Summary of the position :

The local program partner is responsible for the implementation of the elements of the IRI programs. It monitors the progress of programmes and ensures that key benchmarks are met, including indicators required by donors. It closely monitors and analyzes political and economic developments in Haiti and, upon request, develops program ideas and drafts proposals on a range of democracy and assistance programs. They also manage the progress of program implementation with partners and consultants and work closely with program staff to track expenditures and budgets. The position will be based within the IRI program team in Port-au-Prince, Canada,under the direct responsibility of the resident program director (DPR).

Qualifications and experience :

  • Undergraduate degree and 1 to 2 years of professional experience in the field of democratic governance and politics or in a related field ;
  • Proficiency in Microsoft Excel, Word and PowerPoint ;
  • Ability to work independently and as part of a team to coordinate and direct the efforts of other professionals to effectively achieve program objectives; and ;
  • Good understanding and ability to comply with financial policies and procedures and to maintain detailed records of field expenditures ;
  • Ability to liaise with staff, partners and suppliers for the administrative and monitoring tasks delegated by the DPR ;
  • Willingness to participate in in-house training in procurement, monitoring and’assessment and’apprenticeship, or other training deemed essential by the DPR ;
  • Strong organizational and communication skills ;
  • Ability to manage competing priorities and meet deadlines; and
  • Speak and write fluently creole, french and english.

Main functions and responsibilities

Administrative tasks

  • Liaise with local sub-beneficiaries and/or consultants to monitor the progress of agreed work and conduct an administrative review of contracts, tenders, invoices, etc, deliverables and milestones ;
  • Coordinate and supervise the coordination of national and international travel for oneself, IRI staff and trainers/consultants ;
  • Provide assistance in implementing activities as needed, including supporting travel for IRI-related initiatives in Haiti, upon request; and
  • Maintain records of programme results in accordance with relevant guidance on monitoring and evaluation and’learning, including contact details of stakeholders, key issues discussed and decisions taken.

Financial tasks

  • Assist in controlling programmatic expenditures and projections in the field, by informing IRI-DC program staff of variances greater than 10% of the approved budget prior to incurring these expenditures ;
  • Work with employees to disburse and reconcile advances, travel and program expenses within the time frames required by IRI accounting policies and, where applicable, translate receipts and/or supporting documents from creole and/or french into english ; and
  • With the DPR, oversee the acquisition of office and program related goods and services in accordance with IRI and donor requirements.

Office administration

  • Support the DPR and IRI in the office registration process, ensuring compliance with local legislation and performing general administrative tasks ;
  • Liaise with the IRI-DC program and support staff as needed and at recurring monitoring meetings ;
  • Assist in the written or oral translation if necessary; supervise the written or oral translation performed by other IRI staff members or contractors ;
  • Under the supervision of the RPD, support the quarterly review of the office inventory list, ensuring that all IRI assets (i.e., equipment, supplies, etc.) be kept safe and accounted for ;
  • Under the supervision of the RPD, effectively maintain and organize all IRI documents (i.e., receipts, statements, etc.); and
  • Other tasks assigned by the DPR to support IRI work in Haiti.

The local program associate is responsible for implementing elements of IRI’s programs. They monitor program progress and ensure the achievement of key benchmarks, including funder-required indicators. They closely monitor and analyze political and economic developments in Haiti and when requested, develop program ideas and drafts proposals on a range of democracy and assistance programs. They also manage the program implementation progress with partners and consultants and work closely with program staff to track spending and budgets. The position will be based with IRI’s program team in Port-au-Prince, reporting directly to the Resident Program Director (RPD).

Qualifications and Experience:

  • Undergraduate degree and 1-2 years of professional experience in democratic governance and politics or related field;
  • Microsoft Excel, Word and PowerPoint Competency; and;
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program objectives;
  • Benefit from understanding of and ability to enable by financial policies and procedures as well as maintain detailed field expenditure records;
  • Ability to liaise with staff, partners, and vendors for administrative and monitoring tasks delegated to the DPR;
  • Willingness to participate in internal procurement, MEL or other training deemed essential by the DPR;
  • Strong organizational and communications skills; and;
  • Ability to handle competing priorities and meeting deadlines; and
  • Fluent spoken and written Creole, French, and English.

Primary Functions & Responsibilities

Administrative tasks

  • Liaise with local subawardees and/or consultants to monitor the progress of the agreed upon scope of work and conduct an administrative review of contracts, bonds, invitations, and deliverables and milestones;
  • Coordinate and oversee the coordination of domestic and international travel for self, IRI staff and trainers/consultants;
  • Provide assistance in implementing activities as needed, including supporting travel to IRI-related initiatives within Haiti upon request; and
  • Maintain records of program results as per relevant monitoring and evaluation guidance, including stakeholder contact information, key issues discussed, and decisions made.

Financial Tasks

  • Assist in monitoring programmatic spending and projections in the field, informing IRI-DC program staff of deviations greater than 10% of the approved budget priority to incurring those expenditures;
  • Work with employees to reduce and reconcile advances, travel, and program expenditures within the period required by IRI accounting policies, and when necessary, translate receipts and/or vouchers from Creole and/or/or French to English; and
  • With the DPR, oversee the procurement of both office and program-related goods and services in line with IRI and donor requirements.

Office Administration

  • Support the DPR and IRI with the office registration process, maintaining compliance with the local law, and general administrative duties;
  • Liaise with IRI-DC program and support staff as needed and during recurring check-in meetings;
  • Assist with written or oral translation when necessary; oversee written or oral translation conducted by other IRI staff or contractors; and;
  • With RPD oversight, support the quarterly review of the office inventory list, ensuring all IRI property (i.e. equipment, supplies, etc.) is securely maintained and accounted for;
  • With DPR oversight, efficiently maintain and organize all IRI documents (i.e. receipts, statements, etc.); and
  • Other duties as assigned by the DPR in support of IRI’s work in Haiti.

Qualifications

Undergraduate degree and 1 to 2 years of professional experience in the field of democratic governance and politics or in a related field

Bachelors or better in Political Science or related field.
