Presentation of TGH

“Actor of sustainable and shared solidarity”

Founded in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the areas of water, hygiene and sanitation, food security and rural development, socio-educational and psychosocial. TGH currently works in 10 countries in Africa, Europe and Asia.

Context

Considered one of the poorest countries in the world (ranked 188th out of 191 countries according to the UNDP Human Development Index), the Central African Republic (CAR) is experiencing a chronic humanitarian crisis. In 2024, 2.8 million people in need of humanitarian aid were identified in the CAR, or 46% of the Central African population. More than eight out of ten people are vulnerable to poverty, including 68.8% in chronic poverty and 10.1% of non-poor people vulnerable to poverty. The priority sectors are WASH, protection, health and food security.

While the capital Bangui is secure, the country remains in a state of instability, with the presence of armed forces that reduce humanitarian access, particularly in the TGH intervention areas (Vakaga). In addition, since April 2023, the north of the country has been suffering from population movements linked to the Sudanese crisis. Clashes between members of the Sudanese army and paramilitary militias (RSF) are causing an influx of refugees day after day in the Sudan / CAR border area. The Vakaga prefecture is now hosting more than 14,000 refugees, destabilizing Food Security, increasing epidemiological risks in the area, and accentuating the economic fragility of a region already in a state of great vulnerability.

Mission presentation

TGH began its work in the CAR in 2007 to support refugees from Darfur, in the Vakaga prefecture. In this region of northeastern CAR, TGH implements multi-sectoral development and emergency projects (Am-Dafock camp in Birao) to meet the needs of displaced, returned and/or refugee populations, in the WASH, protection, education and food security sectors.

In Bangui, TGH has been working since 2014 on behalf of street children and incarcerated minors, by setting up mobile antennas and permanent offices to provide the most vulnerable children with access to basic socio-educational and medical services; and participates in the process of family reunification and foster care, alongside the supervising Ministry. TGH is also implementing a training and professional integration project in Bangui and in the prefecture of Mambere-Kadei.

The current team is made up of 17 expatriate staff and around 130 national staff, divided between coordination and the operational base (Bangui, Birao).

Project presentation

This Agricultural Development Project entitled “Project to improve food security for populations affected by the conflict in Sudan and sustainable and equitable development of promising sectors in the Vakaga prefecture in the Central African Republic” financed by the DUE, will last 36 months, starting in October 2024, in the Vakaga region of the CAR. It will target at least 1,000 households and will contribute to:

  • Improving the food security of households affected by the Sudanese crisis through the restoration of their livelihoods and their empowerment.
  • Access for stakeholders in the agro-pastoral sector to basic services adapted to individual and collective needs for sustainable integration of promising sectors and a reduction in the environmental footprint.
  • Strengthening the capacities and legitimacy of State technical services to promote local and social development.

Job

Under the direct responsibility of the Field Coordinator and functional to the Deputy Country Director for Programs, the Agricultural Development Project Manager is in charge of the overall implementation of project activities, in close collaboration with the SAME Technical Department at headquarters. The position includes, among other things, human resources management, internal and external coordination, project management and planning of activities and purchases.

The Project Manager will also be the Food Security and Livelihoods focal point for the CAR mission with the support of the Deputy Country Director for Programs.

The main responsibilities are as follows:

Project management

  • He/she ensures the proper implementation, supervision, monitoring and reporting of the various components of the project.
  • He/she is in charge of managing HR dedicated to the project.
  • He/she is responsible for managing the overall budget of the project program as the budget manager.

Project Knowledge Creation

  • He/she contributes to the creation of project knowledge by writing activity sheets, designing relevant documentation, with the support of the SAME technical department and the Deputy Director of Programs.
  • He/she carries out a regular analysis of the relevance of the project plan and suggests adaptations if necessary.

