The International Organization for Migration (IOM)’s health program in BARMM aims at strengthening the resilience and responsiveness of the region’s health system and improving access to healthcare, as part of the organization’s strategy to alleviate the driver of unwanted migration and to reduce health-related risks during displacements and migration cycle. IOM has implemented various health-related projects that contributed to better health outcomes in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), including COVID-19 response.

IOM is currently implementing a project “BARMM Resilience” funded by USAID. The project aims to contribute to achieving the objectives of Universal Health Care (UHC) and better health outcomes in BARMM. It seeks to do so by enhancing the local capacity of the BARMM including the Ministry of Health (MOH) and its provinces and cities/municipalities to pursue key and cross-cutting reforms in health systems. It focuses on strengthening Health Systems (HS) to provide a more conducive setting to implement Tuberculosis (TB), Family Planning and Adolescent Reproductive Health (FP/ARH), and Global Health Security (GHS) programs.

Under the overall guidance of the Head of Sub-Office in Cotabato City, direct supervision of the Health Programme Coordinator (Chief of Party), and in collaboration with the technical leads, successful candidate will provide technical directions and guidance to Monitoring, Evaluation, Research, Learning and Adapting (MERLA) activities of the “BARMM Resilience”. The Consultant is expected to focus on delivering the the baseline and informative study that will establish the baseline, provide recommendations, and inform the subsequent implementation of the project; and, to establish project data management systems and relevant tools for the project monitoring.

IOM Migration Health Unit in Mindanao Project Name: BARRM Resilient Activity Project

Responsibilities

  • Provide expert advice to IOM and Implementing Partners on standards and implementation of MERLA systems to develop effective strategies and properly integrate methodologies that are aligned with the international and national standards, and regional priorities and context.
  • Develop and implement data management system that ensure data reliability, security and accessibility throughout the project duration; and create a data dictionary while documenting the data management process for future reference.
  • Identify, design and develop appropriate tools needed for the project to facilitate efficient data management, analysis and reporting, such as in the conduct of quarterly data gathering, midline and endline monitoring and evaluation.
  • Offer technical guidance to the implementing partner in the baseline study through conduct of statistical analysis of the baseline data using appropriate methodologies; interpret and summarize the results highlighting key findings relevant to the project’s objectives; review draft baseline reports; and provide recommendations based on analysis to inform project planning and decision-making.
  • Provide expertise in the improvement of project Activity Monitoring, Evaluation, Learning Plan (AMELP) document and baseline report, including detailed methodology, analysis, findings, and recommendations.
  • Engage closely with Department of Health, Ministry of Health and other BARMM key stakeholders to provide technical assistance in the formation of the MERLA technical working group that includes finalization of the Terms of Reference (TOR) for TWG and designing tools for data collection, management, and analysis such as database or dashboards.

Percentage of task completion specified in the ToR based on supervisors’ performance evaluation.

Quality and timely submission of the output on the following:

  • Data management systems, framework, and other tools
  • Statistical analysis of baseline data
  • AMELP and baseline study report
  • TOR and tools for MERLA TWG

Qualifications

  • Master’s or Higher degree in Biostatistics, Analytics, Public Health, Medicine, Epidemiology, Health Sciences, Health Policy, or any related field from an accredited academic institution with ten years of relevant professional experience.
  • Diploma, Accreditation, or Training Certification related to health information, statistics, monitoring and evaluation, research methodologies, and data analysis is encouraged. Proven experience in conducting baseline health studies or similar research activities.

Experience

  • Prior working experience with the International Organization, UN, Development Organization, National and BARMM government is highly desirable.
  • Familiarity with the issues, policies, structure, and context of the Global and Philippines on public health is a must.

Skills

  • Capacity building and training, monitoring and evaluation
  • Biostatistics and data analysis, data base management, public health programming
  • Research methodology and protocol development

Languages

  • English and Tagalog (Mindanao local language)
