Area Coordinator (National Position) At Concern Worldwide


About the position

The position of Zone Coordinator (CZ) is based in Kirundo and coordinates the Kirundo base and Karusi sub-base.

The CZ reports to the Director of Programs. He/she will directly supervise a team of at least three people, drawn from the three main departments of the organization, namely Programs, Systems, and Finance. He/she will work closely with other base staff. He/she also works in collaboration with provincial administrative authorities.

Start of contract: As soon as possible

Job Objective:

The CZ will be responsible for managing and coordinating all departments and projects of the organization at the level of the area in question and ensuring that they are complementary and coherent.

In carrying out his/her responsibilities, including budget management, he/she will work with other senior management to ensure that programmes are implemented in accordance with the organisation’s policies and procedures. The CZ will provide effective representation to local authorities, communities, NGOs and other stakeholders in the area.

He/she must ensure the execution and management of activities in accordance with established schedules and ensure that objectives are achieved on time through: i) project implementation, ii) human resources management, iii) involvement of project staff, beneficiary communities and other stakeholders in the planning and monitoring-execution of the project in accordance with organizational policies and procedures and the commitments of the Core Humanitarian Standards (CHS).

Main responsibilities

Representation:

  • Represent the organization at the area level.
  • Be the focal point for security.
  • Develop and maintain relationships with relevant local authorities and liaise with any parties present in the area.

Team management:

  • Manage teams on a daily basis and monitor the tasks and responsibilities of the different members.
  • Establish regular performance plans and reviews based on clear and achievable objectives.
  • Ensure capacity building of team members, both at practical and technical levels.
  • Create an inclusive work environment and ensure compliance with CRM (complaints and response mechanism) procedures.
  • Combating gender bias and supporting gender champions.

Programmatic management:

  • Coordinate the planning, implementation and monitoring-evaluation of program activities within the framework of budgets, deadlines, and donor guidelines.
  • Regularly monitor programmes and assist programme managers in assessing their progress against agreed objectives, through regular field visits.
  • Track and monitor program expenditures and ensure effective budget management.

Planning and monitoring-evaluation:

  • Ensure that planning and monitoring and evaluation are carried out in a participatory manner and in accordance with Core Humanitarian Standards (CHS).
  • Design and implement an effective monitoring and evaluation system to analyze project progress.

Support Management:

  • Monitor and manage expenses and budgets.
  • Manage day-to-day cash flow in accordance with the organization’s financial procedures.
  • Oversee the day-to-day management of logistics, administrative and human resources functions.

Security management:

  • Act as a security focal point in the area.
  • Hold safety meetings and produce monthly reports.
  • Ensure safety protocols are followed by all staff.

Required skills and experience

Essential :

  • Master’s degree in social sciences, humanitarian/development studies or a related discipline.
  • Burundian nationality or work permit in Burundi.
  • Experience in team management and coordination.
  • Knowledge of project cycle management and budget management.
  • Fluent in French, with good writing skills.
  • Knowledge of English (asset).
  • Proficiency in computer tools: Excel, Word, PowerPoint.

Desirable:

  • Capacity for training and coaching adults.
  • Good communication skills and team spirit.

The organization has a Safeguarding Policy that includes the Code of Conduct, the Program Participant Protection Policy (P4), the Child Protection Policy, and the Anti-Human Trafficking Policy. These policies aim to ensure the protection of program participants from exploitation. Any candidate recruited will be required to sign the Code of Conduct and associated policies.
