ADB only hires nationals of its 68 members.The position is assigned in the Office of the Director General (BPOD) within the Budget, People, and Management Systems Department (BPMSD). BPMSD provides operational support to ADB on areas of position management, recruitment and selection, HR business partnering, HR operations administration including HR systems and analytics, reward management, talent management, learning and development, and ADB budget management. BPOD provides overall planning, coordination, and communications for BPMSD, as well as leads the department’s IT systems, data analytics, and reporting agenda. BPOD is also the primary interface to the President’s Office and the Board of Directors.Job PurposeThe (Associate) Institutional Coordination Analyst will support Institutional Coordination Specialists in coordinating the department’s human and financial resources requirements, enhancing internal departmental communications, and implementing ADB-wide strategies and policies at the departmental level. The incumbent will report to the designated International Staff.

Responsibilities

  •  Assists Institutional Coordination Specialists in activities related to the implementation of the new operating model, specifically provides administrative/operational support on staff transition to the new organizational structure and adoption of new and/or updated policies, programs, and initiatives in the client departments.
  •  Coordinates the department’s human resources management actions and works closely with relevant BPMSD staff on human resource initiatives, including recruitment, staff movement/out posting, promotion reviews, diversity and inclusion, staff learning (including external learning), performance management, young professional program, secondment, short-term assignment, etc.
  •  Monitors and facilitates preparation of recommendations for staff’s confirmation, end of fixed term appointment, end of field office assignment, transfer, redesignation, and outposting.
  •  Monitors and ensures staff’s compliance with the Time Management System. Gathers data and provides analytical support for the preparation of the annual workforce analysis. Gathers and analyzes data on human and budget resources to drive staff and budget planning discussions.
  •  Acts as the client department’s departmental budget coordinator and supports the Institutional Coordinator Specialists/Officers and department management team in the preparation of budget proposal and negotiations.
  •  Coordinates budget allocation with concerned divisions/field offices, monitors budget utilization, and supports the review of midyear budget and proposes adjustments, as needed. Coordinates with the Budget and Management Services Division (BPBM) regarding budget policies, procedures and systems; and maintains related databases and systems.
  •  Supports the delivery of various engagement and rewards and recognition programs such as the departmental townhall meetings, roundtable discussions, retreats, bravo awards, and staff recreation activities.
  •  Acts as focal point for Consultant Management Systems and IT service delivery.
  •  Performs other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

  •  Bachelor’s degree in human resources, economics, business administration, or related fields.
  •  At least 5 years of relevant professional experience.
  •  Demonstrates knowledge and understanding of HR and budget processes and procedures.
  •  Able to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, and prepare notes, papers and sections of reports.
  •  In-depth understanding of the interactions between different work areas and relevant workflows and their purposes.
  •  Good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
  •  Able to liaise and work effectively with other staff within own work location and with colleagues
  •  Excellent oral and written communication skills in English.
