The Base Chief aims to ensure the programmatic, technical and financial and logistical development of ACH’s actions in the State where the actions are carried out, in line with ACH’s strategic criteria in Venezuela and ACH and donor internal processes and regulations.

The main activities you will carry out are the following:

Contribute to the implementation of the national Hunger Action strategy on the ground and liaise with local partners, authorities, United Nations agencies and NGOs present in the territory.

  • Identify the presence and strategic directions of other partners on the ground in order to improve coordination and effective work.
  • Participate in humanitarian coordination activities on the ground.
  • Identify and build the network of contacts for effective implementation and coordination with other actors in the implementation area of the base projects.
  • Coordinate with other actors, including local partners, NGOs, the UN and the government present in the area.
  • Actively participate in coordination mechanisms at the local, municipal and departmental levels and mediate decisions when necessary.
  • Ensure continuous communication with local, municipal and departmental authorities to guarantee the adequate operation of actions in the territory.
  • Define action plans with partners and regular monitoring of their implementation
  • Inform about possible conflicts, problems and suggestions for correction, necessary for the proper execution of projects in the territory to the corresponding sectoral direction and coordination (Health and Nutrition, Food Security, WASH). 10.Collaborate in other activities assigned to it by the Action Against Hunger directorate.

Ensures the accompaniment and monitoring of project managers and those in charge of operational management of contracts to be implemented in the assigned base, ensuring maximum quality and efficiency

  • Ensure the articulation of all operational management areas (Technique, MEAL, FSL, WASH, Gender and Protection) for sending information on time and in quality according to the established parameters and process map designed for the different moments of project cycle management.
  • Participate in the SFIN-OPE meetings of the production unit, giving clear and relevant information on the implementation of projects that are implemented at their base that allow decision-making (support in the preparation and determination of shock plans, alert report, among others).
  • Lead field activity planning meetings in coordination with project managers.
  • Together with the Project Managers, follow up and establish an action plan on critical contract sub-execution alert reports from the Internal Monitoring Tool (HMI), FMTh and others, reporting at monthly follow-up meetings to Deputy Country Director, and other coordinations.
  • Actively participate and in articulation with MEAL, JdP and technical coordination in the planning and methodological definition, and TdR of internal evaluations, external and lessons learned from contracts and integration of the CHS (Core Humanitarian standard) standard and ensures its implementation over time and with the required content and archiving, in addition to its dissemination on mission and with required actors

Security, Risk, Protection and Access Management.

  • Monitor the security environment (network creation, information collection and analysis).
  • Maintain an effective network, with local input, on context and security issues, information gathering and analysis to establish risk and context analysis.
  • Ensure the application of security procedures when alerted by Logistics Coordination.
  • Manage any security and protection incidents at the base level and report to management.
  • Participate in the elaboration of the security plan and validate from the base level for sending logistics coordination and direction of Action against Hunger for subsequent validation at Headquarters.
  • Attend all security meetings on the ground.
  • Inform the Action Against Hunger team about the local context and security. 8.Participate in monitoring and analyzing the security situation on the ground

Does this description fit with you?

  • 5-year experience in the international cooperation sector (Required). Knowledge of main donors and actions on the ground in international cooperation organizations.
  • High leadership in project cycle planning and management and work teams.
  • University professional in social sciences, administrative sciences, political sciences or related areas.
  • Intermediate-high level of spoken and written English (desirable). Office package domain. Knowledge in use of tools such as: Kobo, Power Bi, Qgis.
  • Availability for high mobility in the country with trips to implementation areas or other areas of the country. We are looking for applicants from other areas of the country with availability to move to the Miranda State in the Brión Municipality
