WHAT WE DO…

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The mission

Solidarités International has been working in Burkina Faso since 2018, mainly in the North, Centre North, Boucle du Mouhoun and Sahel regions. Since then, SI has been providing food security, WASH and emergency shelter responses to populations affected by the deterioration and loss of their livelihoods following a deterioration in the security situation. The SI mission in Burkina is young but is experiencing significant development with now 5 operational bases (Ouahigouya, Kongoussi, Djibo, Sebba, Dori) and 1 coordination base in Ouagadougou. Currently, SI is a member of RRM-Frontline in consortium with ACF, HI and DRC on ECHO and GFFO funding. Since 2019, SI has been implementing a major multi-sectoral response program to the urgent needs and recovery of displaced populations with BHA. SI’s SAME portfolio has gradually evolved. Since 2020, SI has been deploying cash transfer and voucher interventions (Redrose) under AAP and BHA funding mainly, but also Startfund. SI is co-lead Burkina of a cross-border consortium (IRC Mali Lead) funded by the DUE which aims to support resilience and conflict reduction in northern Burkina. SI is also implementing a program on the EHA Nexus with partners Gret and URD on AFD and USAID funding, which are 2 new donors for the mission and for SI in general. Finally, since 2022, a project funded by ECHO has been underway in the Sahel (Sebba base) for a multi-sectoral EHA SAME response integrated into a health-nut response led by PUI.

DESCRIPTION OF THE OFFER

GENERAL OBJECTIVE:

Ensure direct responsibility for the implementation of the IS RRM program and, where appropriate, propose adjustments or developments to ensure its quality.

SPECIFIC ISSUES AND CHALLENGES:

Burkina Faso faces a multitude of challenges and specific issues, affecting various areas, including security, economy, society and the environment. The rise in insecurity has led to massive population displacements. It is estimated that around two million people have been displaced within the country. This creates challenges in terms of housing, food security, access to drinking water, and basic services, such as health and education.
It is in this context that SI intervenes in the Sahel, Centre Nord, Nord and Boucle du Mouhoun regions to provide assistance through the RRM to populations affected by the various shocks. Leading the Humanitarian Watch in the North region and in Bam Province, SI is a major player in the field of water and SAME in its intervention area. Since October 2023, SI in its new country strategy has opened a sub-base in Tou gan in order to better coordinate activities in this commune. The organization also carries out activities in Toma, Kalsaka from its base in Ouahigouya.
It is in this difficult context and development/extension of activities that the RP RRM is called upon to carry out the activities of the programs.
In Burkina Faso the RRM consortium is composed of ACF (lead), DRC, HI and SI. The main donors of SI within the framework of the RRM program are: BHA, ECHA, DDC.

PRIORITIES FOR THE FIRST 2-3 MONTHS:

Restructuring of the RRM team to adapt it to the difficult access context and strengthen the team in the different intervention sectors
• Strengthening of humanitarian monitoring and revitalization of the team of community relays based in difficult access areas
• Support the DPA and CTA in the development of an RRM SOP
• launch of the DDC project,
*Preparation of the Hip ECHO

YOUR PROFILE

DIPLOMA:

Master Level

EXPERIENCE IN THE HUMANITARIAN SECTOR

COMPETENCES TECHNIQUES

1. Proven experience in managing humanitarian operations in contexts with high security volatility and high access challenges;

2. Good understanding of the sectors and methods of intervention of Sol in Burkina Faso (EHA, SAME, Shelters, In kind, RRM / Nexus approaches, community participation;

3. Experience in strengthening accountability and PSEA procedures and processes.

TRANSVERSE SKILLS:

1. Excellent management skills;

2. Strategic vision, ability to analyze the context and the agenda of the different actors;

3. Excellent presentation skills, including clarity, accuracy and fluency in oral and written expression.

LANGUAGES:

1.French;

2. English;

3. knowledge of one or two local languages ​​(Nat): Morè, Fulfulde, Bissa, etc.

HOW TO APPLY

Duration of the mission: 8 MONTHS
Location: Burkina Faso>Ouahigouya

A salaried position: Depending on experience, from EUR 2310 gross per month (2100 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 550

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

LIVING CONDITIONS:

The city of Ouahigouya is the capital of the North region. It still benefits from leisure opportunities (restaurants, sports and cultural activities) despite increased security vigilance.
Security rules exist on the mission, with certain areas being prohibited. The political and social situation being very tense since the 2 coups d’état of 2022, additional restrictions or occasional periods of confinement may be considered depending on the evolution of the context in the country or in certain intervention areas.

SECURITY :

Continuously deteriorating security context with high security and access management issues requiring significant availability and responsiveness. Field travel limited by security constraints with areas under blockade only accessible by UNHAS flights.
