,
– Coaching skills preferable.
