BACKGROUND AND JOB PURPOSE

WFP’s operational infrastructure and internal financing mechanisms entail that the management of resources can never be undertaken with absolute accuracy unless skilled staff is allocated to lead and promote an integrated approach to resource management across WFP’s activities.

The budget and programming (B&P) unit role is to augment WFP’s capacity in planning, coordinating and safeguarding resources within its increasingly complex and diverse portfolio of activities.

B&P staff is an instrumental source to support data-driven decision-making, and the point of reference for the provision of sound information on budgeting, operational planning across all transfer modalities, availability of resources and shortfalls. It has become the cornerstone of a robust resource management process. This role is pivotal in safeguarding WFP’s resources, bridging Programme, Procurement, Logistics, Donor Relations and Finance.

The person typically reports to the Budget & Programming Officer. At this level the staff is expected, under general supervision, to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices. The staff is expected to use own discretion to address unforeseen situations seeking advice from supervisor and support management of financial resources. Also, the person hired may provide guidance to other staff.

The purpose of this responsibility is to provide technical support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the review of budget plans, monitoring and analysis of project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices to support financial analysis and optimisation of resources.
  2. Provide basic analysis on fund and grant balances and refer to the supervisor discrepancies, to support maximum fund utilization and decision-making process.
  3. Contribute to pipeline management facilitating efficient monitoring to prevent and address pipeline breaks and maximise operational effectiveness.
  4. Enter accurate data in the corporate systems within the established deadlines, to enable easy access to information and support planning and decision-making.
  5. Compile data and provide analysis, maintain accurate records and files and prepare periodic and ad hoc reports for further reviews, to support accuracy and efficiency of information presented to internal and external stakeholders.
  6. Maintain communication with several individuals regarding project funds management matters and related processes to clarify any discrepancies and optimise use of funds.
  7. Provide guidance and on-the-job training to other staff in budget planning, fund management and operational planning, to support continued development and consistency in services delivered.
  8. Follow standard emergency preparedness practices, to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of secondary school education with at least two years university studies.
  • Experience: At least 5 years of experience working with data analysis.
  • Languages: Fluency (level C) in both oral and written communication in English and Spanish.

KNOWLEDGE AND SKILLS REQUIRED

1. Advanced Microsoft Excel skills, including knowledge on Power Query, Tables & Formatting, Conditional Formatting, Advanced Charting, Pivot Tables & Pivot Reporting, Macros, Data Tables, Simulations & Solver. 2. Advanced Microsoft PowerPoint skills, including knowledge on inserting pictures, inserting graphs & diagrams, inserting video files from your computer. 3. Proven ability to prepare complex financial reports using Excel.
