Job Description

The Institutional Capacity Advisor is responsible for leading initiatives to strengthen the resilience of Guatemalan human rights organizations, government of Guatemala, and other institutions and the national and local level. The Advisor provides technical leadership in work with civil society actors, GoG, and others, provides input for project progress reports, and shares impact by presenting monitoring and evaluation data to a variety of audiences. The Institutional Capacity Advisor will also work on civil society strengthening, advocacy, human rights, work with LGBTQI +, disabled, indigenous, and other marginalized communities, and other related initiatives.

Responsibilities:

  • Provides strategic and technical leadership on Guatemalan civil society in program design, reflection, reporting, and implementation, ensuring programming is adaptive and responsive.
  • Leads the development and implementation of a “ CSO Collaborative ” to build a CSO coalition with increased capacity to address human rights needs in Guatemala, ensuring inclusion of diverse organizations representing marginalized communities and facilitating connections and collaboration across issue areas, particularly among Indigenous people, women, and youth;
  • Leads skill-building workshops with civil society, government, and other partners to expand their capacities to prepare, respond, and adapt to closing civic space in Guatemala.
  • Identifies and facilitates collaboration with select government and private sector entities around incorporating human rights standards into practices and building human rights capacities;
  • Ensure technical integrity of participant-facing program materials and donor-facing interim and final reports, related technical deliverables, and briefings to the USG donor and partners.

Qualifications:

  • This position is for a Guatemalan national.
  • Bachelor or Graduate degree in international development, social science, business, law, communication, or related field.
  • At least 5 years of demonstrated experience working on international donor-funded programs on civil society strengthening, human rights, rule of law, access to justice, and similar topics.
  • Experience working on USAID-funded programs preferred.
  • Knowledge and experience in gender and social inclusion, particularly on Indigenous communities, women, and youth, and in integrating Do No Harm principles into program activities.
  • Understanding of marginalized-rights-focused CSOs and networks, journalist organizations and networks, human rights defenders, and law schools in Guatemala and its development context.
  • Demonstrated experience in building and maintaining relationships and networks with CSOs, government actors and entities, development partners, and other relevant stakeholders.
  • Fluency in Spanish; proficiency in English.

  • Identifies and facilitates collaboration with selected government and private sector entities around mainstreaming human rights standards into practices and capacity-building in human rights;
  • Ensures the technical integrity of program materials for participants and interim and final reports for donors, as well as related technical deliverables and briefings for the donor and partners of the United States Government.

Qualifications:

  • This position is for a Guatemalan national.
  • Bachelor or graduate degree in international development, social, business, law, communication or related field.
  • At least 5 years of proven experience working on programs funded by international donors on strengthening civil society, human rights, the rule of law, access to justice and the like.
  • Preferably experience in USAID-funded programs.
  • Knowledge and experience in gender and social inclusion, especially in indigenous communities, women and youth, and in the integration of the principles of “Do no harm” in program activities.
  • Understanding CSOs and networks focused on marginalized rights, organizations and networks of journalists, human rights defenders and law schools in Guatemala and its development context.
  • Demonstrated experience in creating and maintaining relationships and networks with civil society organizations, government agents and entities, development partners and other stakeholders.
  • Mastery of Spanish and English.
