How can you make a difference ?

Since 1986, UNICEF has provided support to Sahrawi children and women living in the five refugee camps located in the wilaya of Tindouf, in the southwest of Algeria. UNICEF’s work is part of the assistance provided by United Nations agencies to a population living in extremely difficult conditions. UNICEF intends to strengthen its humanitarian program to ensure an effective and responsive program in the refugee camps. Under the supervision and direction of the humanitarian program officer, the Program Associate supports the respective section (s) by performing a series of program support functions to help develop, implement and monitor their country program,ensuring effective and timely implementation in accordance with UNICEF Rules and Regulations. The Program Associate works closely with a range of country office staff, external partners and agency counterparts in support of program design and delivery. He / she regularly provides information on the progress of projects by monitoring the milestones and advises on improvements to keep activities on track. program execution. Key functions, responsibilities and related tasks / tasks : Summary of main functions / responsibilities :

  •  Facilitate the development of ( APC ) program cooperation agreements by providing information and drafting certain sections of it.
  •  Ensure timely and accurate registration and administrative processing of proposals and requests for direct cash transfers ( DCT ) from government and NGOs.
  •  Monitor programs and partnerships in the field in UNICEF’s areas of intervention for species and supplies and inform team members of the situation.
  •  Help carry out regular spot checks on partners’ projects to assess their keeping of financial registers, their expenditure controls and their reporting systems.
  •  Monitor and monitor the efficient distribution of supplies necessary for the effective execution of the program.
  •  Help the program section to find, compile and analyze qualitative and quantitative data and information from various sources on subjects relevant to the work of the section in order to facilitate the execution of the program as well as the preparation reports, working documents and presentations.
  •  Perform transactions in VISION by ensuring that the results of the program, the activities and the coding of the program comply with the annual work plans ( PTA ), and make changes and modifications according to section revisions if necessary.
  •  Perform transactions in VISION concerning grants and program-related items for its section, including, but not limited to, recording of grant allocations and monitoring of expiring program grants.
  •  Prepare monitoring and reporting information for the supervisor and the team on agreed performance indicators in order to conduct more efficient management and accountability of results.
  •  Regularly monitor the section’s budgets and financial expenditures using the applicable tools, ensuring compliance with UNICEF rules and regulations, keeping the supervisor informed and advised on the measures to be taken and / or to be followed.
  •  Help prepare periodic or ad hoc financial reports on the country office and donors to help the office optimize the use of program funds.
  •  Supports capacity building activities related to program development by preparing training materials and participating in exercises.

Education: A secondary school diploma is required, preferably supplemented by technical or university courses related to the work of the organization. Experience: A minimum of six years of administrative or office work experience is required. Previous experience of program support functions is an asset. Relevant experience in an agency or organization of the United Nations system is considered an asset.

Language requirements: Mastering Arabic is French is required. A good knowledge of English is considered an asset.
