Assistant Program Officer At The Asia Foundation


SUMMARY OF JOB RESPONSIBILITIES

The Assistant Program Officer (APO) provides administrative, coordination, and logistical support to the CORE project, a 4- year project implemented by the Foundation, with funding support from the Australian Embassy – Department of Foreign Affairs and Trade, to promote local-level initiatives for human rights. The APO reports directly to the Program Officer for CORE and manages activities of the program to ensure timely and quality delivery of outputs and targets based on approved workplans, MEL plans, and inclusion strategies. The APO interacts and coordinates closely with the Finance, Sub-Awards, Procurement and Adminitration units of the Foundation to process procurement and financial transactions expediently, safeguard compliance, and efficiently administer grants.

Internal

  • Interaction and collaboration with the Director of the LAHR Unit, Senior Program Officer, and Program Officer for CORE.
  • Close coordination with enabling services staff of The Foundation for administrative, procurement and subawarding matters and concerns related to the implementation of the CORE Project.

External

  • Regular interaction and coordination with the Foundation’s partners and project grantees for project implementation and monitoring purposes

REQUIREMENTS

  • At least 1-2 years relevant experience in project management.
  • Bachelor’s degree in Social Sciences, Political Science, Development Studies, International Relations or related field.
  • Excellent verbal and written communication skills in both English and Filipino.
  • Proficient in Microsoft Office applications, Canva or Photoshop, and database management.
  • Strong management skills and professional organizational abilities wiith initiative, strong attention to detail, and ability to multi-task.
  • Able to take direction and work independently under general supervision.
  • Knowledge of USAID, Australia-DFAT or other international donor agency requirements and regulations an advantage.
  • Must be willing to travel extensively throughout the Philippines.

Job Functions

The APO, under the supervision of the Project Officer, performs the following duties and responsibilities:

General:

  • Support program implementation and timely delivery of quality project outputs and objectives based on approved workplans, budgets, and results frameworks.
  • Process transactions for the procurement of goods and services to support program activities such as events, meetings, trainings, consultations, and workshops.
  • Assist in the preparation, processing, administering, and monitoring of subgrants, contracts, and consultancies through continuous coordination and engagement with program partners and grantees, and the enabling services and LAHR staff of the Foundation.
  • Track deliverables of program subgrantees and consultants and initiate review, payment approval, extension, and closeout processes for subgrants and contracts.
  • Assist in the implementation of program monitoring and evaluation plans by collecting, safeguarding, and organizing project data, providing timely inputs to progress reports and case studies, and participating in pause and reflect sessions.
  • Ensure compliance with donor and internal rules and safeguarding policies on procurement, subawards, finance, and administration.
  • Assist in planning and organizing program activities such as but not limited to preparing letters, activity reports, presentations, and calendaring of meetings and program events, and providing logistical and travel coordination support to partners and stakeholders.
  • Support budget management by providing spending updates, projections, and programming activities and grants.
  • Assist in the program’s communications initiatives through content development, branding and marking compliance, and production support.
  • Participate and engage in organization-wide events and initiatives when required.
  • Perform other related or analogous functions as may be required by the Program Officer and the Director of the LAHR Unit.
  • Assist in the knowledge asset management of the LAHR unit – catalogue project quarterly and annual reports, deliverables of grantees and partners, and other knowledge products of the project.
