Created in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the fields of water, water and water, hygiene and sanitation, food security and rural development, socio-educational and psychosocial care and education. The assistant·-geographical manager supports all operations and the development of our activities in several countries (Sudan, Chad, Iraq, Syria). The position involves frequent stays in these countries of’intervention.

He/she works under the direct supervision of the Geographical Manager (head of the desk), in direct contact with the missions, and in close collaboration with the entire Headquarters team (operational management, other desks, etc, technical department, finance, human resources, logistics support, and communication support).

He/she may be required to supervise a/e trainee desk, in connection with the Geographical Manager.

Quality control and reporting of programs

  • Supervision of the start-up and implementation of projects in accordance with contractual commitments to donors, and in connection with the teams on the ground (coordination programs mainly) and the technical center
  • Participation in the definition of operational strategies for missions
  • Identification of difficulties concerning the implementation of the programmes, alert of the geographical manager and any other relevant service, and support of the operational teams in solving these difficulties
  • Monitoring and anticipation of deadlines, participation in the drafting and quality control of donor reporting, in relation to missions, technical references and the financial department
  • Preparation of programme dashboards : overall progress of activities, progress on results, budget consumption, cross-cutting aspects, etc., by consolidating information and data from the various departments and, where appropriate, from the field
  • Contribution to the strengthening of the skills of the programmes in project cycle management and MEAL (in connection with the technical cluster), donor rules (in connection with the financial department) and, where appropriate, cross-cutting themes or’s other themes deemed relevant
  • Regular visits to programs in the area (about 20 to 25% of the time)
  • Participation in the headquarters coordination meetings and in the organisation of country meetings in collaboration with the Geographical Manager

Support for the development of new projects

  • Analysis of the development (and financing) opportunities of operations based on the mission strategy and the TGH strategy
  • Supervision and supervision of the’ development of projects (activities and budgets) on the part of the field, in coordination with the technical center and the financial department. Project development
  • Participation in the drafting and quality control of project proposals
  • Follow-up of calls for proposals from institutional donors and participation in the search for funds
  • Support for the search for’information on particular topics

Participation in the management of relations with donors, local and international partners

  • Representation of the association to donors, local authorities and partners during field visits or at the request of the Geographical Manager
  • Participation or organization of meetings with international partners of TGH within the framework of consortia or networks
  • Participation in specific meetings or events related to the mandate of TGH, its donors or the countries of the Desk

Participation in recruitment and’ accompaniment of expatriate staff of program teams in connection with the human resources department and the Geographic Manager

  • Participation in the configuration of field teams and the planning of HR needs of missions
  • Participation in recruitment interviews and decision-making on the positioning of candidates in relation to the HR team and missions
  • Conduct of departure briefings and end of mission debriefings of expatriates of the program teams
  • Availability to cover temporary field posts in the event of a holiday on the missions

Management of’information

  • Participation in maintaining and updating the archiving system of the desk
  • Updating, centralization and dissemination of procedures (internal and donor), guidelines and mission tools

Profile

  • Experience in the management and coordination of projects in NGO d’at least 3 years
  • Recent experience working as an operational team in humanitarian and/or acute crisis contexts
  • Professional experiences on the countries of’implantation of the Desk appreciated
  • Mastery of the project cycle, strong operational and conceptual legitimacy
  • Good knowledge of the framework of procedures of the main donors including ECHO, DG INTPA, BHA, OCHA, UNHCR, Ministry of’Europe and Foreign Affairs of the French Government and French Development Agency, humanitarian coordination and funding mechanisms on the ground
  • Mobility at’international
  • Flexibility and availability for field departures in short time frames
  • Ability to take initiative’, reactivity, orientation solutions
  • Rigor, organization, planning, listening, good relationship especially in remote exchanges
  • Very good facilities for teamwork, at the’ and flexible in interpersonal relationships, professional empathy
  • Excellent writing skills in french and english ; L’arabe would be an asset
  • Very good oral communication and negotiation skills in french and english
  • Good command of the MS Office pack. Experience with Google Workspace and Finscan is an asset.
