WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles (financial, cultural, geographical, etc.).
In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society (homeless people, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; women (supported in their fight for equality or against sexual violence for example); migrants or displaced people and victims of crises or conflicts.
To carry out our mission, we base ourselves on three pillars:
- Treat : provide real access to care for populations.
- Change : more than helping, we want to change things in the long term.
- Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

CONTEXT
Niger is facing several emergencies that challenge the authorities’ response capacities. The persistent humanitarian crisis is worsening due in particular to the security crisis. The latter is exacerbated by pre-existing socio-economic vulnerabilities and growing instability in neighboring countries (Mali, Burkina Faso, etc.), leading to an influx of thousands of refugees, migrants and internally displaced persons as well as a deterioration already limited access to basic social services. The population, mainly children and women, is faced with malnutrition, food insecurity, recurrent epidemics, forced displacement, etc. It is in this context that Médecins du Monde has been working in Niger since 2014 in several regions including the Agadez region to provide medical assistance to migrant populations and vulnerable hosts. MDM is also present in the three border area in Tillabéri (SDSR) and Torodi (VBG), and a new project opened in Tahoua (VBG) at the beginning of this year.
The coordination is based in Niamey and the mission employs around a hundred workers. The annual budget for our activities is 4 million euros. The main donors are the DGD, ECHO, and the EU.
THE ESSENTIAL
The Assistant Health Coordinator supports the mission Health Coordinator through delegated tasks and responsibilities in order to guarantee the quality and efficiency of the health intervention. MdM-BE in Niger.
You help and/or collaborate with the Health Coordinator to define, manage and coordinate the activities of the mission’s Health department, in accordance with the standards, policies, protocols and values of MdM-BE, with the aim of ensuring the quality of medical and mental health treatments offered to the population at risk while improving their general health and living conditions.
He/she takes over the priority responsibilities of the health coordinator in his/her absence.
MAIN TASKS
Coordinate all activities, in order to guarantee the quality of implementation, compliance with MdM-BE internal procedures, donor budgets and procedures as well as the country’s legal framework.
Medication management:
- Under the responsibility of the Health Coordinator, you support the National Pharmacist in the development and validation of the order of medicines for the various MdM-BE projects within the deadline.
- Under the responsibility of the Health Coordinator, the Deputy Health Coordinator supports the National Pharmacist in ensuring the permanent availability of adequate medicines and medical equipment,
- Under the responsibility of the Health Coordinator, implement a strategy to improve the rational use of pharmaceutical products.
Monitoring the health context:
- With the Health Coordinator, participate in the evaluation and monitoring of the health situation in the intervention areas and at the national level
- With the Health Coordinator, follow national, regional and local policies, medication use protocols, lists of essential medications and guidelines from the Ministry of Public Health
- With the Health Coordinator, strengthen the medical staff of the various projects in their roles of supporting healthcare providers to improve the quality of services offered to the community.
Writing reports and project proposals
- With the Health Coordinator, participate in the writing of donor reports and the writing of new projects
- With the Health Coordinator and the MEAL Coordinator, participate in needs assessment missions (health component) for new propals
External representation and coordination:
- On request or in the absence of the Health Coordinator, ensure representation, negotiations and coordination for MdM-BE with local health institutions, authorities and partners, as well as with other national and international organizations working in the field. sanitary
- Participate in the development, writing and monitoring of the health (medical) aspect of protocols and partnership contracts.
Planning, coordination and supervision of the health component of programs and projects:
- Participation in defining the objectives of programs and projects according to results-based management,
- Contribute to the development of an emergency preparedness plan and coordinate the health aspect of a possible emergency response.
Health technical support and supervision of health personnel:
- Suggest and participate in the validation of the various work tools for the health component put in place in the programs (supervision grids, training manuals, care protocols, surveillance tools, planning, monitoring, evaluation, etc.).
- Actively participate in the preparation and support health monitoring or evaluation visits (joint formative supervision, mid-term and final evaluations)
- Participate in the implementation of the recommendations of the MdM-BE health department.
- Ensure the quality of project implementation (monitoring activity timelines with project managers, monitoring the quality of care offered to patients, archiving, etc.)
Documentation, reporting, capitalization, health advocacy:
- Participate in the analysis of health monitoring indicators (using MONITOOL/DHIS2 among others) and project evaluation.
- Participate in writing the health section of internal and external reports (particularly for donors) as well as project proposals, minutes of meetings in which he participates
- Participate in the documentation and capitalization of activities and programs
As a member of the health department As a member of the MdM-BE health department, the Assistant Health Coordinator will participate in the implementation of this department’s strategies and action plans.
REQUIRED PROFILE – National profile
ESSENTIAL
Formations :
- Doctor of Medicine degree.
Experience and skills:
- Min 3 years of professional experience in more than one developing country in health project/program management.
- Experience in SSR.
- Experience in pharmacy management.
- Demonstrated experience in the field of migration.
- Mastering French.
Qualities :
- Autonomy, scientific rigor, good ability to write reports and reports.
- Diplomacy, sense of dialogue and negotiation.
- Flexibility, good stress management, ability to adapt to the way NGOs operate.
- Ability to work in a team.
ADVANTAGES
- Master’s degree in public health, project management, political science, development, management.
