In addition, the extension of development cooperation contracts is subordinated to several conditions including: the availability of funds and the continuing need for the functions performed, in addition to satisfactory performance and conduct.

Introduction

The right to freedom of association and the effective recognition of the right to collective bargaining have been recognized as fundamental rights by the international community through the International Labor Organization ( ILO). These rights and freedoms are based on the ILO Constitution and are essential in the promotion and realization of social justice. The most visible application of respect for freedom of association and collective bargaining takes place in the national workplace when it is guaranteed to employers ‘and workers’ organizations and to all workers and employers a climate conducive to the exercise of these fundamental rights.

Mexico has ratified the Freedom of Association and Protection of the Right to Organize Convention, 1948 ( No. 87 ) and the Convention on the Right to Organize and Collective Bargaining, 1949 ( no. 98 ). Likewise, Mexico approved in 2017 and 2019, the Constitutional reform and the reform of the Federal Labor Law, respectively, laying the foundations for a new labor justice system in the country and establishing processes to guarantee the principles of freedom of association and collective bargaining aimed at ensuring the representativeness of trade union organizations, certainty in the conclusion of collective labor contracts and union democracy guaranteeing the personal, free, secret and direct vote of the workers.

Mexico is a signatory party to the Treaty between Mexico, the United States and Canada ( T-MEC ), trade agreement that includes labor provisions such as the obligation to respect in law and in practice the rights and principles contained in the ILO Declaration on the principles and rights fundamental at work, adopted in 1998 and amended in 2022, with an emphasis on the rights to freedom of association and collective bargaining

In this framework, the ILO is carrying out the development cooperation project called ” Initiative on Observation and Commitment to Realize the Rights of Freedom of Association and Collective Bargaining ” ( OBSERVAR ). The project provides support to the Government of Mexico in democratic processes in the workplace, in which the ILO participates as an observer, to help foster an environment of trust in the transition to a new model of labor relations in the country. The project also provides technical assistance to ILO tripartite constituents to improve understanding and practice of the rights and principles of freedom of association and collective bargaining, through training and capacity development activities.The project provides a platform for exchanging experiences among ILO tripartite constituents at the international level on good practices regarding the application of the principles of freedom of association and negotiation collective, nationally and internationally, and its links to trade agreements.

Hierarchical lines

The Administrative Assistant for Projects / Programs will report to ( the ) Senior Technical Advisor for the project and to the Director of the ILO Office for Mexico and Cuba

Description of tasks

  •  Provide general office assistance, take care of administrative tasks, in the meetings, seminars and / or workshops organized by the project at the national and / or regional level. This may include logistical coordination, preparation of invitation letters, and writing, compilation, and distribution of working documents and other materials. Coordinate internal and external meetings and appointments for visitor missions, including high-level officials. Take notes and / or minutes at meetings.
  •  Support in the planning and preparation tasks of the project work program. Monitor the status of project proposals and receive documentation for review and approval, verifying that the information is in accordance with applicable guidelines and procedures. Monitor the status of project results and expected accomplishments ( ILO Implementation Report ) and inform the supervisor in case of discrepancies.
  •  Provide support in preparing short reports, periodic reports and statistical data on the status of project activities, to contribute to the preparation of technical and progress reports.
  •  Provide support to the project team for the development of observation missions in different locations in the country.
  •  Draft correspondence, memoranda and reports on administrative matters in accordance with the standard procedures of the Office.
  •  Take responsibility for all administrative tasks, including logistical support to project staff, travel coordination, visas, hotel reservations, etc. and to provide logistical coordination for conferences, seminars, workshops and meetings.
  •  Maintain official files and records related to project activities, ordered and updated. As well as maintaining control of expenses and budget allocations, ensuring that the funds available for project execution are in support and coordination with/the Project Finance Assistant.
  •  Prepare and process transactions in IRIS including Contracts, Travel Requests, Purchase Orders, Purchase Requests and manage with the Finance Unit External Payment authorizations. All of the above in accordance with ILO guidelines, cooperation agreement, and administrative guidelines and procedures for cooperation agreements of the United States Department of Labor ( USDOL ).
  •  Provide information to project implementation partners on ILO administrative and financial procedures. Inform ( the ) Advisor/a Principal Project Technician on potential difficulties that may arise from the administrative and financial management capacity and from the competence of the partners in the implementation of the project to address the problem in a timely manner.
  •  Perform other functions assigned by ( the ) Principal Technical Advisor of the project and / or the Director of the office

Education

Complete secondary education.

Experience

Minimum five years of relevant work experience.

Valuable / Desirable:

  •  Experience in supporting the execution of technical cooperation projects and effective work with government entities in charge of policy formulation and with development partners.
  •  Work experience in an agency of the United Nations System, a non-governmental organization, or international cooperation.
  •  Work experience in accounting and / or finance and administration areas.
  •  Knowledge of the program and budget and an understanding of a wide range of administrative and financial policies and procedures.
  •  Have training and university degree, in recognized academic centers, in Business Administration, Finance, Public Accounting, or in related fields

Languages and computer science

Minimum:

  •  Excellent knowledge of the Spanish language and knowledge of the written and spoken English in between

Valuable or desirable:

  •  Use of word processing software, spreadsheets and internet browsers, preferably in the Microsoft 365 environment
  •  Use of applications developed in ERP software ( Enterprise resource planning ) such as Oracle or SAP.
  •  Use of collaborative tools and for organizing virtual meetings
