Organizational Context

The Court Management Section (CMS) is in the Division of Judicial Services within the Registry. CMS has the Registry’s delegated responsibility to provide support to core processes of the Court’s judicial proceedings, in particular for the court operations and judicial information management. This includes (i.a.) representing the Registrar during the court proceedings, supporting the current court applications and keeping a full and accurate record of all proceedings before the Chamber.

Furthermore the Section is responsible for the receipt, processing and distribution of the official court filings, production of transcripts and the audio-visual recording of the proceedings. Additionally, CMS, is the Registry’s designated custodian of the record of proceedings and is therefore responsible for the management of judicial records and information, both in original form as well as in their electronic format.

Duties and Responsibilities

Within this framework, and under the direct supervision of the Head of Judicial Information Management Unit, the incumbent will perform the following duties:

  •  Acts as a focal point, project manager and systems analyst for the development of eCourt solutions/judicial technology projects;
  •  Liaises with stakeholders to identify and gather requirements;
  •  Document business processes in the Section including mapping judicial workflows;
  •  Manages the Registry vault and record archive;
  •  Oversees all Registry evidence handling operations, acts as quality assurance manager for evidence processes;
  •  Oversees usage of all CMS technology solutions and compliance with information management guidelines;
  •  Liaises with other Registry sections (i.e. IMSS, LSS);
  •  Coordinates the functional support of the judicial information solutions (i.e. eCourt);
  •  Act as Team leader of the eCourt systems support team.

Essential Qualifications

Education: Advanced University degree in Information Management, Business Administration, Information Systems, Computer Science or other related areas. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience: A minimum two years (four years with a first level university degree) of relevant work experience in evidence handling is essential.

  •  Experience in developing eCourt systems is desirable;
  •  Demonstrated experience in user requirements gathering;
  •  Demonstrated experience in coordinating support to end users in legal environments;
  •  Experience in functional administration of software applications including customizations, configuration and auditing is desirable;
  •  Experience working with Legal Workflow is desirable;
  •  Database management skill will be considered an asset.

Additional Qualifications: A certification in Documentum xCP, in Nuix and in Transcend administrator is desirable.

Knowledge, Skills and Abilities:

  •  Good knowledge of information systems development and administration;
  •  Good knowledge of evidence matters and knowledge of digital forensics is an asset;
  •  Ability to use advanced IT skills;
  •  Knowledge of project management (PRINCE 2 Practitioner) is desirable;
  •  Ability to manage evidence, prioritize and deliver within deadlines;
  •  Communication and interpersonal skills;
  •  Team management;
  •  Strong analytical skills;
  •  Ability to establish and maintain effective work relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Knowledge of Languages: Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
