BACKGROUND AND JUSTIFICATION OF THE POSITION:

The United Nations World Food Programme is one of the largest humanitarian agencies fighting hunger in the world. Because of its global commitment to its policies of protection and accountability to affected populations, WFP is seeking to improve the integration of protection in the context of its response in the DRC and South Kivu in particular

The Protection Officer will work closely with the sections of the Programme as well as the Logistics, and the Supply Chain and in close coordination with Gender and Protection Officers based at the area office level in Goma to support the integration of protection and accountability to affected populations (PAAs) from WFP into NAP interventions in South Kivu and Maniema provinces.

MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list):

Under the supervision of the/of the Chief.fe of Programme in Bukavu and with the technical support of the/of the gender and protection officer based(e) in Goma and Kinshasa.

L’assistant.e of protection has the following main responsibilities:

  1. Work with the respective units and with the gender and protection officer to contribute to rapid assessments of protection risks in the’ intervention areas ;
  2. Monitoring the implementation of protection risk mitigation measures and other recommendations for WFP activities in collaboration with programme teams and cooperating partners ;
  3. Support consultation with affected populations and beneficiaries to determine how they access WFP assistance, including their preferences
  4. Contribute to the development and implementation of community engagement and outreach activities in collaboration with communication units, Humanitarian Access and program sections
  5. Conduct regular field visits to verify and support compliance with the protection checklists for each activity and respect for the rights of beneficiaries.
  6.   7. Conduct community outreach activities on multiple topics, including protection from sexual exploitation and abuse;
  8. Support the establishment and operation of community channels for feedback and complaints (community committee, complaints, complaint tables, boxes …)
  9. Contribute and support the protection and gender officer in the organisation and facilitation of training sessions for WFP staff and cooperating partners on protection and related themes
  10. Undertake field trips to ensure the training of community structures, community leader and other stakeholders involved in the’implementation of WFP activities on protection including protection against sexual exploitation and’abuse.
  11. Contribute to the reporting of activities related to the’integration of protection and accountability to the protection and gender officer ;
  12. Depending on availability and in coordination with the protection and gender officer, participate in the meetings of the protection cluster, the gender-based violence subcluster (GVB), child protection and the respective working groups at the Bukavu level ;
  13. Participate in the weekly protection meetings of the country office and the zone office;

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Training:

  • The candidate must hold a’ graduate degree from high school, Bachelor in social sciences, international affairs, international relations, law, gender studies or other fields relevant to international development/humanitarian aid.

Desired experience:

  • At least 5 years of relevant professional experience in the integration or consideration of protection issues in humanitarian responses in the DRC.
  • Proven experience working with in community engagement and engagement.
  • Experience working with community structures through group discussions, key informant interviews, outreach and field training initiatives.
  • Familiarity with the tools to conduct protection risk assessments at the community level is an asset.

Knowledge & skills:

  • Motivated to work on the integration of protection in WFP operations (nutrition, subsistence activities,’ emergency and school canteens).
  • Team spirit, willing to take initiative and collaborate with other WFP technical teams and implementing partners.
  • Ability to perform multiple tasks while working under pressure
  • Ability to maintain and establish professional working relationships with a variety of’actors.

Language knowledge:

  • Mastery of French at’oral as at’ (Level C)
  • Knowledge of the national language of the workplace.
