Act Burkina Faso
The northern regions of Burkina Faso currently have a fragile political and security context, marked in particular by a complex multidimensional crisis. There are just over one million displaced people in the country at the beginning of 2021.
The’Acted mission in Burkina Faso began in 2019 to provide support to populations affected by the security and humanitarian crisis, including, provide expertise in rapid response and’ emergencies, while strengthening response capacities and coordination among humanitarian and development actors.
Acted Burkina Faso’s interventions are multisectoral, flexible and inclusive, the objective of which is to meet the urgent needs of the populations. From its first interventions, Acted Burkina Faso focuses on the most necessary humanitarian aid: meeting food security, water, hygiene and sanitation needs ( EHA ), in essential shelters and household items and finally in coordination and integration of protection. In parallel, and following the evolution of the humanitarian crisis, Acted supports the government on the management of temporary reception sites and informal sites. The REACH initiative enables the entire humanitarian community to strengthen the analysis of humanitarian needs, in particular through a project to monitor the humanitarian situation in 4 regions,the establishment of’a multi-sectoral country assessment to support the HNO/HRP 2021 process and territorial assessments.
Dans la région Nord, Acted fourni une assistance en matière de sécurité alimentaire et moyens d’existence, d’eau, d’hygiène et d’assainissement, d’abris et de articles ménagers essentiels. Acted accompagne le gouvernement dans la gestion des sites de déplacement de Ouahigouya et Seguenega. L’organisation prévoit très prochainement un accompagnement du cluster logistique dans la gestion d’un entrepôt humanitaire et le partage d’informations aux partenaires.
Rôle et responsabilités principales
Le/la chargé.e d’enquêtes, de suivi, de contrôle et d’évaluation (MEAL) est responsable du développement et de la mise en œuvre d’un système approprié et viable d’enquêtes, de suivi et d’évaluation en ligne avec les procédures globales MEAL d’Acted et il/elle contribue à garantir que les projets d’Acted et les programmes sont réalisés tels que planifiés.
Responsabilités Principales :
1. Mise en œuvre et gestion des systèmes MEAL
2. Développement de systèmes techniques
3. Formation
4. Contribuer au Mécanisme de gestion des plaintes (MGP) des bénéficiaires
Qualifications et compétences requises
- Diplôme Supérieur en Sciences Politiques, Relations Internationales, Développement International, Economie ou équivalent (anthropologie, sociologie, statistiques) ;
- Au moins 1 à 2 ans d’expérience en monitoring et évaluation de projets dans l’humanitaire et/ou le développement ;
- Expérience en évaluations participatives et en gestion du cycle de projet ;
- Excellent niveau de communication à l’écrit comme à l’oral en français et en anglais ;
- Bonnes capacités d’organisation et de communication avec le personnel international et national et les communautés rurales ;
- Flexibilité, capacité d’adaptation, capacité d’organisation, prise d’initiative ;
- Capacité à travailler efficacement sous pression ;
- La connaissance de la région d’intervention serait un atout ;
- Connaissance du Pack Office.
Conditions
- Salaire défini par la grille des salaires Acted en fonction du niveau d’études, de l’expertise, du niveau de sécurité et du niveau d’expérience : entre 1800 et 2000 € net mensuel (avant impôts sur le revenu)
- Indemnité mensuelle de frais de vie 300$
- Logement en guesthouse et nourriture pris en charge par Acted
- Sécurité sociale, mutuelle (MSH) et assistance rapatriement (SOS International) pris en charge par Acted
- Transport vers la mission et billet retour totalement pris en charge tous les 6 mois (vers l’adresse spécifiée sur le contrat de travail)
- Frais de visa pris en charge par Acted
- R&R every 3 months (aircraft ticket’ supported up to’ 500$ + additional allowance of 200$)
- One week of preparation for departure including 4 days of immersion safety training
- Possibility of’having a call of 30 minutes with a consultant in taxation
- Psychological support (meet with a professional.le)
