Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, of, food security and means of’. Present in about twenty countries, SI – 2000 teams in total composed of’expatriates, national staffs, permanent staff at headquarters, etc,some volunteers..- intervene with professionalism and commitment in respect of cultures.
JOB DESCRIPTION
Le.la Director.trice-Pays Volant.e is a member of’a team of voltigeurs also composed of’a Director-Pays, a Field Coordinator, a’an Administrative and Financial Coordinator, a’a Water-Hygiene-Sanitation Coordinator, a’a Logistics Coordinator, a, d’an Internal Auditor and d’a SERA Coordinator (Monitoring, Evaluation, Accountability and Learning). The members of this team meet the support needs of missions via the various International Solidarity Desks. When the members of this team are deployed, they work under the responsibility of the Country Director concerned.
Le.la Directeur.trice-Pays Volant.e will be deployed as a priority to fill the gaps of Directeur.trice-Pays but can also be mobilized on the gaps of Field Coordinator according to the needs.
During the deployments :
In close connection with the’allocation desk, and in addition to the terms of reference specific to each deployment, the Director/trice Flying Country shall assume the following responsibilities :
Coordination and strategic direction :
Monitor and analyse the humanitarian, political, cultural, social and economic context
Propose and develop an operational strategy in coherence with the policies of the’association and the needs of the populations
Define the’action plan for the implementation of this strategy
Propose new operational orientations according to changing contexts
Relevance and operational quality /monitoring of operations
To ensure the coordination, development, monitoring and evaluation of the programmes implemented on the mission
S’ensure of the relevance, quality and coherence of the programmes
S’ ensure that the programmes are implemented in compliance with the annual operational strategy, the technical requirements of Solidarity International and the donor criteria
Resource management
Propose the human, financial and logistical dimensioning of the mission and its organization
Ensure the mobilization of financial resources and the means necessary for the’ accomplishment of the projects
Ensure the proper use of resources
Human Resources Management :
Build and maintain a dynamic’team allowing the good achievement of the objectives International Solidarity in the country
Promote’ethics and values of Solidarity International
Security
Be responsible for the safety of teams and assets on the mission, under the supervision of the head office
S’ensure of the geo-political-security briefing to any new arrival on the mission
S’ ensure compliance by all with the rules and procedures of security on the mission
S’ensure of the implementation of’a permanent security watch
Ensure the immediate management of security incidents that may occur on the mission and immediately notify the’astreinte permanent at headquarters
Donor relations / seeking funding
Actively participate in the search for funding and ensure the financial stability of the mission
Strengthen relations between International Solidarity and donor representatives
Internal and external communication
Ensure timelines and quality of documents produced by the Mission
S’ ensure compliance with internal and external reporting formats and procedures
Regularly hold coordination meetings
S’ ensure that key operational information flows properly, on the mission and between the mission and headquarters
Representation
Be the official representative of Solidarity International in the country to the stakeholders of’aide, administrative, political and local authorities, civil society and the media
Be an active participant in relevant humanitarian forums and coordination meetings
YOUR PROFILE
Excellent knowledge of the humanitarian sector
At least 3 years of’ experience as Country Director in humanitarian crises
Mission experiences with a difficult security context
Excellent skills in internal communication,’organization and prioritization
Strong managerial qualities (management of’teams ; remote support ; interest in’ accompanying people and strengthening their skills)
Editorial capacity and project management experience for major institutional donors
Very good knowledge of the humanitarian environment and principles, coordination issues between NGOs and with United Nations agencies, and relations with the armed forces
Demonstrated ability to represent the’organisation and to defend the interests of SI with regard to the authorities
Very good stress management
Experience in a context of’opening desirable
French and English fluent, spanish and portuguese a plus
Proficiency with Microsoft Pack tools
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
CDD contract – 12 months – framework status
Expat contract calculated on the basis of the expatriate salary grid. Gross salary from 3400 euros/month, excluding valuation of the’experience in NGOs
Per diem and hosting supported during deployments
Recovery of one day per weekend spent in the field. 25 days of paid leave. No RTT
Health insurance/care provision and repatriation (100% covered)