Logistics and administration

  • He/she ensures that the logistical, administrative and financial procedures related to the implementation of the project are established in accordance with the procedures of TGH and donors and alerts his/her superiors if deficiencies are observed so that corrective actions can be taken.
  • He/she anticipates the logistical needs (supplies, purchases, vehicles, etc.), administrative and financial needs linked to the project (recruitment, budget monitoring, payments, cash requests, etc.).

Internal coordination

  • He/she participates in weekly program coordination meetings when connectivity permits, and communicates regularly with the Deputy Country Director for Programs.
  • He/she communicates with the technical advisor at headquarters on the progress of the project, the technical problems encountered, the potential risks and proposes solutions.
  • He/she contributes to the Internal Coordination Report by writing the part dedicated to the project.
  • He/she is involved in relevant communication about the project (photos, videos, success stories, etc.)

Representation and external coordination

  • He/she represents the association on the proposal of DPA-Prog if necessary with donors on agricultural technical issues.
  • He represents TGH on delegation from the CT to partners, local authorities and stakeholders involved in the implementation of the project.
  • He/she maintains relations with other UN and NGO actors.
  • He/she ensures regular TGH presence in UN-led food security and livelihoods sectoral clusters.

Human resources

  • He/she is responsible for recruiting the operational team under his/her direction.
  • He/she ensures the HR administrative management of his/her team (daily presence, leave management) in collaboration with the HR department.
  • He/she ensures that his/her team complies with TGH’s internal regulations and policies (disciplinary management if necessary).
  • He/she ensures the management of the project team including the evaluation of staff, monitoring of set objectives and capacity building.

Reports and MEAL

  • He/she writes narrative donor reports and internal reports (TGH internal reports and donor reports).
  • He/she is responsible for the monitoring, evaluation and learning (MEAL) of the project. He/she develops relevant tools (quantitative and qualitative surveys, post-distribution monitoring, etc.) to monitor the progress and quality of the project. He/she compiles and analyzes data and prepares reports.
  • He/she updates the monthly indicator monitoring tool, submits it each month within the agreed deadlines and adapts it if necessary.

Security

  • He/she contributes to efforts to ensure compliance with safety rules on site, and transmits all information relating to safety concerns to the field coordinator.

Strategy/Project Development

  • He/she participates/organizes needs assessments based on the needs and strategy of the mission discussed with headquarters.
  • He/she contributes to the development of new interventions based on identified needs, particularly in relation to the sectors and FLS sectors of the projects.
  • He/she analyzes, collects relevant information related to the SAME situation in the country and identifies key trends in collaboration with the field coordinator and the Deputy Country Director of the Program.
  • He/she meets potential local partners (NGOs).

This list of responsibilities could be modified according to the needs on the ground.

Safety, working and living conditions

The security context requires strict compliance with security rules (curfew, movement monitoring, etc.) put in place by the Field Coordinator and regularly revised according to the evolution of the context. Travel in the field outside the main cities is currently only possible with rental vehicles and after validation by the Country Director. TGH is a known and appreciated humanitarian actor in the area.

In Birao, TGH has a secure concession on a plot of 3,600m² including 2 houses, offices, warehouses and a borehole. Water supply is provided by a borehole and electricity by a generator. A wifi connection is available.
In this context, Birao expatriates have the opportunity to spend a few days in Bangui every 6 weeks.

In Bangui, expatriates have individual rooms in three shared houses, two of which are located on the compound where the office is also located. Wi-Fi is available in all houses and at the office.

Profile

  • Postgraduate degree in agriculture/agronomy or related field
  • Experience in conflict/post-emergency/development contexts desired
  • Experience desired in the sustainable and equitable development of promising sectors with support in strengthening state technical services
  • Experience in the development of economic initiatives and the creation of productive assets
  • Ability to work remotely (due to the security context and access difficulties during the rainy season, field visits are not always possible)
  • Knowledge of project cycle management and tools related to agricultural development
  • Skills in skills transfer and capacity building.
  • Ability to work in remote or isolated areas as well as in a complex and unstable environment
