Base Chief – Guasdualito (Apure) At Danish Refugee Council


Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population / host communities. DRC is currently seeking a highly qualified Spanish and English speaking Base chief based in Guasdualito, Apure State, Venezuela.

About work:

DRC is managing its operations in Venezuela, under the direction of the DRC country office in Caracas and four field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with specific needs, information sessions, water, sanitation and hygiene, disaster preparedness, livelihood and food security.

General purpose of the role:

The Base Manager, in close coordination with the country director of Venezuela, has overall responsibility for all management aspects. These responsibilities are related to operations, personnel, finance, administration and logistics, includes any other task delegated by the country management. All responsibilities for coordinating general site planning and reporting to donors must be met in accordance with the strategic objectives, donor-approved plans and related deliverables, in close collaboration with the support manager, program manager and field technical manager.

In charge of developing, monitoring and coordinating the base in accordance with strategies, (annual) plans and budgets and in compliance with the general DRC guidelines, with an emphasis on relevance, quality, profitability and impact.

Your main duties and responsibilities will be:

Programs:

Planning and strategy:

  • Consolidate and develop DRC’s relationship with local authorities, development agencies and other operators.
  • Write narrative reports, ensure consistency, between activities, finances, and budget.
  • Make sure that the work done is in accordance with the general plans, procedures.
  • Responsible for the overall coordination of the field base including Admin / Log./Finance and operations, according to DRC policies and manuals. Any other decision must be consulted with the area manager.
  • Logistics support in cost analysis for off-field investments / improvements, equipment, and making purchasing decisions with Log support./Finance.
  • Represent DRC at municipal meetings and report on DRC operations when necessary.
  • It is in charge of communication and exchange of information with the local community.
  • He is in charge of security issues, in coordination with the security officer and the manager of Area.
  • Responsible for coordinating visits.
  • Coordination of training as necessary in collaboration with the technical field manager.
  • Any other task or function assigned by area manager.
  • Collect monthly reports of activities at the Base according to the instructions of the area manager.
  • Support with internal reporting, reporting to authorities and donors as needed.

Personnel management and well-being at work

  • Carry out annual objective evaluations of staff under your charge.
  • Establish the annual objectives of the personnel under his charge.
  • Identify professional development needs and ensure the training of your team, both continuously and through specific training.
  • Attend to the needs of the teams under its management.
  • Make sure that the base teams know, understand, apply and respect the internal regulations as well as the regulations of DRC Venezuela.
  • Report staff absences / infractions to the area manager and participate in disciplinary proceedings.

Budget and finance management

  • According to the budget template provided by the support services, and together with the area manager, support the monthly budget planning and monitoring for the base.
  • Propose necessary budget modifications.
  • Monitor the compliance of financial documents.

Logistics management

  • Support the supply chain team in the identification and acquisition of the required equipment and tools, respecting the supply chain and administrative procedures.
  • Ensure the proper use and proper storage of tools, equipment and vehicles.
  • Ensure the visibility of DRC and relevant donors in all equipment, equipment, tools, vehicles, workplaces (office and camps), as directed by DRC and the donor.
  • Ensure compliance with supply chain and donor procedures.

Experience and Technical Competences:

  • At least 5 years of experience in a relevant field in an NGO
  • Minimum experience of 3 years in people management
  • Substantial work experience in the areas of emergency, development sector, especially with displaced / refugee communities can replace the educational qualification.
  • Field office management experience
  • Project management experience and proven organizational skills
  • Experience in dealing with national partners and local / government authorities.
  • Professional experience at work with internally displaced persons and / or refugees.
  • Good experience in training and liaison with national NGOs
  • Experience working in multicultural work environments.

Education:

Specialist from a first-level university in Finance / Accounting, Business Administration or Economics.
