UNEP’s mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. Headquartered in Nairobi, Kenya, UNEP works through its divisions as well as regional, liaison and out-posted offices and a growing network of collaborating centres of excellence.

Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UN Environment Africa Office represents UNEP in Africa and coordinates its programme of work in the Region. The office ensures that there is effective and efficient delivery of interventions in response to regional, sub-regional and national needs. It also ensures that there is better coherence and coordination in the effective delivery of environmental capacity-building and technical support at all levels in response to country needs and priorities. The UN Environment Africa Office works on 7 priority areas: Climate Change, Disasters and Conflicts, Ecosystems Management, Environmental Governance, Harmful Substances and Hazardous Waste, Resource Efficiency and Environment Under Review. This position is initiated to support the Africa Office Regional Development Coordination (RDC) Unit in the operationalization the EF UNCT Engagement Initiative that seeks to strengthen UN Country Team (UNCT) engagements in selected countries. Additionally, to backstop the various activities pertaining to the rolling out of UNEP’s New Delivery Model.

Task description

Within the delegated authority and under the supervision of Regional Development Coordinator for Africa or his/her designated mandated representative(s), the national UNV will:

  •  Provide technical support to the ongoing work of the RDC Unit to map out country priorities and the status of the Common Country Analysis (CCA) and Cooperation Frameworks (CF) in relation to UNEP’s thematic areas, for Africa.
  •  Support collection of current data, knowledge products and tools on UNEP’s thematic areas which can support UNEP’s focal point in UNCT and/or be offered to CCAs and CFs processes.
  •  Ensure coordinated inputs from the whole of UNEP on the integration of thematic areas in CCAs, CFs and/or related UNCT activities.
  •  Active participation and engagement with UNCT Results Groups to facilitate and ensure the implementation of UNEP’s relevant programmatic areas that have been integrated into the Cooperation Frameworks.
  •  Provide technical support to the Regional Development Coordinator in his capacity as a member of the Peer Support Group (PSG) member in the quality assurance work of CCAs and Cooperation Frameworks.
  •  Any other related tasks may be required or assigned by the supervisor. Results/expected outputs:
  •  As an active UNEP Africa Office team member, efficient, timely, responsive, client-friendly and high-quality support rendered to the Regional Development Coordination Unit and its beneficiaries in the accomplishment of her/his functions, including: o The achievement of tasks as mentioned above which has an impact on strengthened UNEP’s engagement at country level and strategic approaches to the integration of environmental priorities in African countries. o Stakeholder engagement with UNCTs, the Resident Coordinator’s Office, UNEP Divisions and Sub-programmes and relevant partners and stakeholders for the overall success of UNEP Africa Office. o Timely reporting and provision of technical inputs as described in the tasks above for effective execution of programme assignments / activities.

Requirements

Required experience

3 years of experience in environmental affairs, project planning, and management and analysis or other relevant programmes; professional work experience at the national and/or international level

  •  Experience with Development Coordination/Cooperation is an asset, as is experience working in the UN or other international development organization.
  •  Experience with research and analytical work, and the science-policy interface
  •  Excellent oral and written skills; excellent drafting, formulation, reporting skills.
  •  Accuracy and professionalism in document production and editing.
  •  Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
  •  Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  •  Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  •  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  •  Desirable: Good knowledge of SDGs and the 2030 Agenda is required

Required education level

Bachelor degree or equivalent in a relevant area, e.g., Sustainable Development, Environment, International Relations, or a related discipline.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighbouring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services, and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN-HABITAT and UNEP.
