Buyer 1 At International Committee of the Red Cross


Under the direct supervision of Team Leader, The Buyer 1 supports the procurement processes as assigned to him/her in accordance with ICRC rules and regulations. While the contractual base is Abuja delegation however the main support is to subsites including frequent presence in those locations when required. The scope of support has a primary focus on technical goods, and services (Wathab) however it is not limited to it. Procurement of all categories of items purchased by the delegation will be covered as well: CVA & EcoSec, Medicals and General Admin, securing the best correlation of quality, price, and delivery time.

Main Duties and Responsibilities

  • Receives, plans, and prioritizes orders from departments.
  • Ensures that purchases made under his/her responsibility are carried out in accordance with ICRC standard procedures, are auditable and transparent. Ensures that best price for the quality is obtained.
  • Drafts requests for tenders/quotes, must ensure that the Request for Quotation (RFQ) and Request for Tender (RFT) contains all relevant information to enable transparent selection of the best price, terms and conditions.
  • Drafts selection tables and contracts and submits them to their hierarchical superior.
  • Follows up on purchases and deliveries Ensures orders are delivered on time and items meet the specification required correspond to quantities and quality ordered, conform to specifications and contract details. Depending on the case works together with the warehouse or agreed other receiver in charge of quality control, ensures that all other conditions agreed in the contract have been met in terms of quality and quantity control.
  • Follows up final payment and settlements with the finance department.
  • Ensure a good electronic filling of the procurement file, ensures the completeness of the Purchase Files and a proper archiving through Paperless e-filing system.
  • Conducts research into the availability of goods and services.
  • Spontaneously or on request, conducts Supplier visit and assessment.
  • Updates and maintains knowledge about main suppliers; checks the market for potential new suppliers and conduct supplier assessment when required.
  • Assist the field SDs/offices in case of need or upon request by the Logistics Delegate (travelling to other ICRC sites in Nigeria)

Education and Experience Required

  • University degree, or equivalent higher education degree in Civil, electromechanical, or mechanical engineering, administration, logistics, purchasing or related field.
  • Advanced command of written and spoken English. Knowledge of local languages (Hausa, Pidgin, etc) is an asset.
  • 3 years’ experience in a similar position
  • Literate in Microsoft office and experienced internet user
  • Certifications in purchasing, procurement, or supply-chain management.
  • Confirmed technical skills in procurement.
  • Good knowledge of local market (s)
  • Good knowledge of and experience with financial rules, procurement procedures and supplier management.
  • Applicants should have a Nigerian nationality.

Grade B2
