WHO WE ARE

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society, children in vulnerable situations, women, etc, migrant or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars :

  • Heal : give real access to care to the population.
  • Change : more than helping, we want to change things in the long run.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values common to our entire organization: Social justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

In the’est of the Democratic Republic of Congo (DRC), following the chronic conflict that has plagued it for several decades, access to care is seriously hampered, either by a lack of structures, or, the distances to be covered to reach care, or the limited access’ due to violence.

By the end of 2021, the number of internally displaced persons in the DRC was estimated at nearly 5.6 million people, the majority of whom were in the three provinces of South Kivu, North Kivu and’Ituri. Half are women, and women’s health is a major issue. In addition to the general lack of’ access to care, women and girls are also victims of the trivialization of rape in society.

This is why Doctors of the World has been present on site for several years.

In South Kivu, we are working on a Reproductive Sexual Health and Rights program in Bukavu and Uvira. In the territories of Kabare and Kalehe, we implement a « One Health » approach that aims at the coordination of human, animal and’environment health actors.

In addition, MdM BE is carrying out a multisectoral’ intervention project for vulnerable and conflict-affected people in the health zones of’Itombwe and Minembwe.

L’ESSENTIAL

Under the supervision of the Financial Coordinator, the’adjoint to the Financial Coordinator is in charge of’ supporting all financial activities on the mission and ensuring, in case of’absence, the’interim of the financial coordinator.

TASKS & RESPONSIBILITIES

Under the supervision of the Financial Coordinator, the’adjoint to the Financial Coordinator is responsible for :

  • Ensure the consolidation of financial and accounting data
  • Guarantee A quality support to the’ set of the’ finance team of the mission
  • Ensure the consolidation of the various financial reports of the various offices
  • Guarantee the’ adequacy of cash demands with donor budgets and/or funding
  • Guarantee a good supervision of the’steam finance pays
  • Organize and participate in donor audits
  • Organize the internal’audit within MDM offices in DRC
  • Organize the internal control and ensure that the’team s’appropriates the objectives of the department
  • S’ ensure that the work tools of the finances meet the current requirements of the mission
  • S’ ensure that financial procedures are up to date and meet the needs of the mission
  • Ensure that each office has the financial resources to operate

Cash management :

  • Realizes and consolidates the monthly cash flow forecasts for all projects and submits them to the financial coordinator for validation according to the deadline established on the mission
  • To supply the base accounts while ensuring compliance with the security rules of the funds in force on the mission and to be reassured that the projects have sufficient cash to carry out activities
  • Monitor and organize payments to be made for coordination on behalf of projects

Accounting and financial management :

  • Responsible for the final monthly accounting closures (control of accounting, analytical and budgetary imputations, lettering of advances, internal transfers, etc,) and send it to the Financial Coordinator within the deadlines provided via the monthly closing checklist ;
  • Implementation of the latest versions on the grounds.
  • Preparation and dissemination of information necessary for the’use of these new versions
  • Regular updating of parameters (exchange rate, project codes, etc.)
  • Verification of compliance of accounts between field and coordination.
  • Ensures compliance with the procedures for transferring funds
  • Ensures compliance with internal control procedures
  • Ensures compliance with’acquisition procedures
  • Oversee monthly and annual closing procedures

Budgetary Management :

  • Updates detailed budget monitoring of the mission
  • Preparation of the follow-up to the mission budget ( analysis of donor consumption and projects )
  • Coordination alert finance in the event of a specific event ( exceptional expenditure, under consumption, etc. )
  • Analyzes the different deviations under the instructions of the Finance coordinator
  • Hold the dashboard
  • Support in the control and rationalization of the operating costs of the bases

Funding management :

  • Manages the financial reporting process
  • Collaborates in production as well as the archiving of intermediate and final financial reports according to the deadlines and outline of the donors ;
  • Collaborates in the preparation of the pre-audit of donor financing contracts ( invoices, presentation of binders ) ;
  • Collaborates in the construction of the financial part in the writing of projects or program proposals ;
  • Contributes to the implementation and proposals of budgetary adjustments ;
  • Contributes to the improvement of internal project management procedures ;
  • Gathers all the necessary documents to present to the donors for the audits (accounting documents..) ;
  • Participates in the preparation of monthly, intermediate and final financial reports according to the financial report model of the lessor

Security of funds :

  • In collaboration with the Financial Coordinator, provides the framework for implementing security of funds on the mission ;
  • Supports in the process of briefings of MdM BE staff on the security policy of the funds ;
  • Ensures that the funds security checklist is kept up to date and systematically sends changes ;

YOUR PROFILE

Studies /training and Experience

  • Diploma of’ graduate studies in Accounting, Finance or Audit.
  • 4-year professional experience in international NGOs
  • Have a proven professional experience of’at least 2 years in the position
  • Have relevant experience in budget monitoring, fund management and reporting

Skills and qualities required

  • Have a good ability to work in a team and in a multicultural and multidisciplinary environment
  • Have good managerial skills (meaning of’efficiency and result)
  • Have a sense of’organization and priority management
  • Have good written (reporting) and oral communication skills
  • Languages: french read, spoken, current written; english : read, spoken, current written
